The United Nations World Food Program Madagascar (WFP/UN), as part of the implementation of its Country Strategic Plan, is looking for the needs of its Field Offices in Tulear (01), Ambovombe (03), Ampanihy ( 02), Manakara (01), Tsihombe (01), Bekily (01), the services of 09 Drivers. The driver will drive light vehicles or any other means of land transportation. The driver must ensure the transport of authorized personnel and goods efficiently and safely. He can also carry out simple administrative tasks in offices or warehouses.

WFP’S MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP supports the government’s efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with State institutions, Non-Governmental Organizations (NGOs) and partners of the United Nations System, the WFP organizes monetary or in-kind transfers to meet the food needs of families affected by climatic hazards, provides school meals which promote access to education for girls and boys, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and their access to the market.

WFP also provides air transport service, providing humanitarian and development actors with safe, reliable and economical transport to other regions of Madagascar.

ORGANIZATIONAL CONTEXT

These positions are located in regional offices, country offices, section offices or field offices. The incumbents report to the Administration Officer or the Logistics Officer, or his or her deputy, and drive light vehicles, trucks, vans, motorcycles or any other means of land transport. They may also be required to operate speedboats or other types of marine navigation craft. The position may require performing simple administrative tasks in offices or warehouses.

TASKS AND RESPONSIBILITIES

Under the direct supervision of the Administrative Officer or his or her deputy, and under the general supervision of the Head of Field Office, the driver will be responsible for the following tasks at the WFP Field Office:

  • Ensure the transport of authorized personnel, and possibly translate on this occasion simple exchanges with interlocutors speaking the local language, and ensure the delivery of various articles or goods while respecting authorized routes and United Nations regulatory texts relating to security and safety. security in order to provide services safely and efficiently.
  • Greet official personnel and visitors at the airport or other points of entry and assist them with customary visa and customs formalities so that they can safely and safely reach destinations authorized.
  • Maintain the vehicle maintenance log strictly up to date and communicate to the line manager a daily report of their mechanical condition, in order to ensure efficient vehicle use and fuel consumption to support accurate accounting and cost-effective.
  • Verify that the assigned vehicle is maintained in good clean and working order, including all equipment, that maintenance is completed within the required time frame, that all travel authorizations are on board the vehicle and that the vehicle is well equipped with the mandatory equipment, and that mechanical problems are reported, where applicable, to the line manager so as to ensure the provision of the required services in a safe and efficient manner.
  • Comply with applicable rules and regulations regarding field deliveries and in the event of an accident, and immediately report to the line manager any problems that arise in order to seek instructions and facilitate informed decision-making on the instructions.
  • Outside of driving-related duties, perform simple related administrative tasks (e.g. filing, photocopying, or inventory management) as necessary, including delivering or picking up various items, shipping mail and payment of telephone or other bills, in order to provide administrative support.
  • Carry out any other tasks within the framework of this operation deemed useful and entrusted by the WFP hierarchy.

MINIMUM QUALIFICATIONS REQUIRED

  • Completion of secondary education. Formal driver training and valid driver’s license or driving certificate authorizing use of assigned vehicle in compliance with local regulations.
  • At least 02 years of experience as a driver, preferably in an embassy, ​​United Nations system agency or other international organization, and good driving history. Experience driving vehicles of various makes and models, including vans and other types of motorized vehicles.
  • Experience in defensive driving desirable.

REQUIRED EXPERIENCES

  • Knowledge of the rules and practices to be respected as a driver, local roads/waterways and conditions as well as safety issues.
  • Knowledge of vehicle loading capacity and other parameters.
  • Knowledge of the Highway Code/Navigation Code.
  • Knowledge of safety standards and equipment (fire extinguishers, floatable safety accessories, etc.).
  • Ability to read and interpret documents such as safety regulations, operating and maintenance instructions and procedure manuals.
  • Basic emergency assistance skills and knowledge of first aid.
  • Knowledge of and ability to use radio, email, telephone and other applications.
