Empresa de Tecnologías y Servicios Agrarios, SA, SME, MP, subsidiary company of the TRAGSA GROUP, specialized in carrying out engineering, consulting and technical assistance activities in agricultural, livestock, forestry and environmental matters, seeks to incorporate 1 Fund Manager of delegated cooperation to provide support in the annual budget execution of AECID projects.

Functions and Tasks

  • Responsible for the transversal unit responsible for supporting the AECID (Spanish Agency for International Development Cooperation) for the optimization of Delegated Cooperation projects. His main functions are:
  • Support in the planning and monitoring of budgeting, channeling and management of national and external funds for delegated cooperation.
  • Support the improvement of tools and models for identification, planning, control and monitoring of projects.
  • Support the improvement of the capabilities of economic monitoring, reporting and justification of AECID interventions with delegated funds.
  • Support the improvement of planning, management and control of subsidy and contracting files in Delegated Cooperation.
  • Participate in the preparation, evaluation and review of Contribution Agreement, Strategy or Framework proposals that serve for the formulation of new programs, as well as in the review and correction of the different reports, reports, evaluations or modifications of the different interventions running or closing.
  • As an expert, you will advise the AECID on these matters and fundamentally provide the identification of the causes that may cause bottlenecks in certain Delegated Cooperation Programs or Actions, according to your knowledge and experience, that hinder or prevent smooth execution; anticipating proposals for mechanisms or execution models suitable to confront or avoid these causes of slowdown.
  • It will identify and work preferably with those Delegated Cooperation Programs or Actions that are most likely to require a push or activation from the different countries, determining the keys and giving guidelines for the successful achievement of the actions that have an impact on optimizing the budgetary execution of the funds. of delegated cooperation integrated into the AECID budget.

Specific Requirements

Compliance with the requirements must be justified, attaching in the ‘Annexes’ section of the application (or during the process) the following documents, as appropriate:

  • Official title of the training or proof of payment for the application for the title or academic certificate of the completed studies (including the Final Project).
  • Work life and/or Employment contract that allows verification and accreditation of the required experience.

Training

Title

  • Bachelor’s or Degree + Official Master’s Degree in the branches of Business Administration and Management, Economics, Political and Administration Sciences, Law or Business Sciences (Qualification approved in Spain).

Languages

  • English, Minimum Level B2 (the level will be verified during the course of the Selection process).
  • French, Minimum Level B2 (the level will be verified during the course of the Selection process).

Previous experience

  • At least 10 years of experience in the development cooperation sector
  • At least 3 years of experience in the management, implementation and coordination of EU delegated cooperation projects
