1. Health South
Health South is an international NGO committed to the right to health for all. Our programmes are designed according to a public health methodology based on rights and gender equality. Since 1984, we have been acting without a substitute, building the capacity of our local partners to ensure that each and every· has access to quality care. Our partners are the ACTORS of the health systems (public health authorities, primary health services and reference), the local authorities of our intervention regions, etc, civil society organizations committed to the right to health and to the people of the world.
Because everyone has the right to be well cared for, together we build more effective and virtuous health systems and strengthen the power of people to act on their health.
Currently, Health South leads projects in West’ Africa, the Maghreb, Madagascar and Mayotte around 5 themes of action : Fight against priority diseases ; Medicalization of rural areas ; Community health ; health, sexual and reproductive rights and gender equality ; Childhood : health and development.
Since 2012, Health South is an association of the SOS Group.
2. Expertise objectives
- PREPARATION – General Council on the procedure: the service provider· conducts regular interviews with the staff of Health South concerned to clarify the procedure necessary for the creation of the’association.
- REQUEST FOR AUTHORISATION – Support for the drafting of the request for authorisation and the compilation of relevant documents and annexes: the provider· approaches the ministries and administrations concerned and accompanies Health South in the development and submission of the file necessary to’ obtain the required authorization. The service provider also carries out all the follow-up procedures associated with this request.
- DECLARATION OF L’ONG – Accompaniment in the declaration of L’ONG to the local administrative authority: the provider shall draw up a list of documents to be submitted for the declaration, transmit templates and accompany the drafting of the documents (statutes, minutes of the constitutive general meeting…) and to’ obtaining provisional and definitive receipts.
3. Expected results
- The service provider filed the authorization request with the competent authorities and carried out the associated monitoring procedures
- The NGO’s declaration to the local administrative authority is made as well as the provisional and final receipts are obtained.
4. Desired methodology
- Before the start, the Monitoring Committee ( National coordinator in Morocco, Administration and finance officer in Morocco, Head of administration and finance of the headquarters, Managing Director ) will organize a framing meeting with the consultant
- Throughout the consultation, the consultant will work in close collaboration with the Monitoring Committee, which will provide the necessary support for the smooth running of the support.
- Iel will be led to· to go to the establishments of the administrative authorities to file /collect the files.
- The provider shall draw up the list of documents necessary for the procedure and shall communicate the list to the Steering Committee, which shall forward them to it.
- Given the sometimes unpredictable context, the· consultant will have to remain flexible.
5. Profile sought
Qualifications & skills
- Consultant or law firm with a specialization in business law
- Mastery of Moroccan legislation
- Experience in setting up’entreprises /d’associations abroad in Morocco
Language skills :
- The provider must be bilingual in French and Arabic.
Digital skills :
- Several meetings will be held on Teams. The provider must therefore master the’computer tool.
