Mission and objectives

The United Nations Development Program ( UNDP ) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in some 170 countries and territories, supporting their own solutions to development challenges and developing national and local capacities that will help them achieve human development and the Sustainable Development Goals. Context

The project aims to maintain the functioning of the PBF Secretariat in CAR in order to ensure the coordination, monitoring and evaluation of projects in the Central African Republic and strengthen the strategic coordination framework for the PBF portfolio. The unit was set up to ensure the complementarity of the interventions financed by the PBF and to provide technical support to the recipient entities in order to maximize the impact of the Fund on the consolidation of the peace in CAR. Present in some 170 countries and territories, the United Nations Development Program ( UNDP ) helps reduce inequality and exclusion, and build better resilience so that countries continue to progress. As the principal agency of the United Nations for development,UNDP plays an essential role in supporting countries in achieving the Sustainable Development Goals. UNDP’s mandate is to end poverty, establish democratic governance, the rule of law and inclusive institutions. UNDP helps countries access the knowledge, experience and resources to help people build a better life. In carrying out its mandate, UNDP is entirely dependent on voluntary contributions from United Nations member states, its multilateral partners, the private sector and other sources of funding. These contributions can be allocated as ordinary resources ( also called « basic financing » ) or as specific thematic resources, a project or a development sector.UNDP administers the Secretariat of the Peacebuilding Fund ( Peacebuilding Fund, PBF ), the Secretary General’s instrument of first resort to prevent and / or end violent conflict. However, the PBF Secretariat is under the supervision of the United Nations Resident Coordinator ( RC ) and is located within its Bureau, to the United Nations Integrated Multidimensional Mission for Stabilization in the Central African Republic ( MINUSCA ). The main mission of the PBF Secretariat is to support the RC in strategic decision-making in peacebuilding. To this end, the secretariat interacts with the government, civil society, communities, technical and financial partners and all the entities of the United Nations system.The Secretariat ensures that lessons learned are documented and collected on behalf of the Peacebuilding Support Office ( PBSO ) so as to guide future investments by calibrating at best planned interventions. It is also responsible for ensuring the visibility of PBF projects through the development of communication products on an ongoing basis.

Task description

Under the general supervision of the Resident Coordinator and the direct supervision of the ( of the ) coordinator ( of the PBF Secretariat, and in connection with the PBSO, the ( the ) candidate ( e ) will be responsible for :

  •  Develop a PBF communication plan in CAR ;
  •  In collaboration with the PBSO communications officer, develop communication tools aimed at making the Fund’s interventions known to the various targets ;
  •  In relation to RUNO ( Recipients UN organizations ) and NUNO ( Non UN organizations ), identify and document the success story of the PBF and support the M&E in the documentation of good practices for the various target audiences ( National government, CSO, PTF, donor countries of the PBF, Members of the CAR Configuration of the Commission for the Consolidation of Peace, etc. ) and support it;
  •  Develop public or targeted communication tools adapted to the Secretariat’s communication need ( press articles, press releases, flyers, two-pagers, documentaries, web-documentaries, etc ) ;
  •  Establish, update and maintain good relations with media professionals to share and disseminate information relating to the activities of projects funded by the PBF in CAR ;
  •  Liaise with the recipient organizations of the Fund and support them in the development of their communication strategies and plan relating to the projects ;
  •  Ensure the promotion of the visibility of the fund by recipient organizations and partners in the implementation of projects in the field ;
  •  Support the monitoring and monitoring of projects, including through the production of dynamic and attractive visibility tools ( dashboard, monitoring tables, newsletters, etc. ) ;
  •  Ensure the production and dissemination of the quarterly PBF information bulletin in CAR ;
  •  Write press releases, fact sheets and other information materials for use by PBSO, donors and the media ;
  •  Support the advocacy and resource mobilization activities of the Resident Coordinator, agencies and organizations receiving the PBF ;
  •  Support the organization of virtual and field visits to the PBSO, the Commission for the Consolidation of Peace and all other actors of interest to the PBF ;
  •  Support the drafting of the PBF Secretariat reports ;
  •  Support the RC in the preparation and preparation of the annual strategic reports of the PBF ;
  •  Liaise with the communications officer of the RC Office, participate in meetings of the United Nations communications group and contribute to its activities ;
  •  Support the organization of meetings with national and international partners of the PBSO
  •  Support the organization of workshops, semi-annual meetings with implementing partners, donors, government partners ;
  •  Produce and disseminate success stories resulting from interventions funded by the PBF
  •  Perform any other task required by the Resident Coordinator, the PBF secretariat coordinator and the PBSO. In addition to the above, United Nations Volunteers are expected to :
  •  Strengthen their knowledge and understanding of the concept of volunteering by reading the documentation made available by the UNV program, external publications and actively participate in the activities of the UNV program, for example getting involved in the commemorative activities of International Volunteer Day ( JIV ), December 5.
  •  Familiarize yourself and develop any form of traditional and / or local volunteering at the level of the host country.
  •  Reflect the type and nature of the voluntary actions they undertake, including their participation in substantial reflections.
  •  Contribute to the writing of articles on field experiences to be submitted for the publication of the UNV program / website, bulletin and press notes, etc.
  •  Contribute to the newly arrived United Nations Volunteers Reception Program in the country of assignment;
  •  Promote or advise local groups in the use of online volunteers or encourage individuals and organizations to use online volunteer services when technically possible.

Living conditions and remarks

CAR is a post-conflict country. From 2013, a bloody conflict opposed the Seléka and the Anti Balaka, almost throughout the country. Fearing the risk of genocide, the United Nations has decided to send peacekeepers to the country to protect civilians from bringing peace. The clashes have ended, still include some areas of the country where armed men continue to attack villages, private individuals and even NGO and UN staff. Following the Political Agreement for Peace and Reconciliation signed on February 6, 2018 between the 14 Armed Groups and the Government of the CAR, the state has started deploying its services, in particular, the Armed Forces, the police, the gendarmerie, the justice system in several regions of the country.CAR has a single international airport ( Bangui M’poko ) which provides all air links with the outside and regions of the country. There are aerodromes in the 16 capitals of each Prefecture and also in some large sub-prefectures. The road network is very poor, since there is only one main road which links CAR to Cameroon which is paved. Two seasons alternate the climate in CAR. A dry season and a rainy season spawned over 6 months each. The most feared disease is malaria, which kills many people every year. The hotel network is growing more and more, but is still very expensive. In terms of food, there are a large variety of local and imported products in Bangui and some major cities in the country.But access to these products is not the same everywhere across the country. All of these difficulties make the cost of living more expensive. The same is true for services such as banks, hospitals, electricity etc. whose access is very limited and only concentrated in Bangui the capital. However, it is possible to find the necessary on site as needed.
