Consultancy assignment in The Hague – The Netherlands: Groundwork for Dutch Influencing (Lobbyist with good command of Dutch and English) At Terre des Hommes Netherlands


Background

Terre des Hommes Netherlands (TdH NL) is a child rights organisation and an international NGO aiming to protect children by preventing and stopping child exploitation. And by empowering children to make their voices count. TdH NL focuses on Sexual Exploitation of Children (SEC), Child Labour, and Humanitarian Action. For each of these forms of child exploitation, we implement projects and programmes through local partners, mainly in Asia and Africa, but increasingly in the EU.

Aligned with the global Listen Up! strategy, TdH NL has two key ambition goals for our position in The Netherlands by 2030:

  1. Be an influential organisation that expresses opinions and can mobilise people to act.
  2. Be a trusted expert and go-to partner for knowledge on and effective solutions to preventing and responding to child exploitation**.**

In 2024, several processes are underway to work toward these and other goals in our strategy. First, we are in the process of developing a global influencing agenda, and require intelligence and renewed insight into lobby and advocacy opportunities in The Netherlands. Second, we are planning towards launching a programme targeting children and the public in The Netherlands, that will focus on prevention and response to online child sexual exploitation. Third, our Resource Mobilisation strategy requires our work to remain relevant in The Netherlands and to Dutch ministries (including but not limited to The Ministry of Foreign Affairs) and other relevant government institutions.

In addition to this, TdH NL wishes to supplement and build on existing relationships and networks in The Netherlands, to ensure that our work remains relevant in the dynamic and changing Dutch political landscape.

Objective of the consultancy

Build an evidence-base to inform decisions on lobby and advocacy, fundraising and programming to make TdH NL more relevant and sustainable in The Netherlands.

Output

The consultant is expected to deliver the following:

  1. Advise TdH on political landscape (current and expected in coming three years) and how to position TdH NL thematic areas to secure support and funding;
  2. Identify and recommend focus for lobby and advocacy in NL;
  3. Work out a concrete action plan with the following elements:
    1. Annual timeline of key moments for influence in decision-making processes (including for influencing funding and budgets for work on TdH issues);
    2. A spreadsheet with the names, position and contact details of Dutch policy and political stakeholders who have the agenda and the funding to combat child exploitation at three levels:
      1. Internationally
      2. EU
      3. Domestically (with a specific focus on Online Sexual Exploitation of Children)
    3. A power map of the relevant Ministry of Foreign Affairs Departments / Executive agencies at the national level with possible entry points for advocacy;
    4. With an understanding of TdH NL resources and Strategy, recommend lobby and advocacy actions needed in The Netherlands (mid-2024 to 2025) and support the development of a plan and budgeting for this.

Time and Budget

The consultancy will take place as soon as possible but on 1st of April at the latest until 30th June.

Budget available for the assignment is 10,000 EUR ex VAT and travel costs.

Profile

Desired consultants will have:

  • For individual: Master’s degree in Public Policy/International Human Rights law/Social Science/or related field;
  • For agency: strong credentials reflecting on Dutch lobby and advocacy experience;
  • Minimum 10 years of experience working with Dutch policy stakeholders with an understanding of Overseas Development Aid space;
  • A strong network in The Hague political arena, relevant to parties in power (current and expected in coming three years);
  • Experience working on TdH NL themes (Sexual Exploitation of Children, Child Labour, Humanitarian Action);
  • Dutch-speaking, with ability to communicate and write in both English and Dutch;
  • Location: Netherlands, preferably The Hague.

The focus of TdH NL regarding humanitarian action is on child protection in emergencies (CPiE), with a particular focus on the protection of children from exploitation.
