HAMAP IN BRIEF

The mission of’HAMAP-Humanitaire is to allow the populations of’ to access, find and develop their land and water resources.

Faced with conflicts and climate change, HAMAP-Humanitaire supports local organizations in their projects of demining territories,’ access to’water and’ sanitation, of’, agriculture, agriculture, by promoting a respectful use of the’environment.

HAMAP-Humanitaire S’ partners with other’ organizations to jointly meet essential needs such as’education and health.

THE WATER, HYGIENE AND SANITATION POLE

The mandate of’HAMAP-Humanitaire is to allow the’access to the’eau and’sanitation of the most vulnerable populations in 18 countries, in urban or rural areas, through the creation of adequate’infrastructures, the training of the actors in charge of the management and maintenance of the service and the sensitization of the users to a responsible consumption, with practices respecting the standards of’ hygiene necessary for good health.

Consisting of’a Head of pole and 3 of project leader, the pole leads about 25 projects per year, lasting from 12 to 36 months. The’ team generally works in support of decentralized cooperation actions of French local authorities with local authorities in the south, including, but also directly with local civil society organisations and with the’engineering offices.

RESPONSIBILITIES OF THE POSITION

Within’a team of 15 people, the’ administrative and financial support officer of the EAH cluster will work under the responsibility of the head of the EAH cluster and will have functional links with the project managers. Its role will be to support project managers in the legal, financial, logistical and administrative management of their projects.

1. Support for procurement

▪ Drafting of terms of references and specifications for purchases of services (type technical studies of project), works (drilling, adduction of’s) or equipment goods’s ;

▪ Publication of’offer and studies of responses with the project manager and the procurement committee ;

▪ Contractualization with the’company or the chosen provider.

2. Support for financial management, and budget monitoring

▪ Management of billers and monitoring of project budgets (between 100k and 1M) ;

▪ Verifies the conformity of supporting documents ;

▪ Establishes invoices for donors and contributes to the preparation of the financial reports.

3. Administrative support for partnership and donor relations

▪ Support for the drafting of projects, at least definition of budgetary and financial modalities ;

▪ Support to the progress report of projects including monitoring of the administrative and financial file ;

▪ Support for the closure of projects : constitution of the final administrative and financial file.

4. Cross-cutting sites

▪ Creation of’a library of standard documents, terms of references, contracts,’analysis matrix
offers, closing etc… ;

▪ Updates dashboards ;

▪ Processes the classification and the’archiving of documents ;

▪ Participates in the times organized around the axes of work and improvement within the Pole.

RESEARCH PROFILE

Knowledge and Know Doing Research

  • Training

Essential: Bac + 2/3 BTS / DUT accounting, administrative management or equivalent.
Appreciated: International solidarity / humanitarian aid, Bioforce.

  • Professional experience

Essential: 6 months to 2 years of previous professional experience in an equivalent position.
Appreciated: Experience in NGOs, development agency or highly desired community.

  • Knowledge and skills

Essential: Financial and logistical skills.
Appreciated: Interest in the associative world and international solidarity.

  • Languages

Indispensable: fluid English / fluid French.

  • Computer Science

Essential : Office Pack including Excel/Accounting Software.
Appreciated : Management tool.

  • Expected personal characteristics

Be methodical, rigorous, organized and responsive.
Have a sense of responsibility, be proactive and autonomous.
Have good writing skills.
Relationship, diplomacy and teamwork skills.
Written and oral communication skills in french and english.

PROPOSED CONDITIONS

Status : employee in CDD of 6 months from’April 2024 with the possibility of leading to a CDI.

Compensation element

  • Monthly gross salary : 2000€ (re-evaluation to 2100€ during the passage in CDI).
  • Working time: Package days of 217 days per year.
  • Teleworking: 2 days a week possible.

Costs taken care of

  • Insurance : Mutual 50% supported by HAMAP.
  • Transport : Support of 50% of the’public transport subscription.
  • Ticket restau : Titles restaurants d’a face value of 8 euros (60% support by HAMAP).
  • Paid leave plan : 2.08 days per month worked + JDR (the days of recoveries relating to the days package are determined at the beginning of each year).
