1. CONTEXT AND MANDATE ABOUT SUCO

SUCO is an international cooperation organization established in Montreal since 1961. It brings together people, knowledge and resources to strengthen the autonomy of people, organizations and communities and to concretely improve their social, economic and environmental conditions. Currently SUCO works in Canada, Benin, Burkina Faso, Togo, Cote d’Ivoire, Haiti, Honduras, Nicaragua, Peru and Senegal.
Faced with the’ emergencya real ecological transition, SUCO intervenes on several crucial issues.The rural populations are particularly vulnerable, and, SUCO works to increase their resilience in the face of climate change through concrete and innovative solutions. It also supports the development of sustainable food systems that meet human nutritional and economic needs while respecting ecosystems.
With the aim of’ality and sustainability of changes, SUCO approaches the reality of women in a differentiated way and builds, with them, adapted solutions. It establishes conditions ensuring respect for the rights and participation of women in the development of solutions and the benefits that result. SUCO places the actors and actresses concerned with· at the center of’action by creating the conditions for them to become real actors and actresses of change.

MANDATE CONTEXT
The implementation of viable solutions to the development problems faced by communities and partners requires, in some cases, to experiment with new ways of doing things. The’evolution of contexts and the complexity of problems can lead to the search for better adapted answers. As part of the activities of its Voluntary Cooperation Programme 2020-2027, SUCO will set up a fund to support’ innovation, the Innovate Fund. Thus, the Fund will support projects of’adaptation,’improvement or generation of inclusive innovation designed and implemented by SUCO partners in the field. These projects will generate innovative, positive and sustainable solutions for marginalized populations and, in particular, for and by women and girls.

In addition, the Innove Fund is closely at the heart of the priorities of our funder (Global Affairs Canada) in terms of’ innovation and development.

The objectives of the Fund are to :

  • To finance’innovation projects to support the generation and the’ experiment of’innovative, inclusive and sustainable initiatives, which have a high potential for’impact as new solutions to the development problems experienced by the communities of our field partners.
  • As part of the’innovation processes supported for the fund, ensure the active participation of the most marginalized/vulnerable populations in our areas of intervention, especially women and girls, in, in particular with a view to strengthening their capacity to’act in the face of problematic situations that hinder their development.
  • Develop in our partners in the South and their communities, but also in our volunteer cooperants, skills and practices of’innovation as a driver of social transformation.
  • Stimulate risk-taking in our partners by promoting risk mitigation mechanisms, in particular by « l’ rapid failure » and’ support in the’ experiment.
  • Foster the emergence or development of social innovation ecosystems, in particular by integrating multi-actor and multisectoral approaches throughout innovation approaches.
  • Systematize, enhance and disseminate innovative solutions, so that they can be adapted and replicated, scaled up ( extensive deployment, deep anchoring, institutionalization ), in particular to promote their sustainability.

GENERAL OBJECTIVES OF THE MANDATE
Support and strengthen the capacities of the cooperative volunteers responsible for supporting our partners in terms of innovation, co-creation and co-experimentation.

SPECIFIC OBJECTIVES OF THE MANDATE
1. To offer volunteers coaching, a’exchange space, and training of trainers in the development of’innovation practices (ideation, co-creation and co-experimentation)
2. To offer, improve, modify or co-create concrete tools and examples adapted to the local context that can be reused by volunteers for their approaches to accompany SUCO partners in innovation.

2. CONTRACT DURATION

The present mandate will result in the offer of a contract of a duration d’a maximum 4 months, beginning no later than February 1, 2024 and ending no later than May 15, 2024.

3. REQUIREMENTS

DELIVERABLES

  1. 20 Hours of individual accompaniment to remote volunteers (online).
  2. 3 sessions of’ remote group accompaniment.
  3. 1 Training on the foundations of’innovation in the context of social and environmental development in Africa.
  4. A very brief report of’about 3-10 pages on the main learnings and recommendations from the mandate as well as the tools proposed in the annex. Apprenticeships and recommendations must be formulated to be most useful for the implementation of the Innove Fund and its support.

