Transparency and Compliance Specialist At Counterpart International


In El Salvador, Transparency and Accountability Activity in the Public Sector ( TAPS, hereinafter ) the Project “, is a five-year project funded by the United States Agency for International Development ( USAID ) that seeks to improve transparency and accountability of Salvadoran State entities, including municipalities, and compliance with anti-corruption policies; as well as increasing citizen participation and control over state activity to prevent and combat corruption.

For this purpose, Counterpart seeks a/a specialist in transparency and compliance with solid knowledge of the national public sector to collaborate in the technical and operational execution of assistance activities aimed at public entities selected by USAID.

Responsibilities

  • Contribute to the design and implementation of specific work plans and activities with entities benefiting from the Project.
  • Prepare terms of reference for the hiring of consultancies and services in accordance with the approved work plans.
  • Prepare proposals for event agendas, as well as the preparation of related documents, and coordination with suppliers, partners and other project members.
  • Provide technical assistance directly, or through consultants and subcontractors, coordinating the activities entrusted to it.
  • Supervise the execution of consultancies and subcontracts, receive technical products, prepare recommendations and manage corresponding approvals and payments.
  • Prepare technical reports and opinions on the activities and objectives of the Project.
  • Design and implement training activities aimed at public servants of beneficiary entities.
  • Coordinate with the rest of the Project teams, for the articulated execution of technical and operational activities.
  • Provide inputs for the preparation of reports and reports required by the Project, beneficiary entities or the donor.
  • Collaborate in the preparation of documents such as notes, memoranda of understanding, agreements or others that are required
  • Manage with partner teams and promote communication for the development of scheduled assistance activities.
  • Propose management models, standards and strategies for internal compliance and control within beneficiary public entities.
  • Manage documents such as files, consulting products.
  • Others that are requested and that are related to the objectives of the Project.

Qualifications

  • Graduated professional in the areas of legal science, political science, industrial engineering, international relations, administration or related careers.
  • Experience of at least 8 years of work in the public or private sector, preferably in the implementation and monitoring of cooperation projects.
  • Experience in compliance areas, mainly in the public sector, as well as in analysis and design of management and internal control models, management and compliance audits, implementation of standardized models and their evaluation, handling of complaints and non-conformities, risk analysis.
  • Knowledge of the national public sector and the national and regional socio-political context, development cooperation and the 2030 SDG agenda.
  • Experience in the design, implementation, monitoring and evaluation of awareness-raising, education and training processes for public servants and civil society.
  • Management of computer tools, including Office: Word, Excel and PowerPoint.
  • Ability to organize and monitor technical activities.
  • Ability to analyze, write and edit documents and reports.
  • Proactivity and ease of teamwork.
  • With lobbying, negotiation and agreement management capacity.

Preference:

  • Intermediate level of the English language.
  • With complementary training and / or outstanding experience in matters of administrative law, compliance, management control, regulatory improvement or the like.
