General and Context

Miyamoto International is a structural and seismic engineering, project management and disaster risk reduction company that provides key services to governments and expertise that facilitate resilience in industries and communities contributing to the reduction of casualties and impacts in disasters worldwide.

The USAID/BHA PREPARE El Salvador program, implemented by Miyamoto International, aims to prepare Salvadoran authorities and the Salvadoran public to adopt practices that mitigate seismic risk and save lives. Since 2018, Miyamoto International has collaborated with government and private sector entities in the implementation of the program. From July 2021 to June 2024, a new program is being implemented based on the experience gained. It seeks to improve the capacity to respond to seismic disasters, increase awareness and resilience, and strengthen the skills and capacities of authorities in disaster risk management.

The program focuses on three sub-sectors: capacity building and training, policy and planning, and community awareness/mobilization. Planned activities include the training of engineers and architects in structural damage assessment, the development of operational protocols and procedures for post-earthquake assessments, and the development of seismic risk communication plans to inform vulnerable communities about risk reduction measures. These efforts seek to improve public preparedness and awareness of seismic risk in El Salvador, thus helping to save lives and reduce material losses.

Contracting objectives:

Evaluate the effectiveness and impact of program activities in accordance with established objectives and indicators; Identify and document lessons learned from the various activities and processes undertaken, as well as unplanned positive results and opportunities for improvement, identify the impact of the program, as well as identify measures for its sustainability; Evaluate the level of involvement of response organizations in the country, to ensure sustainability.

Scope of Work:

  • Propose an evaluation methodology and develop a work plan with a timeline to be submitted.
  • Develop the necessary evaluation tools such as interview or survey guides, or focus groups, according to the methodology proposed and accepted by Miyamoto.
  • Collect data and information from program documentation such as: project agreement, award document, M&E Plan, all reports submitted to USAID/BHA and specific output reports, meeting minutes with partners during the life of the project; endline data based on the program’s indicators and the baseline report findings.
  • Address the key aspects of the program’s monitoring plan, including the evaluation of goal and objective attainment, identification of challenges and more effective activities, analysis of stakeholder participation, consideration of activity changes, sustainability, exit strategies, inter-institutional coordination, public-private collaboration, and the implementation of developed tools.
  • Review and evaluate existing program deliverables information or data on performance and effectiveness.
  • Meet and interview (virtually or in person) program staff, partners, beneficiaries, and government counterparts at appropriate levels (when applicable).
  • Draft the PREPARE El Salvador evaluation report.
  • Present a virtual presentation to discuss the summary of findings and conclusions to Miyamoto and program partners in order to consider and collect recommendations for the report.
  • Address recommendations and draft a final report to be sent to Miyamoto International.

Requirements:

  • University degree
  • 3-5 years of demonstrable professional experience in the design and evaluation of international development programs.
  • Experience with USAID/BHA projects and activities.
  • Practical skills in the use of mixed methods for evaluations.
  • Demonstrated experience in analytical and report writing skills
  • Fluency in Spanish and English (written and oral)

  • Data collection tools to guide key informant interviews, focus group discussions (if applicable), surveys, etc.

June 6, 2024

  • A draft PREPARE El Salvador final evaluation report in the required template with required sections (Abstract; Executive Summary; Evaluation Purpose and Evaluation Questions; Background; Evaluation Methods and Limitations; Findings, Conclusions, and Recommendations. Data collection tools should be incorporated as annexes to the report)
  • PowerPoint presentation of key preliminary data and findings to Miyamoto and program stakeholders

June 20, 2024

  • A final version of the PREPARE El Salvador final evaluation report (with the comments to the report addressed, if applicable) in the required template with the following required sections: Abstract; Executive Summary; Evaluation Purpose and Evaluation Questions; Background; Evaluation Methods and Limitations; Findings, Conclusions, and Recommendations. Data collection tools should be incorporated as annexes to the report.

* All documentation must be submitted in English and Spanish.
