Organizational framework

The Project “ Strengthening the comprehensive and sustainable management of biodiversity and forests by indigenous peoples and local communities in fragile ecosystems of the Bolivian Chaco dry forests” GCP / BOL / 053 / GFF, presented by the Bolivian Ministry of Environment and Water and approved by the Vice Ministry of Planning and Coordination of the Ministry of Development Planning in its capacity as the operational focal point before the GEF has been declared operational as of November 1, 2022.

On the other hand, on September 7, 2022, FAO has received the Project Document “ Strengthening the comprehensive and sustainable management of biodiversity and forests by indigenous peoples and local communities in fragile ecosystems of the dry forests of the Bolivian Chaco ”, signed by the GEF Operational and Political Focal Point in Bolivia, Vice Minister of Planning and Coordination Carlos David Guachalla, of the Ministry of Development Planning.

The objective of the project is to expand and internalize the Integrated and Sustainable Management of Biodiversity and Forests ( GISBB ) in comprehensive territorial planning, through strengthening governance for its implementation and monitoring, and thus increase the resilience of the life systems ( livelihoods ) in the fragile ecosystems of the dry forests of the Bolivian Chaco region and move towards Land Degradation Neutrality ( NDT ). The Project will be implemented in the municipalities of Villa Vaca Guzmán, Huacareta, Boyuibe, Monteagudo, Cuevo, Macharetí, Huacaya and the GAIOC Charagua Iyambae.

It is worth mentioning that the Ministry of Environment and Water ( MMAYA ), through the Vice Ministry of Environment, Biodiversity, Climate Change and Forest Management and Development ( VMA ) and the Vice Ministry of Water Resources and Irrigation ( VRHR ), are the entities monitoring and coordination for the operational and technical management of the Project to be implemented by FAO as the implementing agency of the GEF and the Ministry of Environment and Water/VMMA of Bolivia as the executing entity.

Work base: The place of work is defined in Monteagudo; from where it will move to the GEF Chaco project intervention area ( municipalities of Villa Vaca Guzman, Huacareta, Boyuibe, Monteagudo, Cuevo, Macharetí, Huacaya and the GAIOC Charagua Iyambae ) and the GEF Guadalquivir project intervention area ( municipalities of Cercado-Tarija, San Lawrence, Uriondo and Padcaya ).

Hierarchical dependency

The Communication specialist for the GEF Chaco and GEF Guadalquivir projects will work under the supervision of the Assistant Representative, the FAO GEF National Project Coordinator, the GEF Chaco and GEF Guadalquivir Project Coordinators and the FAOBO Communication Focal Point.

Field of specialization

The Organization will hire a Communication Specialist to:

  •  Design the communication strategy and plan for development, identifying key audiences, communication objectives, key messages and appropriate communication channels for each of the projects ( GEF Chaco and GEF Guadalquivir ).
  •  Implementation local information and communication plans ( PLIC ) which include conventional communication strategies and plans that detail capacity building, the implementation of community workshops, awareness events, communication campaigns and other activities to disseminate information. and encourage community participation.

Tasks and responsibilities

  •  Promote the dissemination, dissemination and communication of the topic of Land Degradation Neutrality, the scope of the Nationally Determined Contribution ( NDC ) 2021 – 2030, the advances and challenges in the conservation of biodiversity and the recovery, restoration and conservation of soils. according to the strategy and PLIC.
  •  Design and edit documents, research, primers, studies and other project communication materials.
  •  Prepare audiovisual reports, press releases, newsletters, photographic records, audiovisual records and others and align them with the projects’ communication strategy.
  •  Keep project information media updated ( WEB, RRSS, others ) and send periodic information to the FAOBO representation communication unit for amplification of actions.
  •  Record and document the evolution of initiatives to build Good Practices and Lessons Learned from projects to achieve LDN.
  •  Coordinate the approval flow of materials and guarantee their quality control with suppliers, FAOBO and RLC.
  •  Support productive ventures in the design and implementation of their promotion strategies ( brand design, label design and others, as required ).
  •  Prepare reports as required and support their formulation for the implementing entities.
  •  Carry out coordination and direct interaction with communicators from public entities and other private media in the region to execute projects.
  •  Provide full support in representing the project in public events: forums, fairs, symposiums or others.
  •  Be responsible for the use and custody of the assets delivered within the framework of the Project.
  •  Others that are assigned by the supervisory bodies.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with a bachelor’s degree ( national degree ) in communication sciences or related fields.
  •  Postgraduate degree and / or specialization in topics related to: communication for development, agrobiodiversity, biodiversity, rural development, natural resources and the environment.
  •  Minimum work experience of 5 years in communication of agro-environmental initiatives or projects.
  •  Working knowledge of Spanish and intermediate knowledge of English.
  •  Bolivian nationality.
