Context

IFJD

Created in 2013,’IFJD – Institut Louis Joinet is an NGO whose aim is to analyse, strengthen and implement the mechanisms relating to the processes of democratic transition, truth, justice and reconciliation. Deploying its activities in France and around the world, it is distinguished by the academic expertise of its members, put at the service of its commitments and the quality of its educational activities, and, scientific & operational.

L’IFJD supports the fight against the’ impunity of serious violations of human rights and accompanies, following’a a dictatorship, an armed conflict or’an an acute political crisis, but also with a view to the democratic strengthening of’a State, the emergence of’a pacified and reconciled society. To do this, it is organized around three complementary’ activities poles: reflection, training and operational’action, within the framework of a research-action policy.

Present since 2015 in the Central African Republic,’IFJD registered its local office there in 2019. He leads various projects in the justice and human rights sector, with three key thematic axes: Transitional justice, Women and VSBG, rights of indigenous peoples.

The project

The/the project manager(e) is recruited to ensure the implementation of’a new project funded by the European Union’ and managed by a consortium of international and national’organisations. Concerning’IFJD, the main activities planned are :

  • Research and training on human rights defenders
  • NGO security research and training
  • Training of trainers on VSBG and indigenous rights and coordination of training by trained trainers
  • Training of law students on the defence of human rights and supervision of students carrying out sensitizations with young people
  • Training on the legal obligations of national NGOs in the Central African Republic and support for the organizational strengthening of 3 national NGOs

Missions of the/the project manager

The/the person in charge(e) of field project carries out its functions under the direction of the presidency and the director of the’association. It is placed under the direct responsibility of’un(e) project manager(e) at the headquarters of the’association.

The/the field project manager(e) supervises the’ support team in Bangui : logistician cashier, driver.

Missions

The main missions of the/of the field project manager(e) are as follows :

  • Ensure the planning, implementation and monitoring of the activities planned under the project in coordination with the’ headquarters team, including :
  1. Organize the’ set of workshops and training planned within the framework of the project ;
  2. Contribute to the selection of service providers, the organisation of missions planned in Bangui, and’ accompany the missionaries present in Bangui within the framework of the project ;
  3. Contribute to the realization and dissemination of the’ set of educational materials and briefcases designed within the framework of the project ;
  4. Contribute to the selection of the 4 national organizations selected to organize their thematic training and ensure the administration, implementation and monitoring of this activity ;
  5. Follow up on awareness-raising activities organised by law students for a period of 4 months ;
  6. Support the organizational strengthening of 3 national organizations for 5 months.
  • Contribute to the communication internal and external project ;
  • Ensure the budget forecasting and monitoring, as well as the narrative and financial reporting, in coordination with support staff in Bangui and headquarters, participate in the monitoring-evaluation of the project including ensuring the collection of the’ set of parts and deliverables ;
  • Support them relations with the signatories of the agreement and the various partners and service providers involved in the project and participate in the various relevant consultation frameworks ;
  • Ensure the representation of the’IFJD within the coordination structures outside the project
  • Ensure, in coordination with the logistician, the management of the’IFJD office house in Bangui.

Profile sought

– Bac+5 in a relevant field with strong legal expertise (human rights, sexual and gender-based violence, rights of indigenous peoples) ;

previous experience of’ at least 12 months in one or more geographical areas in crisis. Previous experience in CAR is a plus ;

– Strong autonomy and ability to work in a crisis context and to comply strictly with the security rules that are the corollaries of it ;

experience of’ at least 18 months in the management of international projects. He/She masters the tools of monitoring and editing of project, including in particular the conceptual notes, the logical frameworks, the, budget planning, the search for funding, the monitoring of activities and financial and material reporting ;

– Ability to manage’team, especially in a multicultural context ;

– Professionalism in relations with various interlocutors and partners, in particular in a multicultural context ;

– Organisation, rigour and autonomy in the’ execution of the tasks requested ;

– Sensitivity to the objectives defended by the’association ;

– Discretion and respect for the ethics determined by the’association as set out in the codes of conduct of the’association, in particular in a multicultural context ;

– Ability to work in a small structure and to adapt’ to various tasks and situations of’emergency ;

– Excellent command of French, especially concerning editorial skills.
