BACKGROUND :

Madagascar is particularly vulnerable to the risks of disasters that regularly hit different regions of the country and can suddenly affect the food and nutrition situation. This is accentuated by climate change, especially in the Great South. Drought, in particular, generates multidimensional consequences such as food insecurity, loss of livelihoods, malnutrition, out-of-schooling, forced displacement, etc, and difficulties in access to drinking water, as well as issues of protection of populations. Women, children, persons with disabilities, and other vulnerable groups are particularly affected, with increased risks of gender-based violence.

The consortium, composed of’HI, Action Contre la Faim, Welthungerhilfe, Sehatra Ampandrosoana Haingana ny Ivom-paritra, proposes to DG ECHO an initiative focused on strengthening the coordination systems for Anticipated Actions (AA) and Early Warning Systems (SAP) at national and regional level,’, and the establishment of Protocols of Anticipated Action (AAA) in 24 municipalities, covering 6 districts of the 3 regions of the Great South of Madagascar. HI will lead the consortium, and WHH will co-facilitate the Working Group on Anticipated Actions in support of the National Office for Risk and Disaster Management (BNGRC). The national NGO SAHI will be at the heart of the strategy, aiming to localize the control of AA and Financing based on Forecasts with national partners.The project focuses on coordination, harmonization of multi-stakeholder and multi-sectoral approaches for AA, as well as the development of Drought Action Protocols. Inclusion of vulnerable people, community risk training, and local capacity building are integral parts of the project.

Given the scale of the humanitarian challenges in the Great South regions as well as AA and SAP in Madagascar, the Consortium will work together on four key outcomes.

1. Anticipated Actions Coordination Platforms and Early Warning Systems

2. Protocols of Drought Anticipation Actions

3. Anticipation actions, and emergency response

4. Promoting Advocacy to strengthen the’inclusion HAG, and a humanitarian response based on rights and needs

YOUR MISSION :

Under Country Manager responsibility. The Consortium Coordinator contributes to the implementation of the mandate and ten-year strategy of’Humanity & Inclusion. He /She is in charge of coherence in the strategy and in the’execution of the project. He /She is responsible(e) for optimising the quality and impact of the project through a delegation system with appropriate control mechanisms.

Mission 1: Management of the lessor and partnership relationship

Responsibility 1 : Donor relations

  • Ensure compliance with the rules of the/the lessor(s) and compliance with contractual commitments: consolidation, control and reporting of operational and budgetary elements.
  • Represent HI and other consortium members for all project-related matters to local, national, traditional, political, military and diplomatic authorities and bodies, with international organizations and with international coordination mechanisms and systems.

Responsibility 2: Coordination and management of partnerships

  • Organize and set up the governance schemes for his project (ARCI and mechanisms /coordination tools).
  • Facilitate internal coordination between your team and all relevant services (Operations Manager, Shared Services, technical teams, MEAL, etc.).
  • Ensure coordination with all partners involved in the project/consortium members, and ensure effective communication mechanisms.
  • Ensure the overall management of partnerships /consortium partners and associated contractual documents (partnership contracts, MoUs, endorsements, reports, etc.).
  • Ensure proactive communication with the various NGO partners to ensure compliance with the contractual commitments set out in the consortium.
  • Compile information from each NGO partner to produce consolidated reports, comprehensively reflecting the progress, challenges and outcomes of the consortium
  • Prepare and submit contractual reports required by funders and competent authorities, ensuring the accuracy and timeliness of the information provided.
  • Establish a centralized document management system, including narrative, financial and other relevant information, to facilitate access and analysis.
  • Provide training for partners on reporting procedures and donor standards and rules to be respected

Mission 2: Coordination of operations

Responsibility 1: Ensure consistency in the strategy and in the execution of the project.

  • Ensure joint planning, consistency in project implementation approaches in accordance with the logical framework and in compliance with the allocated budget.
  • In liaison with the project governance bodies, in particular the technical resources (HI or partners), ensure the application of HI quality standards (including technical standards) within the project, and ensure the follow-up of the implementation of the recommendations resulting from the evaluations, and, support missions and audits.
  • With the support of the [regional] MEAL unit and in coordination with the partners’ MEAL focal points, create, deploy and implement all appropriate tools for project monitoring, ’assessment, accountability and’learning, in accordance with the policies and frameworks of reference of HI.
  • Facilitate audits (operational, financial and organizational) and ensure the implementation of their recommendations in its area of responsibility.

Responsibility 2: Ensure the management and compilation of project data

  • Ensure that the appropriate data collection and management tools are put in place in the project, in accordance with standard frameworks.
  • Ensure that project data is collected and compiled in the project database.
  • Perform regular checks and make any necessary corrections in the activity database linked to the MEAL unit.
  • Archiving and availability of all sources of verification ( documents ) linked to the project

Responsibility 3: Contribute to steering the transformation of the organization, in particular through the change of working and management methods, and the continuous improvement of work processes

Responsibility 4: Develop the external influence of HI (forums, operational and strategic alliances, etc.) and the external representation of the’organisation (events, media) in its area of responsibility

Mission 3 : Management

  • Understand the strategy, make it explicit, translate it into operational objectives for his team, lead the necessary changes. Give meaning to every managerial action. Encourage exchanges of practices within the department and between departments. Encouraging innovation and risk-taking.
  • Organize the operational management of your team, structure the work around the identified processes, manage performance and facilitate the resolution of problems.
  • Contribute to the development of its team members, creating conditions conducive to’ commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the state of MIND and expected individual and collective behaviour.

YOUR PROFILE :

  • You have a higher education (BAC+5) in the fields of humanitarian or development project management, risk and disaster management, social sciences or similar ;
  • You have 3 to 5 years of’ professional experience in positions of coordination of projects of national scale’ emergency and /or development ;
  • You are experienced in project management of’s major in Consortium, multi-country and/or multidimensional, as well as’en reinforcement of’actors and monitoring of partnerships ;
  • You demonstrate excellent capacity for’analysis, synthesis and writing ;
  • You are able to move in difficult conditions ;
  • You have’an excellent ability to listen, communicate and negotiate, and’a sense of diplomacy and consensus ;
  • You are fluent in French, both written and’oral.
