Habitat for Humanity Kenya is seeking to hire a Consultant/Consulting firm with the capacity to execute the following tasks:

  1. Conduct environmental and social impact assessment for drilling of 3 new boreholes.
  2. Conduct technical supervision of the drilling process on 3 new boreholes.

LOCATION: Solio Settlement Scheme (Mathingira-Village 5, Bahati- village 3, Mukandamia-Village 6 and Baraka village 7) in Laikipia County

Background and Rationale

Habitat for Humanity Kenya (HFHK) was established in 1982 as a not-for-profit, non-governmental organization with the goal of enabling low-income families access decent and affordable shelter. It is an affiliate of Habitat for Humanity International (HFHI) and is governed by the National Affiliation Agreement of 2019. The organization’s approach has evolved from direct provision of homes to families with access to land, to providing support and capacity building to community level structures as a catalyst for transformation. In the last 40 years, HFHK has supported more than 345,000 families across 9 counties in Kenya through housing micro-finance and direct construction.

Currently, HFHK is operational in Laikipia, Homabay, Kisumu, Tana River, Machakos and Makueni counties under a Strategic Plan (2020-2025) which outlined four programmatic areas, namely: Financing for Owner-led Construction (FOC); Settlement-Based Practice (SBP); Secure Land Tenure (SLT); Disaster Risk Reduction & Response (DR3).

HFH Kenya is implementing a 39-month project to Improve the resilience to climate change for rural people in Solio settlement scheme, Laikipia county. the 3-year and three months project aims to rehabilitate non-functioning boreholes in 4 villages, construction of 3 new boreholes and four 1,000m3 water pans to support farming activities, identification and provision of access to financial services and capacity building of community members on financial skills to ensure good management of income from agriculture and other activities and to promote climate change adaptation technologies at the community level and finally the promotion of WASH best practices in the community. We have already identified the drilling sites following a successfully hydro-geological survey in the 3 targeted villages.

  1. Purpose and Objectives

The main objectives of this project are:

  1. To conduct an Environmental and social Impact Assessment for drilling of 3 new boreholes within 4 villages (Solio Village 3, 5, 6 &7) and acquisition of NEMA Licenses for the works.
  2. To conduct technical supervision of the drilling process on the 3 new boreholesProject Location

The assignment will be implemented in 4 villages within Solio settlement: Village 3 (Bahati), 5 (Mathingira), 6 (Mukandamia) and 7 (Baraka).

  1. Scope of work-Environmental and Social Impact Assessment

To ensure that a comprehensive study in the focus survey area and assessment is carried out, the following tasks are necessary:

To conduct a desk review of the existing available materials (design documents and available literature to collect the environmental baseline data) as hydrogeological survey conducted on proposed site (site-specific surveys conducted earlier)

Screening – determine the need and scope of an Environmental and Social Impact Assessment (ESIA)

To provide a comprehensive description of the project and the surrounding environment specifying any information necessary to identify and assess the environmental and social effects of the project. This includes project objectives and information on:

