Organizational framework

The main objective of FAO country offices, headed by an FAO Representative, is to cooperate with governments in policy development, programs and projects to achieve food security, reduce hunger, malnutrition and rural poverty; help develop the agricultural, fisheries, forestry and use its environmental and natural resources in a sustainable way.

Hierarchical dependency

The/the holder will be under the general supervision of the a.i Representative FAOR in coordination and under the direct supervision of the Assistant Representative for Programs in coordination with the person in charge of the Social Protection area and Poverty reduction

Field of specialization

Technically assist the Technical Unit of the Social Cabinet and the municipalities prioritized in the process of implementing the Social Protection System, within the framework of Pillar II for economic and productive Inclusion with a Hand in Hand approach, giving main attention to local development agendas, with emphasis on strengthening the management of the driving groups and identifying lines of cooperation with public institutions, civil society organizations and the private sector of the Departments and / or districts prioritized by the Social Protection System and the National Plan for Poverty Reduction ( PNRP )

Tasks and responsibilities

The owner must:

  •  Present a work plan including the time schedule, detailing the activities and tasks related to the achievement of each product.
  •  Support the design and implementation of policies, regulatory frameworks and institutional arrangements that support the promotion of inclusive, equitable, effective and efficient agri-food systems.
  •  Assist local governments in establishing enabling environments, including developing effective investment strategies and plans, programs and mechanisms for governance and coordination, at the intersectoral level, integrated and participatory.
  •  Carry out exploratory visits and dialogues with local actors on the priorities and investment needs in the territory for the preparation of the prioritization diagnosis and identification of opportunities for resource mobilization for the productive investment in districts prioritized by the SPS and the PNRP.
  •  Organize meetings and prepare the methodology to prepare the Base Guide to define the criteria for characterizing prioritized territories of the SPS and the PNRP based on key elements for economic inclusion with an approach Hand in Hand.
  •  Carry out exploratory visits and dialogues with local actors on the priorities and investment needs in the territory to prepare the technical document for the analysis of territorial investments, in the amount of investment, thematic area and source of resources.
  •  Facilitate and accompany the processes of establishment, updating and operation of inter-institutional management agreements and plans between the institutions related to the subject.
  •  Apoyar la implementación de los instrumentos de emparejamiento viables para su aplicación en los 8/12 distritos priorizados en el marco del Sistema de Protección Social VAMOS y el Plan Nacional de Reducción de Pobreza
  •  Elaboración de documentos informativos, estratégicos y de síntesis para uso de la Mesa técnica de servicios para la inclusión económica y productiva, instancia responsable de gestionar los requerimientos de las Iniciativas del nivel local.
  •  Realizar reuniones o talleres virtuales de intercambio y discusión de los principales resultados, con integrantes del equipo interdisciplinario para la inclusión económica y productiva en el marco del Sistema de Protección Social.
  •  Preparar informes mensuales requeridos por FAO.
  •  Brindar otros apoyos técnicos, según se solicite (análisis estratégico, capacitación, etc.).
  •  Support the area of communication and gender in required information on the territory ( information lines and / or photographs ).
  •  Carry out other tasks that, within its specialty, are required by FAO to advance work-related issues.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree in agriculture, economy, territorial development or any other related field. / Master’s degree in economic, social sciences, development, international relations or any other related field
  •  At least 5 years of relevant experience in agricultural development, rural development and/or implementation of projects at the national or regional level with an emphasis on work and relationships with local actors in municipal and / or regional spheres.
  •  Conocimiento del idioma español, guaraní y conocimiento básico de inglés.
  •  Nacional de Paraguay o residente en el país con un permiso de trabajo regular.

Aptitudes técnicas/funcionales

  •  Al menos 5 (cinco) años de experiencia en asesoramiento para el diseño de estrategias, programas o proyectos, vinculados en algunos de los siguientes ámbitos: desarrollo territorial rural, inclusión económica y productiva, agricultura familiar y medios de vida, fortalecimiento organizativo, sistemas agroalimentarios locales, desarrollo de cadenas de valor sostenible, acceso a mercados, movilización de recursos y comercio internacional.
  •  Al menos 3 (tres) años de experiencia en la identificación, formulación y preparación de propuestas de programas y proyectos de inversión.
  •  Experiencia en los procedimientos administrativos, operativos y financieros relacionados del ciclo de proyectos.
  •  Experiencia en la preparación/redacción de planes, estrategias, informes y documentos técnicos en general.
  •  Deseable experiencia actuando con representantes gubernamentales, así como entidades/actores públicos y privados a nivel local.
  •  Experiencia relevante en la recopilación de datos del país para el seguimiento y monitoreo de políticas en los ámbitos señalados.
  •  Conocimiento de los problemas, tendencias y limitaciones en el contexto nacional y local, con especial referencia al hambre, protección social, sistemas agroalimentarios, cambio climático y la reducción de la pobreza.
  •  Se valora experiencia con procesos de integración local y organismos intergubernamentales.
