National governments have demonstrated a clear commitment to fulfilling their mandates for biodiversity conservation and sustainable use in ways compatible with national development goals at identifying any diverse financing solutions for biodiversity management. UNDP believes a transformation is needed in the way biodiversity finance is planned and managed to unlock the resources required to meet the Aichi Targets defined in the CBD’s Strategic Plan 2011-2020 in a manner that promotes sustainable development and the eradication of poverty.

Guided by a global steering committee representing its partners, the Biodiversity Finance Initiative (BIOFIN) aims to develop a methodology for quantifying the biodiversity finance gap at the national level, for improving cost-effectiveness through mainstreaming of biodiversity into national development and sectoral planning, and for developing comprehensive national finance plans. BIOFIN will thus provide a framework for undertaking “bottom-up” analyses and resource mobilization strategies, embedded in a transformative process led by national stakeholders, aimed at allowing countries to implement their National Biodiversity Strategic Action Plan (NBSAPs) and achieve national biodiversity targets. BIOFIN will feed into the development of NBSAPs, while the NBSAP projects in turn will provide a platform for integration into decision-making processes.

National teams work with the global BIOFIN team on the following components: 1) Policy and Institutional Review (PIR); 2) Biodiversity Expenditure Review (BER); and 3) Finance needs assessment (cost and gap analysis); 4) Biodiversity Finance Plan (BFP); and (5) Implementation of Financial Solutions.

Based on insights gained from the results of BIOFIN assessments, it revealed significant financial needs for the achievement of national and global biodiversity imperatives. Public budgets continue to be the primary source of direct funding for biodiversity in all countries and will most likely continue to be so into the future. The significant cost of the response to, and recovery from, the global COVID-19 pandemic will create further unprecedented constraints on public budgets, reaching years into the future.

Now, more than ever, these budgets are under pressure. The pandemic results in the reallocation of funds to urgent public sector needs, including health care and economic recovery. In the first semester of 2020, there was a massive loss of revenue for protected areas around the world, as global tourism came to a standstill, and the world’s iconic national parks largely closed as the pandemic progressed. The risk of poaching increased, while deforestation and illegal mining rose. Rangers face mobility challenges due to lockdowns while needing to cover ever larger territories in the absence of tourists who used to lend additional ears and eyes. BIOFIN supports Governments through empowered to advocate for and develop strong financial solutions for their protected areas and other biodiversity priorities, and to use their limited resources as effectively as possible.

Duties and Responsibilities

The Analyst Economist post is located within the Bappenas Project Office Graha Jasindo, Menteng, Jakarta. While reporting to the National Project Coordinator, the Analyst Economist will work closely with counterparts on issues of policy development, planning, and research, and work with Climate Change and Natural Resources Governance clusters, and UNDP projects, enabling a strong team response to the challenges faced by Indonesia.

Under the direct supervision of the National Project Coordinator, the Analyst Economist will be primarily responsible for the following work streams: Implement and manage Financial Solutions to address the biodiversity finance challenge

  •  Planning and coordinating -BIOFIN project activities with CO management, portfolio leads, national nodal finance and planning agencies, and relevant sub-national agencies to mainstream biodiversity into key economic activities in Indonesia.
  •  Draft and provide inputs to annual work planning, budgeting, and quarterly reporting.
  •  Draft reports on monitoring missions, program results, outputs, and outcomes.
  •  Provide substantive inputs to the preparation of donor and UNDP reports.
  •  Monitor implementation, results management, and lesson learning.
  •  Ensure appropriate application of systems and procedures and develop enhancements as necessary.
  •  Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
  •  Support the preparation of policy briefs, background notes, speeches, talking points, and presentation materials, on critical issues relevant to BIOFIN project activities in Indonesia.

Provide technical assistance and capacity development support to program partners, coordinate and collaborate with other stakeholders to build synergies and maximize results

  •  Provide timely and quality technical advice and guidance for the project implementation in line with UNDP’s rules and regulations, and UNDP Project Operational Policies and Procedures.
  •  Staying abreast of the socioeconomic, environmental, and biodiversity policy landscape and institutional architecture of Indonesia and providing timely analysis and research in priority thematic areas at the country level
  •  Coordinate and maintain relationships with national partners to support the implementation of activities in the area of biodiversity finance governance
  •  Identify opportunities for capacity building of partners and facilitate technical/ programming support and training to partners.
  •  Coordinate with Climate/Biodiversity finance-related projects, other UNDP projects, and relevant UN agencies and develop integrated work plans to promote a rights-based and gender-responsive climate/biodiversity finance governance agenda in UNDP and broader UNCT.
  •  Coordinate with government, UN, and non-government partners and stakeholders on actions, activities, and events.
  •  Contribute to the joint advocacy in identifying key issues, and build evidence-based base, communication.
  •  Build synergies with other programs at national, local, and community levels.

Provide substantive inputs to building partnerships and resource mobilization strategies

  •  Provide substantive inputs to resource mobilization strategies as required, including contributing to efforts to unlock further gender-responsive multilateral and bilateral biodiversity finance.
  •  Prepare relevant documentation such as project summaries, conference papers, and advocacy materials.
  •  Support UNDP in implementing resource mobilization strategies and engaging potential partners in the gender-responsive biodiversity finance governance program.
  •  Conducting research and providing support to the BIOFIN project in the designing of financing instruments (such as innovative finance instruments) to finance the Biodiversity agenda for Indonesia.
  •  Support and facilitate dialogue on biodiversity and sustainable development issues with government officials, development partners, civil society, and the private sector.
  •  Support monitoring and reporting of progress related to biodiversity financing and other national development frameworks, including to help strengthen national and local level data collection and statistical capacity.

Advocate and facilitate knowledge-building and communication efforts

  •  Enhance the evidence and knowledge base across the gender, poverty, and biodiversity/climate change nexus and promote the scaling-up of gender-responsive and inclusive approaches to climate change adaptation, mitigation, disaster management, natural resource management, and adaptive social protection in the country programme portfolio.
  •  Develop background documents and presentations related to gender-responsive biodiversity finance governance.
  •  Contribute to advocacy campaigns, events, trainings, workshops, and knowledge products, for internal and external stakeholders.

Required Skills and Experience

Education:

  •  Advanced university degree (Master’s degree or equivalent) in economics/ development economics is required or
  •  A first-level university degree (Bachelor’s degree) in one of the above disciplines in combination with two additional years of qualifying experience will be given due consideration in lieu of the Master’s degree

Experience:

  •  Up to 2 years (with a Master´s degree) or minimum 2 years (with a Bachelor´s degree) of relevant economic-focused work experience with government or private sector institutions.
  •  Prior work experience relevant to biodiversity finance and/or coordination with government, civil society, and other relevant stakeholders.
  •  Experience working in the area of development (national/international) would be an advantage.
  •  Experience with UN or international organizations; knowledge of UN/UNDP, and/or UN/UNDP procedures and approaches, would be an asset.
  •  Experience in socio-economic research and policy-level analysis.
  •  Experience working in the area of biodiversity/climate and/or SDGs and their financing frameworks, including experience in the area of innovative financing mechanisms, such as green bonds, blended finance, impact funds, etc.
  •  Experience in handling web-based data management systems and programs for statistical analysis of data.
  •  Experience in working with government counterparts, national or international financial institutions, and private sector/ civil society in the field of economic and social development in Indonesia.

Required Languages:
