CONTEXT AND JUSTIFICATION

Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to promote humane and orderly migration for the benefit of all. It does this by providing services and advice to governments and migrants.

Ivorians emigrate to different parts of the world, mainly Africa and Europe, for varied socio-economic reasons. The Ivorian diaspora is thus present throughout the world with 1.15 million Ivorians living outside the borders of Côte d’Ivoire in 2020. According to the Organization for Economic Co-operation and Development (OECD), France is by far the country favored in their space by Ivorian emigrants: around 143,000 Ivorian emigrants resided in France in 2020 due to its historical and linguistic links with Côte d’Ivoire. Aware of the economic, human and socio-cultural potential of the diaspora, the Government of Côte d’Ivoire is determined to involve it in the economic development of the country. It actively works for its promotion and added value to develop and diversify the skills of the Ivorian socio-economic ecosystem. In this context, the objective of the project is to support the efforts of the Government of Côte d’Ivoire aimed at promoting the engagement of members of the diaspora as actors in the sustainable development of the country.

The project will seek to achieve this objective by supporting the Government of Côte d’Ivoire to develop and implement tools and measures of cooperation with the Ivorian diasporas with a view to establishing a sustainable approach to diaspora engagement (Direct effect 1) by developing and making available to the General Directorate of Ivorians Abroad a gender-sensitive map of the Ivorian diaspora in France [1] (Product 1.1), by developing and leading in a gender-sensitive manner [ 2] awareness campaigns to strengthen dialogue with the Ivorian diaspora in France (Product 1.2) and by engaging six professionals from the Ivorian diaspora, three men and three women, residing in France to bring their skills to priority sectors for the Coast Ivory (Product 1.3). This methodology will serve as a model to be reproduced in other countries with a significant number of members of the Ivorian diaspora.

This mapping will make it possible to maximize the contribution of the diaspora to the development of Côte d’Ivoire by identifying the skills and talents active within it. It will provide information on the number, composition, location, involvement in the country of origin, material and immaterial transfers, the level of qualification and employment as well as the structuring of the Ivorian diaspora in France. The mapping will follow the IOM methodology [3] and will follow best practices from previous IOM mappings carried out in other countries, such as Rwanda [4] .

In this sense, a mapping of the Ivorian diaspora in France will be carried out as part of the project in order to:

  • Understand the composition and distribution (education, training, occupation, gender, age, skills, number and geographic location) as well as existing diaspora networks and organizations;
  • Build a database of people, networks and associations to support the implementation of partnerships;
  • Identify other areas to which the diaspora wishes to contribute and which can support socio-economic development and how its members would like this to be facilitated;
  • Identify the multidimensional challenges (institutional, socio-cultural, technological, economic, etc.) limiting the participation of the diaspora in socio-economic development and specify directions to facilitate these contributions to Cote d’Ivoire;
  • Present a clear picture of the gaps in the awareness and knowledge of the diaspora on economic and social development, investment opportunities as well as the key sectors of entrepreneurship currently in Côte d’Ivoire.

The consultant’s mission will be to obtain information from the competent authorities and advise the program team on carrying out the following missions:

  • Discuss with the monitoring committee, which is made up of the Ivorian Government, the IOM and civil society, the approach to follow for carrying out the mapping and develop a methodological note, to be validated by the program team;
  • Review existing information [5] on migration patterns and diaspora data to identify populations residing abroad. This mapping should reflect key regions, demographics and professional profiles of the diaspora;
  • Develop, in consultation with stakeholders, a questionnaire that will support the Government in its efforts to “map” the Ivorian diaspora in France and understand the differentiated experiences of diasporics according to their gender. The questionnaire may be distributed through diplomatic and consular missions in France, and if possible, made available on the IOM website(s) as well as other relevant websites. This distribution should not, however, replace field work;
  • Carry out a field visit to France in consultation with the parties to consult Ivorian diplomatic and consular missions, associations, networks, business groups, community representatives, professional organizations, students and other relevant stakeholders in France in order to:
  • to identify the main communities and key actors (associations, association networks, etc.) of the diaspora and the causes of their migration;
  • to analyze their potential contribution to the development of Côte d’Ivoire (associations, networks, community groups, business initiatives, chambers of commerce, etc.)
  • to collect information on investments made by the diaspora by targeting significant investments that can serve as good practice;
  • to identify possibilities, constraints as well as opportunities and understand the differentiated experiences of diasporics according to their gender to engage the diaspora in the development of Côte d’Ivoire;
  • to identify any existing initiatives led by the diaspora and/or by the Ivorian diplomatic mission and consular services in order to analyze potential roles/contributions in participation in Diaspora engagement.

