WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

The Solidarités International (SI) mission in Chad and Cameroon, named Tchameroun, merged in 2021.

Its coordination is based in Yaoundé. It is made up of a country director, program coordination (SERA coordinator, deputy and manager), an administration, HR and finance department (coordinator, deputies, assistants), a logistics department (coordinator , deputy and managers), a grant manager and a reporting and communication manager. SI Tchameroun also has three field coordinators (CT).

SI Tchameroun is present in the regions of Logone Oriental, Lac, Ouaddaï and Sila, in Chad, in the Far North (EN) of Cameroon, in N’Djamena and in Yaoundé. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funds. It is currently carrying out emergency assistance projects – WASH, cash transfers -, strengthening livelihoods and access to water, hygiene and sanitation. It integrates a strong dimension of empowerment and strengthening of civil society organizations and the resilience of the beneficiaries of its projects.
Bases and sub-bases: 8 including 6 operational, Makary, Maroua, Goré, Baga Sola, Adré and Goz Beïda

Number of international employees: 13.
2023 budget: approximately 4.5 million euros.

This recruitment notice concerns the position of field coordinator in eastern and southern Chad, in charge of the bases of Adré (in Ouaddaï), Goz Beïda (in Sila) and Goré (in eastern Logone). ). It is the result of a reconfiguration at the margins of the mission (connection of the Goré sub-base to the eastern base), due to the reduction in the volume of activities in eastern Chad. The three bases and sub-bases accommodate around thirty employees.

JOB DESCRIPTION

Main objective :

The field coordinator (CT) has the role of head of mission by delegation in an area of ​​a country in which SI operates. He/She is the preferred contact for the Country Director (DP).

General objectives of the position, in the intervention area:

  • Propose, depending on the geopolitical and humanitarian context, the regional strategy and ensure its implementation once validated.
  • Ensure the safety of IS personnel and assets.
  • Control and guarantee that projects are carried out in accordance with the IS charter and in compliance with internal and contractual procedures.
  • Mobilize the material and financial resources necessary for the proper conduct and quality of programs and supervise their management. Actively participate in identifying opportunities and drafting project proposals.
  • Supervise and support IS employees.
  • Represent SI to authorities, partners, donors, media and civil society.

Main Challenges:

  • Monitor the context in the east and south of Chad, which is volatile due to the proximity of the Sudanese and Central African borders and intercommunity conflicts.
  • Maintain an efficient network of relationships and contacts, allowing the exchange of reliable information, with a view to strengthening partnerships and obtaining new funding. Continue to promote SI’s specific positioning: as close as possible to needs, geographically and in its areas of expertise; plan interventions along the continuum from emergency to development.
  • Supervise employees and work to reduce turnover and strengthen the quality of programs.
  • Manage IS actions from three different locations, quite distant.

Priorities for the first 2/3 months:

  • Support the restructuring of the mission in the east and south of Chad.
  • Actively participate in coordination with other actors and partners, in a competitive environment for INGOs.
  • Strengthen the skills of the program and SERA teams.

YOUR PROFILE

Formation :

Master’s degree in international development, project management, administration/finance/HR, or equivalent.

Experiences and technical skills:

  • 3 years minimum experience in the humanitarian sector
  • 3 years minimum experience in an equivalent position
  • Management skills, ability to unite and supervise.
  • Analysis and projection skills.
  • Security management and understanding of a volatile security context.
  • Project management, ideally in SAME and/or EHA.
  • Relational, coordination and networking skills.
  • Appetite for the micro (close support of colleagues) and the macro (strategic projections).

LANGUAGES :

  • French, oral and written
  • Fluency in English and/or Arabic is an asset

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of USD 600

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

LIVING CONDITIONS :

Base of connection: Adré, regular trips (approximately once a month) to Goz Beïda and/or Goré.
The CT is one of two expatriates for SI in the east (and south) of Chad, along with the log-admin. Many international NGOs and UN agencies have offices in Adré, less so in Goré and Goz Beïda. Living conditions are simple; a few bars exist, sources of leisure are few.
Within the SI base in Adré (a single office/guest), the CT will have an individual room and bathroom. The base is equipped: water, electricity, Internet, air conditioning, television.
MSF is based in Adré and provides immediate care in the event of illness. In the event of more serious health concerns, a transfer to a structure in N’Djamena can be organized.

SAFETY CONSTRAINTS:

  • The context of intervention in the east and south of Chad is experiencing community and ethnic tensions. The proximity of the borders with Sudan and the CAR can cause additional tensions. The regions have hosted a large number of movements of people, particularly to the Sudanese border, since the resumption of the conflict in Sudan in April 2023.
  • The towns where SI bases/sub-bases are located are known to be quiet. Acts of crime have been noted there.
  • For all movements on the ground, in the localities of intervention, security checks must be precise and the means of communication efficient.
  • The authorities are monitoring humanitarian activities. It is essential to maintain good relationships and respect the rules relating to the communication of information on activities.
