Background
UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls, empowering women and achieving equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, of peace and security.
Thus, as part of the economic capacity building of Women, UN WOMEN, WFP, FIFA and FAO submitted and obtained from Norway and Sweden, funding for the joint program: « Accelerating progress towards the economic empowerment of rural women » for a period of 5 years from 2022 to 2026. Its objective is to guarantee the livelihoods, rights and resilience of rural women to advance sustainable development, Agenda 2030 and the SDGs. The four expected results of the program are as follows :
- Improving food security and nutrition for rural women and their households, which contributes to fair and sustainable food systems ;
- Increase in the income, decent work and economic autonomy of rural women to guarantee their livelihoods and strengthen their resilience ;
- Improving the voice and power of action of rural women in favor of their leadership and their full and equitable participation in their households, communities and organizations and in governance systems; and
- Strengthening legal frameworks, policies and institutions from a gender perspective to create an enabling environment for rural women to secure their livelihoods, rights and resilience.
About the position
Under the responsibility of the Head / Fe of Unit of the Economic Empowerment Program ( WEE ), the program analyst contributes to the effective management of UN Women’s CO programs by making substantial contributions to the design, formulation, the implementation and evaluation of programs. The program analyst guides and facilitates the execution of UN Women programs by monitoring the results obtained during implementation, ensuring the proper application of systems and procedures and making improvements if necessary. The program analyst works closely with the program and operations team, UN headquarters staff Women, government officials,multilateral and bilateral donors and civil society, in order to guarantee the successful implementation of the UN Women programs within the framework of the portfolio.
Duties and Responsibilities
1. Contribute technically to the development of program strategies in the area of women’s economic empowerment
- Make substantial contributions to the design and formulation of program / project proposals and initiatives ;
- Identify areas of support and intervention related to the program.
2. Provide substantial technical support for the implementation and management of the program in the area of women’s economic empowerment
- Make technical contributions to the annual work plan and budget ;
- Direct the implementation of program activities ;
- Direct the coordination of the call / request for proposals, including the organization of technical review committees and the assessment of partners’ capacities ;
- Examine, coordinate and monitor the presentation of financial and narrative reports from implementing partners ;
- Train partners in results-based management and monitor implementation.
3. Provide technical assistance and capacity building to project / program partners
- Coordinate and provide technical support in the implementation of program activities; develop technical knowledge products.
- Maintain relationships with national partners to support the implementation and expansion of the [ thematic area ] program ;
- Identify the possibilities for strengthening the capacities of partners and facilitate technical / programming support and training for partners, as required.
4. Make technical contributions to program / project monitoring and reporting
- Monitor the evolution of the implementation of activities and finances using results-based management tools ;
- Write reports on monitoring missions, program results, products and effects ;
- Contribute substantially to the preparation of donor and UN women reports.
5. Provide substantial technical contributions to the management of people and finances of the program Economic empowerment of women
- Control the implementation of the budget and carry out budgetary realignments / revisions, if necessary ;
- Provide substantial contributions to financial reports ;
- Supervise partners and program assistants.
6. Make substantial contributions to the establishment of partnerships and resource mobilization strategies
- Make substantial contributions to resource mobilization strategies; analyze and maintain information and databases ;
- Prepare relevant documents such as project summaries, conference papers, briefing notes, speeches and donor profiles ;
- Participate in donor meetings and public information events, according to delegations.?
7. Provide technical support to inter-agency coordination on Economic empowerment of women to ensure coherence and alignment of UN Women programs with other partners in the country.
- Provide substantial technical support to the representative and the assistant representative for activities related to inter-agency coordination by drafting substantive reports and briefing notes

Required Skills and Experience
- A master’s degree or equivalent diploma in social sciences, human rights, gender studies, international development or a related field is required.
- A first level university degree combined with two additional years of qualifying experience can be accepted in place of the higher university degree.
- Project / program management certification would be an additional benefit
- At least three years of gradually responsible professional experience in the implementation of development programs / projects, coordination, monitoring and evaluation, donor reporting and capacity building ;
- An experience in the field of Economic empowerment of women is an asset ;
- An experience of coordination and liaison with government agencies and / or donors is an asset

Note : In July 2010, the United Nations General Assembly established UN Women, the United Nations entity for gender equality and the empowerment of women. The creation of UN Women is part of the UN reform program, which aims to pool resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the United Nations system ( ADW, OSAGI, INSTRAW and UNIFEM ), which focused exclusively on gender equality and the empowerment of women.
