Career Advising Mobile Locally Hired Staff At Doctors Without Borders


  • Participate in the definition, adaptation and implementation of the regional mobility strategy in West Africa + Cameroon.
  • Work on this activity in close collaboration with colleagues based in the region and the mobility and career management teams by sector of the different MSF sections.
  • Ensure that MSF is a responsible employer throughout its mission, take responsibility for the proper management of LHS mobility activity at all levels and assume full responsibility for compliance with mobility procedures and policies.
  • Participate in the implementation of the actions defined in the regional HR strategic plan in West Africa and in the definition of the mobility activity of the regional unit:
  • Update the mobility list by profile and by section
  • Collaborate with Dakar-based cells and the Dakar office on specific secondment requests based on operational needs.
  • Promote the Msf Switzerland harmonization project within the missions.

Implement the diversity strategy in mobility activities and lead WS in the various missions in the region.

Mission

  1. Integrate the mobility project into the mission routine – Streamline/automate the intersection detachment process.
  • Promote secondment to the field and organize information sessions and webinars
  • Support the field on the application of the mobility guides (of the 3 sections) and on the anticipation of the identification of detachable personnel.
  • Ensure compliance with the specificities of each section (Respect for guides, support and monitoring for the policy of harmonization of expatriate and seconded criteria from OCG and the Dakar office),
  • Remain the focal point of the Dakar office staff secondment and monitor the inter-HQ secondment according to the policies put in place.
  • Ensure that the entire administrative process and its documentation is clear and is followed by the missions in charge as well as secondable staff.
  1. Maintain a pool of intersection secondees (OCG, OCP, OCBA and the Dakar office) up to date and ensure matching in line with operational needs and professional development.
  • Ensure regular distribution of a single intersection mobility list
  • Support missions in setting up replacement mechanisms (gap management, identification of backups)
  • Ensure progressive participation of the mobility team on questions of adequacy between HR-OP needs and profiles present on the mobility list
  • Ensure/ensure better use of mobility management tools and ensure good monitoring of the secondment
  • Expand its field of intervention with other OCs on the needs and requests for intersection detachments.
  1. Support the development of mobile personnel (LHS) in collaboration with missions and cells.
  • Know the mobile staff profiles identified by the field for a detachment
  • Propose candidates to the GPO for secondment matching (using IP Sheets)
  • Ensure the skills of the staff and the quality of the file before submitting it to the GPO.
  • Support PDMs/PAMs in developing/strengthening the skills of mobile staff
  • Identify swaps to strengthen the skills of our staff
  • Take ownership of short and long-term operational needs with the career management team in order to offer different profiles by sector.
  1. Briefing / preparation / return
  • Briefing mobile staff (briefings on administrative aspects, preparation for the secondment, what to expect on the mission, return, rights, etc.)
  • Debrief the seconded staff (perspectives, secondment assessment, etc.)
  • Prepare a tool box to better carry out briefings and debriefings: mandatory pre-reading (security, stress, behavior, etc.)
  • Ensure that the medical check-up is carried out
  • Management of seconded workers’ insurance
  • Air ticket and visa tracking
  1. Support Control and quality
  • In the event of accusations of behavioral problems against mobile staff during their secondment, he ensures that the file is actively followed up and that clear communication with mobile staff is ensured regarding any sanctions taken.
  • Communicate to the original mission any important information received from staff (evaluations, requests for explanations, etc. while respecting confidentiality) which could be taken into consideration in the context of their career
  • Ensure that all staff registered on the mobility list meet the secondment criteria
  1. Improve communication around the intersection mobility project and the Criteria harmonization project.
  • Ensure regular communication with HRCOs, PDMs and PAMs
  • Organize a regular workshop with mobility stakeholders to present the changes and perspectives of intersection mobility
  • Ensure better communication on the mobility project (intersection reporting)
  1. Contribution to the development of transversality within the pool:
  • Share information and knowledge, develop the ability to work with other services or departments within the framework of project management/transversal work/inter-departments.
  • Actively participate in induction sessions for new recruits (Welcome to MSF) and lead information sessions online or in person
  • Contribute and intervene in HR sessions of regional training related to mobility.
  • As part of sharing good practices, develop work with movement counterparts (HQs and platforms).

Perform any other tasks not mentioned, but related to the responsibilities of the Career Advising Locally Hired Staff position.

Professional skills

Education : Diploma in Human Resources, Social Sciences

Experience: Professional experience of at least two years in the field of HR Previous experience desired with MSF or another NGO in developing countries

Knowledge :

– Knowledge of HR management software would be an asset.

– Mastery of Word, Excel, PPT essential

Languages: French & English essential
