WFP MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP is supporting the government’s efforts through a’assistance strategy aimed at responding to the humanitarian emergency, building community resilience and supporting sustainable development efforts. In collaboration with the institutions of the’State, non-governmental organizations (NGOs) and partners of the United Nations system, WFP organizes cash or in-kind transfers to meet the food needs of families affected by climate hazards, provides school meals that promote the access of girls and boys to’education, and provides food for families affected by climate change, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and market access.

WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to’ other regions of Madagascar

ORGANIZATIONAL CONTEXT

Positions are to be filled in country offices or field offices. The holders report to the person or persons responsible for the’unity, the Head of the service or the person or persons in charge(e) of the administration, or to his or her substitute(e).

Holders at this level are expected to show responsibility and’ spirit of’ initiative to answer questions autonomously while’s have only general orientations. They must use judgment to manage the unexpected on a daily basis. Holders of these jobs have the know-how and knowledge to adapt systems and procedures or to contribute to their development to continuously improve the level of’ support provided. They are expected to manage resources and accompany and coordinate a team of support staff.

DESCRIPTION OF SPOTS

1. Check the needs for material and human resources in one or more areas of responsibility considered ( WFP facilities, equipment, light vehicle fleet, etc.) via equipment management software and help determine new needs and financial resources, in collaboration with budget managers, in order to allow the execution of operations and services in an efficient and economically rational manner.

2. Ensure the provision of services such as facility management, travel administration, compliance with ( visa protocols, employment authorization, etc ) taking into account the law of the host country and the guidelines of the Ministry of Foreign Affairs ( MAE ) and the management of light vehicles through the various internal tools at WFP and communicate the anomalies to the line manager (s) where appropriate to provide consistent services in a timely manner, in order to provide a healthy and pleasant working environment for WFP staff.

3. Assist in the production of various exported data from the various management tools used by WFP and prepare and write reports, including, to contribute to the provision of accurate information for informed decision-making and to support the effective and timely management of WFP resources.

4. Contribute to the planning, monitoring and enforcement of administrative measures relating, for example, to procurement, finance or human resources, including contracts with external suppliers, to ensure that all data is recorded and processed accurately and in a timely manner in internal MAP systems and that responses are provided to operational issues where appropriate.

5. Adapting and updating administrative procedures and supporting the implementation of the operating procedures, and, in order to contribute to the continuous improvement of administrative services in the area of responsibility concerned and to facilitate internal control.

6. Initiate the request for payment of invoices upon receipt of goods and services provided within the scope of the areas of responsibility under consideration, follow up.

7. Answer a variety of questions related to the provision of administrative services to help solve problems on a daily basis.

8. Coordinate the activities of a team working in the relevant field to ensure that individual and collective objectives are achieved in accordance with applicable rules, policies, procedures and performance plans. Set up a common monitoring system to ensure the visibility of the’ progress of the activities of each member of the’ team and allow members to be aware of ongoing activities to facilitate the back up.

9. Provide technical training on the various aspects of’administration (travel and protocol, fleet management, asset management, etc, etc.) and provide guidance to staff to assist them in interpreting administrative procedures, policies and operations and in using internal systems, and, to ensure the consistency and efficiency of the services provided regardless of who benefits from them.

10. Assure other’ tasks according to possible requests related to the activities of the’administration.

QUALIFICATION AND EXPERIENCE REQUIRED

Education : Possess at least one diploma of’secondary studies preferably supplemented by technical or academic training related to the fields of’intervention of the’administration

Experience :

  • Have at least six (6) years of’ relevant professional experience in’one or more fields of’administration (travel management, vehicle management,’equipment management, etc.) of which at least, one year (01) in’an agency of the United Nations System.
  • Have good teamwork skills in a multicultural environment.
  • Have a good knowledge of the usual’informatique software (Word, Excel, SAP software, management software specific to’administration such as WeTravel, Humanitarian Booking, FMS, )
  • Respecting WFP values: Integrity, Collaboration, Engagement, Humanity and Inclusion
  • Have good skills in Communication, teamwork, results research, Analysis, capabilities of’analyses,’technical expertise, planning and’organization, rigor in compliance with instructions and procedures

Languages : Good mastery of French and Malagasy with a good knowledge of the’anglais du travail.
