Consultant – Strategic Communications Advisor At International Organization for Migration


Context and Core Functions / Responsibilities

The International Organization for Migration (IOM), alongside UNICEF and the Government of Iraq, recently inaugurated the UN-GoI Technical Working Group. This working group represents the primary site of coordination between all-of-UN and all-of-Government to facilitate the return of Iraqi nationals from northeast Syria back to Iraq – making it the primary site for the implementation of the Global Framework for United Nations Support on Syria / Iraq Third Country National Returnees. This Working Group (TWG here-on-in) enables ongoing discussions, coordination, and direct/technical assistance to the Government of Iraq.

In this context, IOM is seeking a strong candidate with a strategic communications background specifically in the development, conflict-resolution, or prevention of violent extremism sector. Under the overall supervision of chief of mission of IOM Iraq and direct supervision of the Co-Chair of the Technical Working Group, this candidate will support to IOM’s Co-Chair of the Technical Working Group in their engagements with Government/civil society on the necessity of strong communications products to aid the return and reintegration of populations with perceived affiliation to ISIL. As such, the consultant will support the IOM Co-Chair of the TWG in the development of relevant content, assessments, training material and strategies or policies that aid the strengthening of information flows and communications processes in the return of Iraqis from northeast Syria back to Iraq.

Core Functions / Responsibilities

1. First deliverable – Review and provide technical advice for one civil society organization working on a communications and reintegration project in areas of return (reviewing of proposal, providing ad hoc guidance). To be delivered in the first 2 weeks of the consultancy.

2. Second deliverable – Develop guidance material for civil society organizations working on strategic communications to aid community reintegration and social cohesion (PPT and/or written material) 4 weeks into the consultancy

3. Third deliverable – Develop guidance material for government ministries or actors working on strategic communications 6-8 weeks into the consultancy

4. Fourt deliverable – Deliver a workshop session on strategic communications and its importance in supporting government programming linked to reintegration of displaced populations. 10 weeks

5. Fifth deliverable – Work with the internal and external team to drafting a strategic communications strategy for the Technical Working Group/key government counterparts (as a follow up for the workshops the consultant would help in facilitating) 14 weeks

6. Fifth Deliverable – Review and provide advice on communications material for Jeddah One Rehabilitation Centre – 18 weeks

  • The final deliverables and timelines will be decided in consultation with the direct supervisor before the start of the assignment.
  • The order of delivery of the above products can be altered in discussion with the hiring manager.

Performance indicators for the evaluation of results

The consultant’s performance will be evaluated against the following criteria:

1. Timeliness, initiative, communication and quality of products delivered

2. Satisfactory completion of tasks indicated in this TOR

3. Fit for purpose nature of documents produced

Required Qualifications and Experience:

Education, Experience and/or skills required

  • Masters Degree in Communications, Journalism, Social Sciences, Law, International Development or a related field, and a minimum of 5 years experience in the communications in relation to the humanitarian, conflict or development context. Experience required in communications in humanitarian and development settings, specifically linked to movement, displacement and returnee movements. Experience in and knowledge of Iraqi context desirable.

Travel required: Yes

  • Yes, the consultant will have travel to Baghdad, with possible travel to other locations in Iraq (including Erbil)

Languages:

  • Full command of spoken and written English and understanding of Arabic language is desirable.
