About Program

The Australia Awards in Myanmar is managed by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and is administered by Palladium. Australia Awards are provided to build the skills and knowledge of individuals so that they can contribute to their country’s development, and to support the ongoing development of links between Austra lia and the countries to which it provides aid. The Australia Awards are an important part of the Australian Government’s focus on public and economic diplomacy, and provide long term Scholarships, Short Course Awards and other training opportunities.

Role

The Team Leader (TL) is responsible for the delivery of quality services, including strategic and annual planning, high level stakeholder engagement, and management and leadership of a program team of Short-Term Advisers and national staff.

The TL works in close consultation with DFAT Myanmar Post and other key stakeholders, including other Australian Government departments, alumni, Australian universities, private sector organisations and associations, and civil society actors, to drive progress of Australia Awards Myanmar against the Australia Awards Global Strategic Framework and Australia Awards Global Monitoring and Evaluation Framework towards end-of-program outcomes. Th e TL also works to enhance the Australia Awards’ prestigious reputation in Myanmar.

Primary Duties and Responsibilities

The key responsibilities of the position will be to:

· Advise the Australian Embassy/DFAT on the most effective use of a range of education and training options including scholarships and short courses, in line with DFAT’s priorities and in response to human resource development needs

· Lead development of Annual Reports, Annual Implementation Plans, progress reports and exception reports

· Lead development of strategies and other required operational documents

· Actively and strategically engage and work with senior DFAT and other partners (in defining strategies and implementing activities

· Provide technical, strategic, management and operational advice and support to DFAT on all asp ects of the Program

· Participate in discussions with DFAT and respond to all requests in a timely fashion

· Lead Program staff in the pursuit of social inclusion, equity of access and ethnical standards, including attention to gender, disability, anti-corruption and participation

· Lead and oversee the identification of pilot initiatives to improve identified disadvantage group’s access to Australia Awards Scholarships

· Ensure the Program aligns with relevant policies and overarching strategies

· Be accountable for effective and efficient management of the Program and the team:

– Implement and oversee administrative systems and procedures to ensure that financial management, record keeping, procurement and reporting requirements are met

– Supervise day-to-day program management and administration, to ensure acute, timely and transparent delivery of activities

– Manage the Progra m team, including providing mentoring and capacity development opportunities for national staff, and dealing promptly and professionally with any performance issues in order to maintain the integrity of the Program

– Ensure the Program team maintain positive and professional communications with Program partners and stakeholders, in keeping with the importance and profile of Australia’s broader bilateral relationship

– Support opportunities to find synergies and value for money solutions with other Australia Awards programs, including in relation to Short Course options

· Ultimate responsibility to coordinate and ensure the timely submission of high-quality deliverables as per the requirements of the head contract

Reporting/Working Relationships

The Team Leader reports to the Contractor Representative, Australia Awards Myanmar (Director, Higher Education at Palladium). The Team Leader supervises the Prog ram team, including the Deputy Team Leader.

The Team Leader is the direct report for the program’s Short-Term Advisers and consultants and manages their input in collaboration with the Deputy Team Leader.

Essential Qualifications and Experience

The AA Myanmar Team Leader will:

· Have a relevant tertiary qualification in development, program management or other relevant field

· Have experience leading or implementing programs and activities in donor settings, preferably related to education, skills development and capacity building

· Have proven experience leading and motivating high performing teams and building their capacity

· Have high level written and spoken English language skills including report writing and public speaking

· Have proven experience working with overseas government stakeholders at a strategic and/or policy level

· Have exper ience working on GEDSI issues at a strategic level

· Have experience with leading and/or implementing/supporting media, communication and/or public diplomacy efforts in a government, education or development organisation

· Have knowledge and experience of implementing Monitoring, Evaluation and Learning plans in a development (or similar) program.

Desired

· Experience working on an Australia Awards program

· Experience working in Myanmar or with Myanmar organisations