  • Rationale for the project and background,
  • Baseline conditions of the project site and the significant environmental issues of concern
  • Activities and features which will introduce risks or generate impact (negative and positive) on the environment.
  • The likely impacts of the proposed drilling action on the environment, including direct, indirect and cumulative impacts, and their relative importance to drilling action.
  • Describe the positive impacts of the drilling action.
  • Outline the mitigation action to be taken to minimize predicted adverse impacts to acceptable levels.
  • Prepare an Environmental and Social Impact Assessment (ESIA) Report
  • The ESIA study shall include an assessment of the context, components, and activities of the project. Which include a survey on the surface hydrology of the area to confirm the implications of project actions on downstream areas and potential environmental and social impact of the project on Solio settlement scheme villages 3, 5, 6 & 7.
  • Submit ESIA report approved by NEMA to HFHK.
  • NEMA License Application and follow-up.
  1. Scope of work- Borehole drilling supervision
  • Assist in tendering by developing Bills of Quantities (BOQs) and drilling of 3 new boreholes that will be used in seeking quotations from pre-qualified contractors during bidding process, as well as developing the contract document and specifications.
  • Supervise the drilling works and ensure the boreholes are drilled and completed according to stipulated technical specifications (Hydro-geological Survey Report to be provided later) and to sound professional standard, including the geological borehole logging and documentation of pumping test according to standard formats.
  • Supervise and document daily the drilling, development, and test pumping of the proposed boreholes and hand-in a daily drilling progress report to HFHK.
  • Ensure that the drilling contractor does water sampling, geological logging, and water quality analysis (chemical and bacteriological).
  • Adapt the general well-design according to the specific conditions, basing it on the geological log and on the results obtained from the pumping test.
  • Supervise installation of screens, casings, gravel pack, impermeable seals, well-heads etc. Ensuring that the recommended drilling depths, design, and materials are followed and propose and carry out quality control measures upon well-completion, e.g., borehole camera inspection.
  • Prepare a detailed borehole completion report, with all necessary recommendations e.g., pump capacity, optimum depth of installation, periodic water quality analysis according to the standard format.
  • All these documents shall be summarized in a Phase 3- Drilling Report, which will also include a quality control review of the drilling report from the drilling contractor.
  • Compile Phase 1, Phase 2 and Phase 3 reports into a comprehensive final report (2 hard copies plus soft copy including all the raw data) and submit to HFHK.
  • Obtain all certificates and acquired documentation from the driller and submit to HFHK at the end of the project.
  • Issue completion certificate for the release of retention moneys and the project defects liability period.

Deliverables and Timelines -Borehole drilling supervision

The consultant is expected to start working on the assignmentfor a duration of at least 3 months subject to changes due to extreme weather conditions. Before heading out to honor the assignment, the consultant is required to submit an inception report and defend the delivery plan through presenting to HFH Kenya management team as shall be scheduled by HFH Kenya during contracting of the assignment. The consultant will be expected to work closely with the HFH Kenya management, HFHK Laikipia region field officers, Laikipia County government, Water Resources Authority, NEMA, Project Steering Committee and the national government administration officials in carrying out the assignment. The deliverables of this assignment are as follows.

  • Inception report describing in detail how the consultant plans to execute the key deliverables.
  • Develop and submit accurate and reliable Bills of Quantities for the new and existing boreholes.
  • Supervision of drilling process on the new borehole sites (water resource mapping and Hydro-geological reports to be submitted to the contracted consultant after all the procurement processes) and the rehabilitation of the existing boreholes.
  • Technical Borehole drilling supervision report.
  • Application to secure relevant government permits-Water Resources Authority (WRA) for the 3 boreholes.

In fulfilling their obligations under this TOR, the consultant(s) will also be required to deliver to HFH Kenya all study (ESIA & Drilling supervision) materials including and limited to:

  • Soft copies of all data sets both quantitative and qualitative.
  • Soft copy of topography or google map for the survey area clearly indicating the borehole points and the villages.
  • Any other non-consumable documents/items that will be used during the planned consultancy.
  1. Qualification and Experience

The potential Consultant should have the following qualifications.

  • A master’s or postgraduate degree in Hydro-geology/Geology/Geophysics or Environmental Sciences or engineering or water engineering.
  • Must be licensed as a qualified water professional preferably as a hydro-geologist.
  • Must be registered by the Geological Registration Board and preferably an active member of the Geological Society of Kenya (GSK).
  • A consultancy firm with proof of previous experience in executing similar projects especially in Laikipia -Solio settlement scheme will be an added advantage.
  • Knowledge of integrated water management and its relations to adequate and affordable housing and the challenges inherent in the country and/or professional experience working in the sector.
  • At least 10 years proven experience in conducting and interpreting hydrological/geophysical surveys using diverse techniques.
  • Proven experience in drilling supervision and borehole documentation.
  • A reliable and effective analyst with extensive experience in conducting analyses and a proven record of delivering professional results.
  • Excellent computer skills and desirable skills in Arc GIS and groundwater modelling software’s.
  • Excellent presentation and report writing skills.
