SUMMARY OF POST FUNCTIONS

Under the general authority of the UNESCO Regional Director for Central Africa, under the direction of the Regional Communication and Information Adviser and under the direct supervision of the Program Specialist, the principal researcher will work towards achieving UNESCO’s objective of evaluating the ROAM-X framework and indicators of the universality of the Internet in Burundi.

  •  DESCRIPTION OF THE TASK

The ROAM-X framework is a unique and effective resource that has been developed through a broad process of research, consultation and analysis, aimed at helping governments, political and regulatory authorities as well as other stakeholders to achieve substantial and high-quality results that will really help improve the quality of policy and practice. As such, the consultant will have to perform the following four tasks : 1.1 Set up a multi-stakeholder consultative council ( CCP ) in Burundi made up of leading women and men experts from various stakeholder groups, including governments, universities, the technical community, the private sector, journalists and media organizations, civil society,individual internet users, United Nations agencies and intergovernmental groups. It will also have to ensure the involvement of the national community of the IGF and the chapters of the ISOC in the project, and take care of regular consultations with the MAB.

1.2 Organize an official launch event for the evaluation in the country in collaboration with the competent national authorities.

1.3. Write a national ROAM-X evaluation report for Burundi which maps the internet according to 109 ROAM-X indicators. The said national evaluation report will set out the results, analyze the data and provide preliminary recommendations for improvement. It must contain approximately 100 standard pages ( 320 words per page ), be produced in French ( mother tongue level ) and be written in a “political study” style” intended for Member States and interested stakeholders. The summary should be translated into English.

1.4 Organize a national validation workshop and an implementation workshop at the end of the process to discuss the results of the evaluation and policy recommendations, involving multi-stakeholder participants and key policy makers.

II. METHODOLOGY

Implementing the framework will require careful planning, sufficient time and resources for effective data collection and analysis, as well as in-depth consultation on results and recommendations. It can be divided into several major steps, which must lead to policy changes and impact assessment.

  •  Étape 9 : Production et lancement du rapport national
  •  Étape 10 : Plan de suivi – une réunion pour examiner la mise en œuvre des recommandations du rapport (prévue un an après le lancement du rapport)

QUALIFICATIONS REQUISES

  •  Education : Diplôme universitaire supérieur (Master ou équivalent) dans le domaine du (Droit de) Numérique, de la communication ou dans un domaine équivalent.
  • Professional Experience : Minimum of 5 years of experience in the fields of Digital, Communication or in an equivalent field. Two research / similar analyzes carried out ( in preference on behalf of an International Organization ).
  • Know-how and Skills : Excellent communication skills; Excellent listening and writing skills; Ability to work under pressure and quickly; Ability to establish and maintain effective working relationships with national / local authorities, the institutions concerned, intergovernmental and non-governmental organizations; Ability to identify and bring together members of the multi-stakeholder advisory board, as well as to ensure regular consultations with them ; Strong administrative and management skills; Have a good ability to work in a team.
  • Language : Excellent knowledge of French and / or English, a good knowledge of the other language.
