Job Description

The Position:

The Communications, Partnerships, and Resource Mobilization Analyst post is located in Angola Country Office and reports directly to the UNFPA Representative. The successful candidate will be responsible for the development and implementation of effective communication, partnership, and resource mobilization strategies aimed at raising visibility, and awareness of the brand and work of UNFPA in Angola.

Job Purpose:

The Communications, Partnerships, and Resource Mobilization Analyst is responsible for convening the design, planning, execution, and monitoring of communication and resource mobilization strategies to promote and support UNFPA’s mission in the country. He/she supports the management of network of partners and alliances to support the UNFPA programme, and employs resource mobilization tools to support the fundraising efforts of the Country Office. S/he will participate in UN communications working group and other related UN wide communications events.

You would be responsible for:

A. Communication

  •  Supports the development of a communications and visibility strategy to position issues pertaining to UNFPA’s mandate into the public domain addressing gaps in communication and penetration of the ICPD mandate, and strengthen political will in support of UNFPA’s mission and objectives;
  •  Develops a work plan for communication activities, monitors compliance and provides support and guidance to ensure objectives are met. Plans and monitors the use of communication budgetary resources;
  •  Provides analysis and communications guidance to the Country Office through scanning and reporting of the internal and external environment; and oversees regular production of policy and programme updates in Angola within UNFPA, particularly to Africa Sub-Regional Office ESA and regional/media counterparts in HQ;
  •  Fosters close collaboration with mass media through activities such as organizing visits to project sites, facilitating photo coverage and TV footage, and utilizes both web-based and traditional media when appropriate to generate and maintain public interest in issues pertaining to UNFPA’s mandate, and tell the story of UNFPA’s cooperation to a wider audience;
  •  Supports the development of partnerships with individuals, groups and organizations whose support is essential to the achievement of advocacy and communication objectives, and strengthens their capacity through appropriate advocacy and communication training, access to updated information;
  •  Adapts and disseminates advocacy materials from HQ and the Regional Office to identify target audiences, arranging translations into local language(s), as necessary;
  •  Identifies the need for additional materials/activities, such as radio and television programmes, publications, photographs, websites, etc., to advocate and promote organizational goals within the country, and manage their production and distribution to the target audiences (including proposals, studies, press releases, and speeches);
  •  Maintains the UNFPA Angola website and inputs to social media, with support of Creative Design and Social Media Associate;
  •  Assists HQ and the Regional Office in identifying and obtaining feature stories and other material to facilitate global/regional advocacy and fund-raising activities;
  •  In the spirit of Delivering as One, represents UNFPA in the UN Communications Group (UNCG) to be a strong unifying platform for dealing with common communication challenges facing the UN in Angola. Contributes to identifying new and creative ways to show how UN programmes are delivering results and promoting coherent image of the UN. Contributes to other One UN communications materials in Angola;
  •  Supervises and guides the Creative Design and Social Media Associates.

B. Partnerships and resource mobilization

  •  Liaises with the Representative and Program Officers to establish funding priorities/ shortfalls, and supports the development of the Country Programme Resource Mobilization Strategy and its monitoring;
  •  Scans the environment for possible alternative funding sources;
  •  In collaboration with the Programme Specialists and Analysts, prepares background documents for resource mobilization and contributes to proposal development;
  •  Proactively maintains profiles of strategic donors, private sector and partners, assessing changing partnership landscape in Angola and identifying entry points for UNFPA;
  •  Monitors and keeps updates on existing and potential partnerships. Follows through and ensures that recommendations and action points agreed to are addressed;
  •  Responsible for monitoring the schedule of reports, based on information consolidated by the Programme Specialists/Analysts, and maintenance of Donor Agreement and Tracking System (DARTS);
  •  Ensures the timely preparation and dissemination of other mandatory and special reports, as well as briefing documents and corporate publications relating to programme activities in support of the UNFPA mission in the country;
  •  Administrates the creation and publishing of relevant, original, high-quality content; and edits content received;
  •  Creates a regular publishing schedule
  •  Implements, manages, updates and maintains a social media content calendar
  •  While flexibility in the working hours is standard when working with social media, the Communications, Partnerships & Resource Mobilization Analyst should be able to deliver an agreed amount of website and social media content each week;
  •  Supports documentation of promising and/or best practices.

C. Raise awareness about UNFPA Angola Office activities

  •  Drafts and shares information and networks with the regional office and HQ (UNFPA in the news, lessons learned, programme information, updates, newsletters, press releases and other communication materials);
  •  Organizes advocacy campaigns on the WPD, the SWOP and other international days observed by UNCT Angola;
  •  Ensures media presence and coverage of UNFPA events;
  •  Develops documents/publications/communication materials, presentations, speeches, background information for interviews, formal/informal meetings, and other communication events;
  •  Distributes institutional communication materials to key audiences;
  •  Participates in the promotion of the Country Programme including inter-agency programmes and engages in programme planning, implementation, monitoring and evaluation;
  •  Undertakes other tasks as maybe assigned by the supervisor.

Qualifications and Experience:

Education:

Advanced university degree (Master degree) in relevant areas – communications, journalism, public relations or other related field from reputable institution

Knowledge and Experience:

  •  At least two (2) years of progressively professional experience and proven track record in developing and implementing effective communications and resources mobilization strategies and campaigns;
  •  Demonstrates creativity and knowledge of content creation and production processes, including digital publishing;
  •  Proven track record in generating substantial media coverage and managing high-visibility campaigns or projects;
  •  Strong skills in pitching stories to media, social media influencers and bloggers;
  •  Displays in-depth knowledge and understanding of social media platforms, their respective participants (Facebook, Twitter, Instagram, YouTube, Pinterest etc.) and how each platform can be deployed in different scenarios;
  •  Good knowledge and experience in Graphic design and production of info-graphics;
  •  Expertise in programmes such as Adobe Creative Suite (especially InDesign, Illustrator, Photoshop) and Microsoft Office basics (Word, Excel PowerPoint). Photography experience and basic skills in video editing and production are a plus;
  •  Ability to work independently and in teams, in an international and multicultural environment;
  •  Excellent people management skills;
  •  Excellent written and oral communications and editing skills both in English and Portuguese.
