WASH Ambovombe (F/H) – Madagascar At Doctors of the World


Medecins du Monde, a militant medical association of international solidarity, has been committed for more than 40 years to caring for the most vulnerable populations here and there, to bear witness to the obstacles found in regard to’ access to care, to obtain lasting improvements in health policies for all.

As an independent association, we act beyond care by denouncing violations of dignity and human rights and fighting to improve the situation of precarious populations.

In France and abroad in nearly 30 countries, our actions are aimed at facilitating access to the health system by working on 5 priority themes structuring our struggles and our advocacy for health and health care : emergencies and crises, sexual and reproductive health, risk reduction, migration, rights and health and health-environment.

In 2021, the association launched an emergency response in southern Madagascar to contribute to the National Drought Response Plan, which is closely linked to the Ministry of Health. The program helps meet primary health needs and prevent and combat gender-based violence in the context of the humanitarian crisis in the south of the country linked to one of the strongest drought episodes the area has experienced in recent decades. Initially, the emergency response program was implemented in the district of Ambovombe and in the district of Amboasary and had two intervention components :

  • A component in improving access to primary health care for the entire population of the targeted area, complementary to the actions already in place in nutrition, and including, among others, mobile clinic activities, community outreach, referral support, etc.
  • A component for the prevention and management of gender-based violence, including, among others, community awareness activities, psychosocial support for GBV victims, etc, referencing to existing pick-up locations, etc.

Within the framework of’, a project funded by BHA, CHRR in Ambovombe and CHRD in Amboasary benefited from capacity building thanks to the waste management partnerships, infection prevention and control, use of medical equipment, stock management pharmacy, sexual and reproductive health in maternity hospital, etc. WASH rehabilitations were also carried out in the two hospitals in collaboration with existing partners.

MdM also implements capacity building for health care providers in supported health facilities, with regular training and supervision and support for the coordination of health districts. Health facilities benefit from rehabilitation and’equipment to improve the quality of care’. In each of his projects, however, MDM strives to develop a community strategy essential to the improvement of care-seeking behaviors and to the’access of all to the care provided in health facilities.

DESCRIPTION OF THE POSITION :

Under the supervision of the site coordinator of Ambovombe, you reevaluate, on the basis of’an evaluation previously made, the following, WASH rehabilitation and construction needs in three reference hospitals and eight health centres in the districts of’Ambovombe,’Amboasary and Bekily. You supervise work teams whose size and operation may change depending on the context.

Specifically, your missions are as follows :

Representation

  • Represent MdM to the authorities and other technical and/or financial partners on the’activity or the WASH theme, in connection with the site coordinator

Supervision and implementation

  • Participate in the definition and’adaptation of the WASH’activity strategy
  • Provide WASH logistics support to medical teams
  • Participate in the’ hospital hygiene and set up the fight against the vectors of diseases
  • Ensure the quantity and quality of’eau in all activities
  • Sizing of sanitary facilities (showers, latrines, etc.), wastewater treatment systems, as well as their evacuation
  • Managing the project infrastructure
  • Manage the materials of the’ set WASH activity of the project
  • Establish a plan of’achat, stock management and’utilization of materials and construction materials dedicated to the’activity WASH

Administrative, financial and logistical management of’activity WASH

  • Participate in the updating of the contents of the’activity budget and be responsible for budget monitoring
  • Follow-up of the’ logistical support to the’activity WASH
  • S’ensure of compliance with internal procedures

’team management

  • Participate in the recruitment process of your team members
  • Carry out individual interviews of’ performance appraisal
  • Supervise and train teams
  • Ensure compliance with the rules of procedure, the code of conduct, safety rules and MdM values

Communication

  • Organize site or coordination meetings with partners
  • S’ensure of good coordination and communication within teams
  • S’ensure of the transversal coordination of WASH’activity on the area with projects of’ other NGOs, UN agencies or local authorities
  • Participate in the design of communication tools of the WASH’activity

Financing and development of projects

  • S’s ensure compliance with the guidelines of donors when implementing the’activity WASH
  • Participate in the development of new proposals for WASH’activity

Security

  • Collect and update daily information on the’safe environment
  • Establish a safety plan for your work team
  • Remounting incidents, participating in the drafting of the’ incident report and ensuring the follow-up of corrective actions

EMPLOYMENT CONDITIONS :
Open from 15 April 2024 until 31 December 2024
Monthly gross salary of 2,822 euros
Frequent trips to be expected on the programs of Bekily and Amboasary
Equivalent 13th month paid in 2 times – from 6 months of’seniority of actual work
’expatriation premium of 10% of gross salary per month
Support for transport (home – mission), visas, vaccines
Accommodation in a collective house
22.5 RTT /year
5 Weeks paid leave /year
Mutual (60% participation of MdM and 40% of the employee)

Departure alone

PROFILE SOUGHT :

  • Hydraulician engineer, water treatment specialist, environmental management, engineer hydrogeologist and technician in sanitation and / or other technical qualifications related to the fields of activity: waste management, vector control or infectious control
  • At least two years of professional experience in implementing WASH projects
  • Monitoring of drilling in humanitarian environments
  • Supervision or training skills are a plus
  • Ability to establish solid working relationships with colleagues of different functions and cultures
  • Ability to proactively identify and resolve problems related to program implementation
  • An international and humanitarian experience is an asset
  • Project management of construction and/or rehabilitation works (evaluation, sizing, prioritization, reporting, planning of activities, etc.)
  • Logistics : project management in isolated and difficult areas of’access, etc.
  • Knowledge of community, psycho-social and cultural aspects to consider
  • Strong ability to lead a team of direct and indirect collaborators, including partners
  • Strong capacity of’sadaptation in rural areas and arid climate and respect for the rules of life and security of the mission
  • Capacities of’animation and’supervision of’team
  • Great patience and diplomacy
  • Sense of rigor,’organization and methodological and editorial capacities
  • Great autonomy
  • Very good knowledge of’informatique and usual software,
  • Knowledge of technical software in the dimensioning of civil and hydraulic engineering works is an asset
  • Languages : French current in writing and oral essential. English strongly desired. Mastery of Malagasy is an asset.
