Training and Curriculum Expert At Adam Smith International


The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-months (2021 – 2025) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The programme provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

REMIT has prioritised an in-depth evaluation of FBR’s current training systems. The primary goal is to evaluate and revamp FBR’s training framework thoroughly. REMIT aims to establish a clear understanding of the existing gaps and areas of improvement and subsequently charter a roadmap that not only proposes relevant reforms but also provides a strategic framework for their effective implementation. This roadmap will serve as a guiding document to ensure that reforms are conceptualised and realised, leading to tangible improvements in FBR’s operational efficiency and effectiveness. A key objective of the assignment is to modernise the training curriculum, integrate global best practices and ensure its relevance to contemporary fiscal challenges.

Job Summary

The Lead Training and Curriculum Expert at REMIT will spearhead the strategic overhaul and modernisation of the training curriculum for FBR. This pivotal role involves a comprehensive review and adaptation of existing training content, ensuring alignment with the latest global practices in taxation, investment, and trade. The expert will collaborate with subject matter experts and instructional designers to create engaging and relevant training modules, case studies, and comprehensive manuals. A key aspect of the role is the implementation of innovative training methodologies, such as practical simulations and interactive case studies, to enhance the learning experience. The expert is also responsible for tailoring the training to different levels of FBR personnel, from junior executives to senior leaders, ensuring that the curriculum meets the specific needs of each group.

Duties and Responsibilities

  • Curriculum Development: Design and modernise the training curriculum for FBR, incorporating current best practices in taxation, investment, and trade.
  • Content Review and Tailoring: Review and adapt existing training materials to suit different roles within FBR, from junior executives to senior leadership.
  • Stakeholder Collaboration: Work with experts to develop relevant training modules, case studies, and manuals.
  • Training Methods: Support FBR in implementing new training approaches, including practical case studies and simulations.

Qualifications and Experience:

  • Master’s degree in education, Curriculum Development, Public Administration, or related field.
  • 10+ years in training needs assessment, curriculum development, and public administration training. Experience with taxation and customs is a plus.
  • Strong analytical and curriculum design skills.
  • Knowledge of modern training methodologies.
  • Ability to interact with high-level stakeholders.
  • Familiarity with FBR IRS and Pakistan Customs domains.
  • Strong analytical, research, and organisational capacities.
  • Exceptional written and verbal communication abilities.
  • Prior training and workshop facilitation experience is a plus.

Reporting

The “Training and Curriculum Expert” will report to the REMIT Team Lead and REMIT Tax Lead.

Level of Effort (LOE)

The level of effort for this assignment is around 60 days.