PROPOSED MAIN STEPS

Here is a possible planning that could be carried out under the mandate. These steps could be modified and moved according to their analysis according to the consultant’s’analysis in order to maximize the’efficiency and’effectiveness of the mandate.

  • Step 1 – Knowledge acquisition of the different Innovate Fund concept documents and other’innovation related documents used at SUCO.
  • Step 2 – Operational planning meeting with SUCO’innovation Committee
  • Step 3 – Training and group and individual support with remote cooperating people (online).
  • Step 3.1 – Follow-up meeting during the mandate with the’innovation Committee of SUCO.
  • Step 4 – Closing meeting of the mandate with Committee of’innovation of SUCO. Presentation of the’apprentissages report.

ROLES & RESPONSIBILITIES

Following the signing of the contract, SUCO will engage in :

  • Provide all relevant information for the fulfilment of the mandate;
  • Provide access to contacts who can support the implementation of the mandate;
  • Respond promptly to shipments of preliminary versions, questions or other needs of’information; and;
  • Provide logos, fonts, graphic charters and any visual elements to be included in the report based on the visibility standards of SUCO and our funders; and;
  • Comply with the terms of payment that will be established in the contract, and this, according to the conditions described in the submission presented by the supplier;
  • Informing the supplier in a timely manner of changes in the conditions, deliverables and/or’scheduling of completion of the mandate.

The supplier or supplier· commits itself to :

  • Provide excellent service;
  • Respect the deadlines set out in this document and which will be formalized when signing the contract;
  • Provide the’ set of documents and information necessary for the fulfillment of the mandate and shall ensure to possess all the rights required for this use;
  • Transfer to SUCO all rights to the products of this mandate;
  • Respect the principles of confidentiality in the processing and disclosure of personal data necessary for the exercise of this mandate;
  • Ensure timely invoicing, detailing the activities carried out.

COMPETENCE OF THE SUPPLIER.SE

The selected· supplier or suppliers have a solid experience and proven skills :

  • social innovation;
  • in co-creation;
  • in international development in an African context;
  • in the field of’ accompaniment of organizations;
  • facilitation and co-construction of collective processes.

The· provider has an excellent command of the French language written and spoken.

The selected· provider approaches the creation of the Innovate Fund from an evolutionary perspective,’habilitation and continuous improvement. He is adept at co-creating with his clients.

4. TIMETABLE FOR L’APPEL D’OFFRES

  • From 06 december 2023 to 08 january 2024 – diffusion du document d’appel d’offres
  • December 11 to December 22, 2023 – period for clarification of this appeal
  • January 08, 2024 – deadline to submit a service offer
  • 15 january 2024 decision on the supplier or suppliers selected

5. OFFERING SERVICES

The offer of services shall include the following elements :

  • Presentation of the supplier (s), including his experience in the field of social innovation, facilitation of co-creation processes, and international cooperation.
  • Presentation of the understanding of the mandate;
  • Presentation of the mandate development process and service charges corresponding to an amount between 10,000 and 20,000 CAD ( Canadian dollars );
  • Modalities: identification of a person in charge of the SUCO account, response and delivery times, communication channels ( ex. telephone, email, etc. ), payment terms.

The service offer may also include additional elements which may contribute to the choices made by SUCO. For example :

  • Contributions aux enjeux environnementaux et aux changements climatiques à la mise en oeuvre de la politique environnementale de SUCO, par l’entremise de la compensation des émissions de gaz à effet de serre (GES) ou autres.
  • Contributions à la promotion de à la politique d’égalité femmes hommes de SUCO et au respect des droits et de la participation des femmes au développement.

SUCO déterminera le choix du ou de la fournisseur·se en fonction des critères suivants, pour un total de 100 points. Les éléments additionnels pourront ajouter jusqu’à un maximum de 5 points supplémentaires.

  • Présentation de la compréhension du mandat – 20 points
  • Présentation du plan de travail et méthodologie – 35 points
  • Presentation of detailed service charges – 15 points
  • Service standards – 10 points
