Mission and objectives

UN Women is the United Nations organization for gender equality and the empowerment of women established on July 2, 2010 by Resolution A / 64/289 of the United Nations General Assembly. Based on the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Context

According to the United Nations, despite the progress made in the fight against poverty and injustice, too many people considered among the poorest, excluded, and exposed to violence and discrimination continue to face great inequalities in access to resources, prospects and rights. This is why the 2030 agenda, which is based on 17 sustainable development objectives ( ODD ), was adopted in 2015 in order to combat all forms or manifestations of inequality and discrimination. The guiding principle Leaving No one on the side ( LNOB ) which underlies these ODDs is an unequivocal commitment which aims to eradicate poverty in all its forms, end discrimination and exclusion, and reduce inequalities and vulnerabilities in the most disadvantaged strata.It is also through this imperative to create the essential preconditions for the inclusion of marginalized social groups in different sectors of society, to ensure that they are visible and heard, and that they benefit from the fruits of growth with actions in terms of socio-economic response. As such, Agenda 2030 clearly indicates that disability cannot constitute a reason or a criterion justifying the lack of access to development programs or the non-respect of human rights. Much more, the Sustainable Development Objectives ( ODD ) contain ( 7 ) seven targets explicitly referencing people with disabilities and six ( 6 ) others dedicated to people in vulnerable situations of which people are members disabled.UN Women recognizes the right to employment of people with disabilities. Based on the principle Do not leave anyone aside, it has made a commitment to pay particular attention to the socio-professional integration of the most vulnerable and marginalized groups, including that of people with disabilities. Thus, in partnership with the United Nations Volunteers Program, two training sessions on the concept of volunteering at the United Nations level, the UNV program, the operation and the various tools were organized in favor of people with disabilities, in May 2022 in order to raise awareness of existing volunteering opportunities, and to widen the pool of qualified professionals with disabilities at the national level.This program initiated by UN Women has improved the prospects for people with disabilities with the qualifications required to serve within the United Nations as volunteers and enables Agencies of the United Nations to increase diversity and inclusion among their staff in recruitment through the UNV program. In order to better translate these diversity and inclusion commitments into actions within the framework of the LNOB principle or « Leave no one behind », the UN Bureau Femmes Côte d’Ivoire is looking for a ( e ) UNV associate with the Administration to support the NLOB unit. Task description

Under the supervision of the UN Resident Representative Women in Côte d’Ivoire and the coordination of the Program Officer, the UNV administrative and financial assistant will work with the administration officer. He / she will support the implementation of programs / projects by carrying out the tasks in the following areas: Administration and management of the program

  •  Ensure the daily classification of accounting documents and program supporting documents ;
  •  Examine and verify financial transactions / activities / documentation for their accuracy, relevance and completeness and ensure full compliance of financial services and transactions with rules, regulations, UN Women registration and reporting policies and systems.
  •  Certify transactions for accuracy and regularity before submitting them to the supervisor for approval and / or action ;
  •  Monitor and ensure the efficient functioning of the financial resources management system for the programs ;
  •  Follow up on exceptional « financial reports » for unusual activities / transactions.
  •  Investigate anomalies and write conclusions / recommendations for management for action / decision in a report on the supervisor conclusions and / or present recommendations for actions / decisions ;
  •  Provide administrative support and monitor performance to ensure that program results are achieved according to UN Women’s plans and standards. Administrative and accounting support:
  •  Examine and verify the accuracy and relevance of supporting documents for payments and prepare financial reports.
  •  Prepare vouchers and other payment orders for HIV programs;
  •  Maintain internal expenditure control systems to ensure that the canopy of HIV programs is treated properly ;
  •  Review the accounts of UN Women’s HIV programs and follow up with Program Charge and the finance section on the creation of repositories in Atlas ;
  •  Maintain good monitoring of advances made to implementing partners, and review their financial reports with Program Officers and make the next payment only if these reports are validated by the PSU and the finance partner ;
  •  Prepare financial reports for donors in accordance with donor requirements, UN Women procedures and in collaboration with Program Officers ;
  •  Undertake corrective actions on unpacked vouchers, including vouchers with budget control errors, and unapproved vouchers.
  •  Give a quick response to requests from Headquarters to resolve financial problems ;
  •  Coordinate and revise the closing of accounts ;
  •  Provide monthly reviews of the financial situation of projects.

Since this is an assignment of the National United Nations Volunteer, the United Nations Volunteer will be responsible for the organization of their own accommodation and other necessities of life. National UN volunteers are covered by the insurance plan.
