As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

Country context

Mauritania is a West African country with an area of 1,030,700 km² (twice France) and a population of only 4.6 million. The territory consists mainly of the Sahara Desert, with grazing areas to the east and fertile agricultural land to the south. The climate is extremely arid, with recurrent droughts and hot and dry seasons, as well as a rainy season. Administratively, the country is divided into 15 wilayas (regions), subdivided into mughataas (departments) and its official religion is’Islam.

Intervention and positioning of the CRF in Mauritania :

The Delegation of the French Red Cross has been operational in Mauritania since’an 2000 with nowadays a coordination in Nouakchott, 2 sub-delegations : Kaedi in the Gorgol and Bassikounou region in the Hodh El Chargui region, and a base in Nouadhibou in the Dakhlet-Nouadhibou region.

The CRF intervention in Mauritania is part of the’ cooperation agreement with the Mauritanian Red Crescent (CRM) in order to provide technical assistance to the development of its operational capacities and institutional in accordance with the principles of the Red Cross Red Crescent Movement. Thus, in each project deployed by the CRF, the CRM is an implementation partner.

PURPOSE OF THE POSITION :

Under the authority of the/of the Chief.fe delegation of the CRF in Mauritania; the/the administrative and financial coordinator, ensures the coordination relating to financial, administrative, financial management, CRF human resources in Mauritania.

He/she oversees the financial, accounting, administrative and human resources management so that everything is in compliance with the standards of the FIU, donors, and’ other stakeholders ;
He/she provides the/head of delegation and projects with the necessary operational service support on aspects of finance;
He/she ensures the financial and accounting reporting of the delegation in compliance with the deadline, the update of the Budgetary Follow-ups.
He/she consolidates and validates the financial needs (F.D.) of the delegation in coordination with the/the head of delegation; the heads of sub-delegation and transmits to headquarters.
He/she represents’administration and finance and ensures their proper functioning.
He/she participates in the recruitment of new staff and accompanies the implementation of specific HR processes.
He/she regularly communicates to the heads.fes of sub-delegation ; program coordinator, technical coordinators, logistics coordinator, GRC manager and project head.fe the state of consumption of budgets and defines the points of’alert/monitoring .
He/she verifies the payment/justification documents and guides the finance teams in the field for compliance.
He/she participates in the drafting of budgets and definitions of resources for new projects.

Technical Links : At the regional office level, works under the technical supervision of the administrative and financial manager (RAF) in charge of Mauritania.

Type of contract : CDD under French law/precarity premium paid at the end of the contract
End of year bonus’: equivalent to a 13th month at the pro-rata at the time of presence
Perdiem: daily perdiem that varies by country
Leave : 5 weeks of paid leave/year and 21 days of recovery – Ticket of’avion supported 100% by the CRf for home journey/mission for leave to 6 months
Health coverage : CFE + Mutuelle MSH (covered 100%) – 75% supported by the CRf
MedEvac Insurance/repatriation: YES

REQUIREMENT OF THE POSITION :

Training : financial management ; administrator, international solidarity accounting
Level Training : BAC degree + 4/5 minimum, Professional or Master’s degree in a finance sector ; accounting ; administration ; economics ; finance ; HR management in relation to the’humanitaire and international solidarity.
’ level of experience: confirmed from’at least 3 years of’field/humanitarian experience in finance ; accounting ; administrations ; HR management ; management control ; audit, taxation of humanitarian programs.
Essential skills and experiences : Experience of’at least 3 years in the management of finance ; administration ; accounting or HR in a humanitarian organization; very good capacities in financial analysis ; audit ; coaching, transfer of competence ; compliance with procedures; capacity for’ anticipation and’initiative ; capacity for development and production of financial management tools.
Computer knowledge: mastery of the Microsoft Office package; mastery of accounting management software (SAGA, SAGE, SAARI etc.).
Linguistic knowledge: excellent command of French (spoken, read, written) essential and mandatory working language ; knowledge of English (necessary)
