Mission :

The expert monitoring evaluation will have the main responsibility for the design, the management and implementation of the systems necessary to ensure quality monitoring and reporting on Monitoring Evaluation Accountability Learning (SERA). In addition, he will also be responsible for project activity in the development and supervision of the project learning program (including strategic contributions and documentation of CLA Activities). They will work closely with the project manager, the project’s M&E team, external stakeholders, etc, the country teams concerned and the Office of Humanitarian Assistance (BHA) emanating from USAID.

Specifically, you will be responsible for the following tasks :

Develop and manage the implementation of a strong program M&E plan.
Direct and manage all monitoring and evaluation tasks, as well as project deliverables to feed the CLA in relation to the strategic learning advisor. This includes core, mid-term and final evaluations.
Work closely with project technical advisors to coordinate the MEL agenda and strategy in all project activities.
Provide leadership to ensure effective accountability systems in all aspects of the project as well as the use of feedback to influence project management and adaptation.
Continuously build, manage and strengthen the program’s M&E system, ensuring that this system is developed in a consultative manner and provides timely and accurate data on the progress of the programme towards food and nutrition security outcomes and of resilience.
Oversee the development of a program M&E information system (GIS).
Lead and supervise, data collection and qualitative and quantitative analysis of the program as well as survey and sample design.
Monitor and report on activities, communicate program results, and use results to improve implementation.
Develop documentation on best practices to facilitate the use of data to drive program design and decision-making.
Develop and lead the learning and research agenda.
Ensure review and supervision of all research undertaken

Profile :

You hold a Master’s degree or more in social sciences, public health and/or a clinical field with a specialization in monitoring and evaluation, statistics, research or a related field.

You have at least 10 years of experience in the design, management and/or implementation of health monitoring, data quality assurance systems, in the management of databases, in the analysis, the use of data and in the reporting.

You have at least 5 years of experience in the design, management/implementation of assessments and in qualitative and/or quantitative analysis of international data.

You have experience with USAID regulations, the US government and reporting procedures and systems.

You have knowledge of Change Theory, logic models and indicators of food and nutrition security.

You have experience in building the capacity of host country counterparts in data quality improvement, data management and analysis, and, as well as using the data to understand the performance of the program and solve problems.

You have excellent oral and written communication skills. Mastery of English and French is required.

Fixed-term contract of 24 months with the possibility of extending the contract according to French law or Malagasy law. (Funding pending)
