About this job

We are looking for a dynamic professional to join the team that works in the IDB Tourism sector in Argentina and Uruguay, which is part of the Environment division, Rural Development and Disaster Risk Management . It is expected to collaborate by contributing to the strategic vision of the development of the sector in Argentina and Uruguay, participating in the identification, origin and monitoring of the project portfolio, and with specific analyzes that contribute to sectoral dialogue, with both public and private actors ( also in articulation with IDB Lab and IDB Invest ). Topics to consider include: i ) placing tourism on public goods; ii ) conservation of natural and cultural resources through tourism, including strengthening the links between sustainable tourism and ecosystem services;iii ) poverty reduction and increase of social equity through tourism; iv ) recruitment and support for private investment; v ) promotion of innovation and sectoral business competitiveness, with a focus on tourist MiPymes; vi ) segmentation of the tourism market; vii ) information systems and tourism statistics within the framework of destination governance; viii ) climate adaptation of tourist destinations .

This is what you will do

  •  Support the leading specialist in the sector in Argentina and Uruguay in the implementation of the Tourism Sector Framework in both countries, highlighting issues of interest at the national and sub-national levels that are aligned with the Bank’s vision.
  •  Collaborate in the implementation of new lines of action for the sector, such as ( among others ):
    •  Prepare two technical notes on the tourism sector, one for Argentina and one for Uruguay, which will serve as the basis for the tourism dialogue of both countries. The technical notes should update the main sectoral indicators and their expected evolution in both countries, pending progress and challenges in the tourism sector, priorities for the public and private sectors, current regulatory and institutional framework, proposals for action for the Bank. Notes are expected to identify innovation initiatives ( tourism 4.0 or new tourism experiences based on unexplored areas such as science or new forms of tourism consumption around natural and cultural capital.) in articulation with the private sector and public tourism and innovation agencies.
      •  Likewise, the notes are expected to evaluate the possibility of implementing successful experiences of human capital formation in emerging areas such as the low carbon management of the sector or the management of new technologies.
  •  Monitoring the design and implementation of innovative financing instruments for public and private projects that are currently in the design phase;
  •  Support articulation actions between tourist authorities at different levels of government with other sectoral authorities, for example tourism and the environment, to generate methodologies and instruments for measuring carbon footprint in tourism, linking this issue with green financing instruments.
  •  Support the development of sectoral dialogues around these new lines of action and strategic visions for the sector.
  •  Support the design of projects in the tourism sector: identification, design and preparation of loans and technical cooperations in the tourism sector that respond to the Bank’s priority strategies and areas in the country. You will identify opportunities for technical and / or financial collaboration, including concessional financing ( for example: GCF, GEF, CIP ) and with other organizations that promote sustainable tourism development.
  •  Support the coordination of tourism projects and programs in Argentina and Uruguay to maximize their results.
  •  Project Evaluation: you will support the design and implementation of effective methodologies for evaluating projects and programs in the tourism sector. You will prepare analytical knowledge products on the effectiveness of the operation and its lessons learned.
  •  Apoyo a la gestión de conocimiento: vinculando los estudios precedentes, lecciones aprendidas a partir de la ejecución de cartera, y otros estudios del Banco, para la promoción de conocimiento del ecosistema turístico en ambos países mediante publicaciones, eventos, u otra herramienta oportuna.

Esto es lo que necesitas

  •  Educación: Maestría en planificación y gestión de destinos, en economía o economía turística, marketing turístico, gestión de empresas turísticas o disciplinas relacionadas.
  •  Experiencia : Cinco o más años de experiencia profesional en el desarrollo y evaluación de políticas turísticas, así como en la gestión de proyectos de desarrollo turístico, preferentemente con experiencia en Argentina y/o Uruguay. Se valorará experiencia previa con fondos multilaterales o de múltiples donantes.
  •  Idiomas: Se requiere dominio de español y de inglés, oral y escrito. Se prefiere tener conocimientos adicionales de francés y portugués.

Requisitos

  •  Ciudadanía: Usted es ciudadano de Argentina o ciudadano de nuestros 48 países miembros, con residencia o permiso legal para trabajar en Argentina
  •  Consanguinidad: No tiene miembros de su familia (hasta el cuarto grado de consanguinidad y segundo grado de afinidad, incluido el cónyuge) que trabajen en el BID, BID Invest o BID Lab.
