Socio-Economic Research and Development Centre (SERDEC) is a non-governmental, non-profit research and development organization that operates to promote social accountability and strengthen democratic governance through civic engagements and advocacy for policy reform and sustainable development.

Project Background
The Socio-Economic Research and Development Centre SERDEC Project of Promoting the Economic Rights of Original Inhabitants in the Federal Capital Territory is a two-year initiative, which aims to improve access of Original Inhabitants in the FCT to employment and empowerment opportunities.

The program is part of a bigger portfolio of projects on promoting the rights of FCT Original Inhabitants as implemented by the Resource Centre for Human Rights & Civic Education (CHRICED) with support of the John D and Catherine T. MacArthur Foundation. In the face of decades of injustices and exclusion suffered by FCT indigenes, since the movement of the Nigerian capital from Lagos to Abuja, the economic opportunities and livelihoods of FCT Original Inhabitants have also been adversely affected. This situation has been accentuated by the devastating effects of the COVID-19 pandemic.

The SERDEC-OIs project is to promote recovery of FCT Original Inhabitants through access to livelihood opportunities, especially in publicly funded employment and empowerment agencies. The Program has developed Communication Advocacy and Visibility Strategy and requires a consultant to provide support in developing project content, advocacy briefs, newsletters, human angle stories and related communications deliverables to promote project outcomes and impact. SERDEC requires the expertise of a Communications Expert to support the production and dissemination of communications material to aid project reach and visibility among stakeholders.

Objectives and Deliverables

  • The overarching goal of this communications support is to give the utmost visibility to the SERDEC project. Strategic communication for the project will also provide timely, accurate and data-driven updates on project outcome, impacts and work products to a diverse range of stakeholders.
  • This plan will be implemented to give SERDEC and the project the widest possible mileage in the media and among other audiences like government institutions, fellow MacArthur Foundation grantees, communities, civil society organizations and the international community.

The Consultant will:

  • Leverage on remaining project time scale to consistently produce and disseminate media and communications content, from existing research drafts. Content to be produced include; opinion editorials, explainer articles, blog pieces, videos, infographics, newsletters and other relevant communication material for project visibility.
  • Tell data-driven stories of the project process, outcomes, impacts, successes, challenges and best practices using different media forms.
  • Produce 6 Policy Briefs for dissemination to project stakeholders
  • Report on reach and impact of project communication measures in line with progress towards project objectives and outcomes.

Approach:

  • The Communications Consultant will generate the aforementioned content in line with a strategy of convergence, which involves the simultaneous use of traditional (print, broadcast), online and social media.
  • Consultant will deploy effective media forms for the dissemination of the project work flow, outputs, outcomes, work products and deliverables.

Contract Period:

  • The contract period will be from 10 November to August 30, 2023.

Qualifications
The consultant should have:

  • Education: Bachelor’s Degree in Mass Communications, Public Relations / Affairs, Marketing, Journalism or any other related field but this may be substituted for demonstrated experience.

Experience and Skills:

  • A minimum of three years of professional experience in development communications, public relations, journalism, marketing or a related field.
  • Fluency in English is essential.
  • Capability and proven experience in developing and executing communications and advocacy strategies, and crafting messages in various formats (press releases, websites, blogs, social media, etc.) targeting a variety of audiences.
  • Some familiarity with Communication 4 Development and results-focussed communication, preferably in the context of rights of indigenous peoples.
  • Knowledge of the issues faced by Original Inhabitants in the FCT is an advantage.
