Organizational Framework

The Regional Office for Latin America and the Caribbean ( RLC ) is responsible for leading FAO’s response to regional food security priorities, agriculture and rural development through the identification, planning and implementation of priority activities for FAO in the region.

The FAO Subregional Office for Mesoamerica ( SLM ) assists ten countries in the subregion. In response to the implementation of the Organization’s strategic framework, three Regional Initiatives are the main results delivery mechanism and through which FAO’s technical assistance areas for Latin America and the Caribbean are organized, the projects and programs under the Strategic Programs being the main instruments of support for the countries and spaces of regional integration. From Regional Initiative 3 in SLM ( sustainable use of Natural Resources, Risk Management and Climate Change ), support is provided to identify and formulate project ideas at the request of countries or subregional intergovernmental structures,as well as to assess its coherence with the priorities and strategic framework of FAO and the Programmatic Frameworks of the countries.

Hierarchical dependency

The consultant/a will report to the FAO Subregional Coordinator for Mesoamerica and will have the technical supervision of the team leader of the regional initiative 3 “ Sustainable agriculture and resilient to climate change ” in the FAO Subregional Office for Mesoamerica.

Field of specialization

In the framework of FAO’s work in which it promotes actions that support the transition towards the sustainable development of the agricultural, fisheries and forest sectors, from a socio-economic and environmental perspective, strengthening food and nutritional security in the face of the new Sustainable Development Goals, This consultancy will support issues related to access and management of natural resources and their relationship with biodiversity conservation, as well as issues related to the forest agenda.

Tasks and responsibilities

  •  Provide programmatic support to the focal point of Regional Initiative 3 in the Subregional Office.
  •  Assist in the process of monitoring the work plan and monitoring of Regional Initiative 3 in SLM and strategic programming in coordination with RLC.
  •  Technically contribute to the identification and preparation of concept notes of projects related to sustainable agriculture and resilients, biodiversity and climate change.
  •  Support in the preparation and coordination of training / awareness workshops aimed at the technical team involved, country partners, SECAC and other participants. This work will be carried out in coordination with RLC and HQ teams.
  •  Support the monitoring and monitoring of the GEF portfolio with the SLM focal point.
  •  Assist and accompany the implementation of the work plan in support of SICA, CAC in the preparation of financing proposals for the countries and / or subregion.
  •  Regularly inform your supervisors about the progress of the project formulation process.
  •  Assist in monitoring the work plan of the IR3-SLM biennial program and project proposals linked to IR3.
  •  Prepare technical documents.
  •  Coordinate the preparation of documents and communication materials for different actors on the results and learning obtained through the implementation of FAO projects under the one linked to IR3 in SLM.
  •  Assist in the organization and participate in the work, management and planning meetings of the IR3 team and report.
  •  Other linked functions, including promoting gender issues to be taken into account in the preparation of concept notes and in the follow-up to the work plan of the IR3-SLM biennial program in collaboration with the gender specialist.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree in agronomy, forestry, biological sciences, agricultural economics, international development or other related field.
  •  At least 3 years of relevant experience in agronomy, forestry, biological sciences, agricultural economics, international and relevant development.
  •  Practical knowledge of the Spanish language ( level C ) and limited knowledge of English ( level B ).
