MISSIONS :

Mali, with its 1,241,238 square kilometres, is the largest state in’West Africa after Niger. The country has common borders with Mauritania, Algeria, Niger, Burkina Faso, the Cote d’Ivoire, Guinea and Senegal.

An operational strategy was validated in September 2021 for the Mali program giving the main axes of’ intervention for the next 4 years. This strategy aimed to consolidate the actions of HI as a development’ and to strengthen the role of HI as a humanitarian actor in the areas affected by the humanitarian crisis in the country.
The’action of’HI in Mali is therefore declined to date’ according to the following axes :
response to basic needs, economic recovery and economic inclusion
promotion of Inclusive EDUCATION through community mobilization/awareness and advocacy, making school structures accessible, capacity building of school staff
– Reduction of armed violence and protection against abuse and violence of persons affected by conflict and forced displacement
– Health and rehabilitation
-’ services logistical support to humanitarian operators through the establishment of’a service of transport, storage and air pre-routing.

However, the deterioration of the humanitarian and security context in Mali since 2022 has led to a significant increase in humanitarian needs, effectively redirecting donor funds to more’emergency interventions. Thus the HI Mali program at’orea 2024 leads a majority of humanitarian and resilience projects.

The project under the responsibility of/from the project leader(fe) will continue the provision of joint road and river transport services from Bamako to humanitarian actors in Mali.

Under the responsibility of the Operational Manager, the/the Project Manager(fe) contributes within his country of attachment to the implementation of the mandate and operational strategy of’Humanity & Inclusion. He/she is responsible for the management of the project and ensures the application of the procedures and rules lessor as well as’aux standards of the policy of monitoring and evaluation (PSE) of projects of d’Humanity & Inclusion. He/she ensures the management of the operational team of the project by providing the necessary support and guidance. The/the project leader(fe) works closely with the departments of support services (Security, Finance, Human Resources, etc, Logistics) in order to ensure effective and efficient management of the resources allocated for the execution of the project.

The project under the responsibility of/from the project leader(fe) will continue the provision of joint road and river transport services from Bamako to humanitarian actors in Mali. A strong appetite for coordination with the various humanitarian actors benefiting from the logistics platform is very important (Local NGO, International NGOs, etc, coordination forum such as the Cluster Log) but also with actors facilitating coordination (ministries related to humanitarian access among others). On the other hand, through this new phase, it will be a question of prolonging the’activity transport in a very volatile security environment, to strengthen and continue to set up a storage system adapted to the cold chain, and,d’open a new warehouse as well as set up a system for partial recovery of storage costs.

As part of your missions, you will be required to manage a team to manage the projects entrusted to you, while setting them objectives. For this, you will manage recruitment, you will coordinate with other support services.

Thanks to your technical expertise, you ensure that the standards defined by HI are respected in the field. You are in charge of the technical quality and the relevance of the project activities implemented within its scope of’expertise.
You support your teams in their skills development.

You will also be in charge of ensuring excellent internal/external coordination between the different actors of the project, namely humanitarian actors, clusters and local authorities and ministries.

You will also have to contribute to the operational strategy and the drafting of new proposals if necessary.

SPECIFICITY :

isolation and living conditions : Since the post is based in the capital, life is relatively pleasant: Bamako is a capital of significant size for the sub-region, and, quite pleasant and with many facilities even if some are subject to restriction because of the security plan and rules.
security : Safety is generally good in Bamako but in no way excludes compliance with the rules of prudence. Particular attention in the northern regions (if possibility of s’y render) is expected. Health safety is correct (doctors and paramedics of good level, some care structures but the care in real emergency would be problematic).
– Displacements : Limited displacements to be expected on the sites of’intervention of the projects (Mopti, Timbuktu, Gao) with certain limitations in the north of the country according to the safety rules in force.
– Climate : very hot (+40°C), short rainy season.

PROFILE :

• 2 You have at least 2 years of experience in logistics project management, in the private sector or the’humanitaire. You have also been brought in to manage teams. You also know how to coordinate projects involving internal and external actors.
• You master written institutional communication. You know how to communicate in a clear and concise way and adapt according to your interlocutor.
• (you know how to work in a team (exchange, give and receive constructive feedback)
• You show’empathy and you know how to adapt according to the context (geographic, sociological…).

• International Contract of 12 months from 15/03/2024
• The international contract allows social coverage adapted to the needs of each
o Unemployment insurance levied only for nationals of’UE

• 2448€ gross/month according to professional experience
• 571 € net/month – paid in local currency on the ground
• Hardship : 250€ net/month
• 25 Days a year ; R&R Level 2 : 5 days every 3 months => + support possible transport/package.

From 12 months of mission a child allowance of 100 € paid from 2 dependent children