Based on the documentary review, analysis of completed questionnaires and consultations with various stakeholders, including diaspora associations and government entities, develop a draft strategic plan for short, medium and long-term interventions. long term necessary to mobilize the Ivorian diaspora which will specify:

  1. A roadmap establishing the interaction that should exist between Government representatives, the diaspora and diaspora associations at different levels to improve collaboration as well as a strategic plan to harness the contributions of the diaspora;
  2. Recommendations on effective means of productive investment in the country of origin, including through remittances and also highlighting key sectors in which the technical expertise of the diaspora could be mobilized;
  3. The framework for transfers of funds in cash and in kind to the country of origin and the participation of national and international financial institutions in the consultation;
  4. Strategies for improving the capacity of government partners to manage diaspora programs, and improving coherence between migration and development programs.

In doing so, it is expected to produce a report including a diagnosis and a work plan in which:

  • Submit the draft Diaspora Engagement Strategic Plan to stakeholders for comments on a date agreed with the project manager;
  • Submission of the final report to stakeholders incorporating all comments received;
  • Produce a comprehensive report, reflecting the results of the mapping by presenting them as well as the draft strategic plan to the main stakeholders as part of a national consultation;
  • Finalize the draft strategic engagement plan for the diaspora, taking into account the recommendations of stakeholders.

  • Support the organization of awareness campaigns in France and present the methodology to the diaspora in France and the stakeholders participating in the campaign
  • Collect data in France through consultations with different stakeholders and the questionnaire

  • Develop and submit the first version of the report, based on the documentary review, questionnaires and consultations in France
  • Organize and participate in online meetings with the project monitoring committee.

  • Submit a comprehensive consolidated report, including mapping, the draft strategic plan, incorporating comments from partners and IOM as well as stakeholders affected by the project, accompanied by annexes, relevant files and the database raw collected;

Second version of the Diaspora mapping report; Delivery date: August 31, 2024

-Tasks (period from September 1 to October 14, 2024)

  • Present the full report to the monitoring committee (online)
  • Support the organization of the exchange workshop in order to raise awareness among the diaspora in France about the results of the mapping
  • Revise the final report and incorporate comments and suggestions from the monitoring committee and the editorial team of the IOM Publications Unit.
  • Write an executive summary (maximum 2 pages).

2.Performance indicators for evaluating results

  • Provision of a map of the diaspora (people, networks and associations) specifying information on education, training, profession, gender, age, skills, number and geographical location;
  • Analysis of the socio-demographic profile in relation to gender in order to identify gender-specific trends in the engagement of the Ivorian diaspora;
  • Development of a draft strategic plan for engagement of the Ivorian diaspora in France highlighting investment opportunities for the diaspora by promoting sustainable professions with high economic potential for environmental preservation and economic inclusion;
  • Establishment of a general framework with relevant information for the creation of a diaspora database at broader classification levels;
  • Identification of areas of interest of the Diaspora in the context of socio-economic development;
  • Identification of gaps relating to awareness and knowledge of the diaspora of priority investment areas identified by the Government of Cote d’Ivoire.

PROFILE

Education

  • Master’s degree in Journalism, economics, social sciences, marketing, business administration, agro-industry, environmental engineering, international trade, sustainable development or a related field, from an accredited academic institution [6] with five (05 ) years of relevant professional experience.

Experiences

  • Proven experience of at least 5 years in the collection and analysis of quantitative data;
  • Proven experience in collecting and analyzing qualitative data;
  • Proven experience of at least 5 years in project consultation, particularly in the field of migration and/or development;
  • Demonstrated skills and experience in quantitative and qualitative research methods;
  • Strong conceptual and analytical skills;
  • Excellent writing skills in French and the ability to deliver quality studies within the required deadlines;
  • Good experience in research related to diaspora engagement is considered a major asset.

Authorized

  • Excellent knowledge of the Ivorian diaspora in France;
  • Residence on French territory will be considered an advantage;

LANGUAGES

  • Fluency in French is required
  • Good command of English and local Ivorian languages ​​is considered an asset.
