COOPI is looking for a Regional Administrator in West Africa

In West Africa, COOPI currently has its regional office in Dakar and operates in the Gambia, Mauritania, Burkina Faso, Nigeria and Niger. The region is one of the world’s richest’s in natural resources, poverty and the effects of climate change are combined with insecurity, linked throughout the Sahelian band to the presence on the territory of armed terrorist groups. From an environmental point of view, periods of drought combined with other adverse climatic events contribute to eroding valuable natural resources and fueling tensions between different social groups, such as shepherds and farmers, for the control of the land and water sources. The combined effects of all these phenomena contribute to the increase in the number of displaced persons and migrants. In this context, COOPI’s work in the field is’is still characterized by emergency response interventions and also by the implementation of development programs aimed at strengthening the resilience of communities.

Position objective

L’Regional Administrator ensures the coordination, management, training and support of all administrative activities carried out at the level of regional coordination in the region. As a key member of the regional coordination team, the incumbent will be responsible for ensuring that regional financial management, HR management and administration are consistent with COOPI Headquarters policies and guidelines and local laws. He/She ensures that the quality of the program is in line with organizational standards, He/She supports the’ purchasing, trade and program financing processes, and, by managing funding proposals and reports for the lessor in a timely and accurate manner.

Responsibilities

Coordination

  • Provides support to the budget preparation annual country;
  • Plan the regional budget and its monitoring periodically;
  • Supports the work organization of the Administrators Country by providing the indications ( priority, modality ) of work;
  • Ensures the financial soundness of the Regional Coordination;
  • Check financial strength, administrative percentages and monetary quotas;
  • Prepare and verify the administrative reports requested by the Siege;
  • Ensure active and regular monitoring of the financial aspects of each country concerned;
  • Takes care of the update for the preparation of the budget sheets.

Project management

  • Ensure that the Italy Costs of the countries of competence on the part of the headquarters in Milan are transmitted to the Country Administrator;
  • Ensures the implementation and development of the’achat plan by the country administrators;
  • Supports, where appropriate, monitoring the consistency between project and country accounts, verifying consistency between accounts and other internal documents; and;
  • Verifies and tracks grants to be received.

RH

  • Participates in the selection phase : interviews, tests and final reports;
  • Assures the’assessment of Country and Project Administrators at the end of the contract.

Bilan

  • Verifies that the data provided by the countries are correct and complete for the annual report and that they are transmitted to headquarters.

Reporting

  • Plans and monitors reporting times to be submitted to the Siege and to the’ Abroad in the Countries under Coordination;
  • Supports countries in the verification of intermediate or final reports at the local level; and;
  • Checks the final reports to be transmitted by the Siege;
  • Assures support for audits carried out by the headquarters;
  • Periodically verifies and analyzes the reconciliation of country bank accounts.

Candidate profile

Essential

  • University training in Social Sciences, Sciences d’Affaires ou Techniques;
  • A minimum of five years of relevant professional experience;
  • At least three years of demonstrated experience in international aid and development in African countries in a similar situation;
  • Mastery of the procedures of the main Lessors (ex. EU, ECHO, UN Agencies);
  • Excellent level of oral and written communication, negotiation skills, multitasking and organizational skills;
  • Demonstrated teamwork capacity required;
  • Liaison experience with government / local authorities, IOs and NGOs;
  • Demonstrated ability to work in stressful and pressurized environments;
  • Excellent knowledge of French language.
  • Knowledge of the Italian language;

Desirable

  • Previous experience in a COOPI mission;
  • Work experience in conflict-prone environments;
  • Logistics, supply and security experience ;
  • Experience in personnel management.
