BUSINESS DEVELOPMENT DIRECTOR, HUMANITARIAN ASSISTANCE At CARE USA


The Business Development Director for Humanitarian Assistance is responsible for working in coordination with the IFS Senior Management Team to ensure the efficient and functioning of the Bid Management Team and its collaboration with key stakeholders at HQ and in Country Offices to expand CARE’s portfolio of humanitarian development programs. The individual is responsible for working across multiple sectors – humanitarian, food security, governance, women’s economic justice. Key responsibilities include ensuring the quality of bids in capture and live phases; negotiating and gaining consensus across a diverse group of stakeholders; and developing and institutionalizing new systems and processes at key points of the business development cycle.

Responsibilities:

  • Bid Prioritization, multi-year pipelines and strategic growth – Work with SEAL, Senior Bid Managers, and SMT to undertake bid prioritization process working across sectors to identify priority bids and build a multi-year pipeline. Develop system/processes to track bids per sector, ensure optimal number of bids, and provide problem solving/negotiation support to ensure consensus across stakeholders.
  • Go/No Go and Capture Phases – Work with Senior Business Development Managers to actively track opportunities in various pipeline stages, helping them to establish priorities, develop timetables, and coordinate staff from across the organization
  • Live Bids Phase – Perform Bid Management responsibilities when needed including RFTOPs and other bids which require fast turnarounds
  • Team Management – Manage a team of 3 to 6 bid managers, provide ongoing feedback and supervision; encourage staff development and career planning

Qualifications:

  • Bachelor’s degree in relevant field
  • 10 years of relevant prior experience, with at least 7 years of management-level experience in business development
  • At least five years of experience in USG business development in humanitarian programming
  • At least five years of experience in USG program management/implementation with an INGO
  • Demonstrated experience leading and winning new business from USG donors
  • Strong understanding of USG funding requirements for cooperative agreements
