Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Strategic Partnerships Division (SPD) works to strengthen UN Women’s position as a partner of choice for gender equality and the empowerment of women (GEWE) among governments and inter-governmental actors around the world. The division is doing this by positioning GEWE in the intergovernmental and multilateral fora and engaging with governments and public institutions as policy, programme and resource partners. A key premise for SPD is that engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization. SPD is responsible for public partnerships and mobilization of regular resources to UN Women.
The UN Women Geneva Office builds and nurtures strategic relationships and alliances with Geneva-based stakeholders that are essential for advancing and successfully achieving the mission of UN Women through partnership development and resource mobilization. These strategic relationships cover a wide range and number of key humanitarian and development partners, including delegates appointed to the UN, International NGOs, UN Geneva-based agencies, as well as the private sector, foundations, academia, think tanks, and the media. The UN Women Geneva Office is responsible for non-core fundraising for building capacities of and supporting country offices in resource mobilization for UN Women’s work in humanitarian settings.
Under the joint supervision of the Chief of Public Partnerships (relating to key regular resources partners) and the Director of UN Women Geneva (relating to humanitarian financing) the Partnerships and Humanitarian Funding Specialist will support the implementation of the corporate Public Partnership and Resource Mobilization Strategy with a particular focus on selected donor countries for the mobilization of regular and other resources, and establish and implement a resource mobilization strategy for humanitarian funding.
Duties and Responsibilities
Public Partnerships: Manage the external relations and overall partnership of assigned funding partner portfolio:
- Develop and implement partnership, advocacy and resource mobilization strategies and workplans for assigned government funding partners in coordination with different UN Women divisions, and Regional and Country Offices;
- Implement and manage resource mobilization activities with the objective of increasing unrestricted Regular Resources and flexible and predictable earmarked humanitarian funding;
- Identify possible sources of new and continued funding;
- Monitor and evaluate existing resource mobilization channels to ensure achievement of UN Women resource mobilization goals to meet the objectives and financial targets of the Strategic Plan;
- Monitor global trends in development cooperation and aid, resource partner development policies, budgets, systems and procedures, and revise UN Women partnership and resource mobilization strategies, activities for assigned resource partners as required; take appropriate action and/or advise UN Women senior management;
- Facilitate and maintain high-level contacts with senior officials of missions to the UN and departments of assigned funding governments to promote, advocate, mobilize and influence cooperation with UN Women to ensure the Entity’s resource base and the attainment of its outcomes and outputs;
- Negotiate terms of agreements of funding consistent with UN Women Rules and Regulations, policies and procedures;
- Advocate for gender equality and women’s empowerment and UN Women normative, coordination, and operational work in alignment with the Sustainable Development Goals and the Entity’s Strategic Plan with portfolio partners.
Public Partnerships: Lead and oversee the capturing and dissemination of partner intelligence and proactively support field and HQ offices on resource mobilization and partnership opportunities:
- Act as the central capacity for capturing real-time intelligence on partner policies and priorities for dissemination to offices globally, to promote win-win partner engagement;
- Prepare comprehensive and substantive briefs, reports, statistics, revenue projections and requirements for Executive Director’s meetings with minister-level counterparts, senior funding government officials, senior parliamentarians, or heads of major institutions;
- Share knowledge on resource mobilization with colleagues outside the Resource Mobilization Section;
- Work with other sections and offices in developing and implementing visibility products regarding partner enabling of joint results;
- Advise field and HQ offices of funding opportunities for Other Resources and on their relations with assigned partners;
- Guide and support field offices to prepare and package programme proposals for assigned resource partners;
- Encourage timely and quality donor reporting from grant-holding offices;
- Coordinate donor assessments and field visits;
- Work especially closely with the Regional Offices and Liaison Offices, as well as relevant National Committees.
Humanitarian Funding: Advance Geneva-based intergovernmental relations and manage the humanitarian donor landscape
- Lead donor relationship building within the intergovernmental sphere of Geneva, including with UN Missions, Embassies, INGOs and Sister Agencies, particularly those in the field of Human Rights and Humanitarian work;
- Liaise with Geneva-based humanitarian donors to ensure UN Women’s optimal positioning as partner of choice for GEWE, and recipient of humanitarian funding;
- Manage the relationships with key partners, in close coordination with PPS and with respective Partner Focal Points in HQ and ensure outreach and engagement are well attuned to corporate guidance and strategies;
- Define and promote UN Women’s comparative advantages to ensure strategic collaboration with Geneva-based Sister Agencies and strive for most efficient partnerships within UNDS workstreams pertaining to the HDP Nexus;
- Facilitate close alignment between Geneva-based programmes/thematic partnerships and UN Women strategies including the Humanitarian Strategy and the Public Partnerships and Resource Mobilisation Strategy to maximize outcomes within UN Women’s humanitarian portfolio;
- Provide strategic advice to Geneva Office, as well as RO/CO where applicable, on building and maintaining partnerships with Geneva-based HDP Nexus actors and on respective funding opportunities.
Humanitarian funding: Oversee donor intelligence and knowledge management
- Keep abreast of intergovernmental discussions of Geneva-based actors, particularly pertaining to Humanitarian issues;
- Monitor, analyze and report on developments within humanitarian funding and serve as knowledge hub on donor intelligence on humanitarian funding, providing regular updates on donor’s humanitarian profiles including emerging opportunities to the Geneva Office, HQ, ROs, as well as COs;
- Liaise closely with ROs/COs on timely engagement with key partners for effective advocacy and tailored targeting of humanitarian donors to secure additional non-core resources;
- Serve as interlocutor between PMSU, SPU, Evaluation and ROs/COs to facilitate high quality and timely submission of donor reports of humanitarian programming and identify and address respective capacity building needs accordingly;
- Serve as interlocutor between PSMU, Legal and ROs/COs on all matters pertaining to corporate requirements to receive and implement humanitarian funding.

Required Skills and Experience
Education and certification:
- Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women’s studies, or a related field is required;
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 7 years of progressively responsible experience in partnership management, resource mobilization, communications/ advocacy, and/or business development is required;
- Experience working with international institutions and government partners is required;
- Experience in fundraising for gender responsive programmes, including in the area of humanitarian action/women peace security and the Humanitarian-Development-Peace Nexus is required;
- Experience working with stakeholders and donor partners on humanitarian funding is desirable;
- Experience working on gender equality issues is desirable;
- Experience working in the UN system is desirable;
- Experience working in various country and regional settings is desirable.
Language Requirements:
- Fluency in English is required;
- Knowledge of another UN official working language is desirable (French, Arabic, Chinese, Russian or Spanish).
