TITLE OF PROJECT: Protection and full protection of the rights of indigenous and displaced women and girls affected by the humanitarian crisis in GAO, Mali.

We joined the International Federation of’ActionAid, which has allowed us to extend the network of countries in which we work, to more than 40 on 5 continents, to reach more people, to, to make our projects more visible and’ be more effective in the face of our political pressure.

From 2022-2023, APS implemented a protection and resilience project in the GAO region of Mali. This project aims to ensure the protection and full protection of the rights of women and girls in the context of the serious humanitarian crisis in the Gao region, in the north of Mali. Specifically, it aims to strengthen mechanisms for the protection and resilience of indigenous and internally displaced women and girls who are victims of sexual and gender-based violence (SGBV) in Gao, Gao, in Mali, in the communes of Anchawadji, Gounzeye, Soni Ali Ber and the urban commune of Gao, by promoting their access to reinforced multisectoral systems for prevention and response to VSBGs ; by improving their level of food security and their access to the means of living; by promoting their access to food security’water and sanitation resources in conditions of safety and dignity; and by enhancing their access to safe, women-run peacebuilding resources. We will work with an approach based on rights, gender equality, do no harm and triple nexus, he said, using a participatory methodology where rights holders are at the centre of the humanitarian response.

At the end of this project, a final evaluation must be carried out in order to measure and capture the immediate impacts and changes made through the project.

OBJECTIVE OF THE EVALUATION.

The objective of this evaluation is to determine the relevance and achievement of the objectives and results, as well as the efficiency, effectiveness, impact and sustainability of the project, implemented by Alianza and its local partner GREFFA. The assessment should provide reliable information that enables lessons learned to be integrated into the decision-making process and capacity building within the team, so that future actions are strengthened and the value or importance of an activity or program can be determined.

Use and expectations of the evaluation.

The recommendations will be used by Alianza and the GRAFFIA team and local actors to improve the ongoing interventions in the area and thus promote quality, impact, relevance, and, effectiveness and efficiency of interventions.

End users of evaluation :

  • Local community structures including local youth and women’s organizations…
  • Alianza and GRAFFA.
  • Structures that provide VSBG services including legal support as well as those involved in the area of local community resilience.
  • Other interested parties: public institutions of the Gao Region and its corresponding districts, different NGOs with actions in the region, members of clusters and specialized technical services of different IGOs.

The local partner and key stakeholders.

GRAFFA is a local non-profit organization in Mali whose main target groups are women and children. Created in 1994, it aspires to a peaceful social life in which the place of women is recognized and valued.

The mission of GRAFFA is to contribute to the construction of a just and equitable society based on the empowerment of populations for regional and national development. Its objectives are to bring together, organize and sensitize women for their effective and efficient integration into their own development, promoting the participation of women in development through research, training and, information and action for their social, economic, political and professional integration.

It has the following governmental structures: – General Assembly – Board of Directors ; – Directorate ; – Supervisory Board.

Since 2012, she has been working on humanitarian response programmes for the people of the Gao region in the face of the crisis caused by the conflict, that is why it has established its intervention strategy based on 3 pillars :

* Within the framework of protection and within the framework of the gender and not harm approach, GRAFFA assists and pays tribute to the survivors of GBVs, mainly women and minors. It is a global assistance where health centers, the GAO Hospital and existing referral centers (such as UNFPA’s ONE STOP CENTER) for VBGs survivors play a fundamental role.

Starting points : 1. Utilize existing protective structures by strengthening primary health care centers, referral centers, hospitals and the ONE STOP CENTER. Support to improve’ access to sexual and reproductive health services (Safe spaces, mobile medical teams and youth participation), but also community prevention and response committees, monitoring committees, etc, d’early warning,’assistance and response. 2. Integrated, confidential and quality health services for a multisectoral response to GBVs in emergency situations. 3. Emergency psychological support and safe spaces for survivors/es. 4. Financial support for survivors in recovery.

* In a VARD approach, GRAFFA provides a short-term response in terms of food security and WASH to families affected by the conflict, especially families and internally displaced persons. These urgent response actions are accompanied by actions to promote community resilience for the protection of livelihoods (mainly agricultural). In this sense, women (mainly those most affected by the conflict) are given special attention by’.

* The GRAFFA humanitarian strategy incorporates the triple nexus approach, including the peacebuilding actions. In the context of Mali, with the current conflict and the increase in inter-community and intra-community conflicts, it is necessary that the intervention strategy consider this component and ensure the participation of women and young leaders of local organizations in peace committees.

  • Beneficiary population in internally displaced persons sites and in’accueil communities, in particular women and girls.
  • Women members of agricultural cooperatives.
  • Community relays
  • The decentralized services of the’State (Health, Agriculture, Protection of women,’child and the family, Water and forests, Sanitation, Hydraulics, Livestock, Social Development, and the town halls of the respective municipalities)
  • Community leaders, traditional and religious authorities.
  • The respective clusters in protection, WASH, and Food Security
  • The forces of’order and security and justice

The selection of the consultant will be made on a competitive basis in accordance with the following selection criteria :

  • Master’s degree in social sciences preferably in economics, gender, development cooperation or humanitarian action.
  • 3 years of experience in monitoring and evaluating projects, developing humanitarian action and / or development cooperation interventions with a gender perspective.
  • At least 5 prepared evaluations, including 3 in the area and areas of project intervention.
  • Protection, gender and VBG experience and knowledge.
  • A good knowledge of the socio-political context in Mali, as well as the specific conditions that affect women and girls.
  • Experience demonstrated in the management of the evaluation team and the conduct of workshops to restore the results of the evaluation.
  • Specific training in methodologies and application of social research techniques. Knowledge of the methodologies used to collect qualitative and quantitative data.
  • Excellent analytical and communication skills.
  • Capacity in the production of’assessment reports.
  • Ability to work in a team and with other stakeholders to ensure the delivery of’a high quality product on time.
  • Excellent command of French and command of the local language will be appreciated (Songhai, Peulh, Tamashek and Bambara) necessary for field work.

The CV must include the evaluation work carried out in the last 3 years at least, highlighting the role developed within them.

The natural or legal person responsible for the’assessment must be sensitive to considerations of gender,’ ethnic origin,’age, sexual orientation, language and other differences. Similarly, the human rights and cultural differences as well as the customs, beliefs and religious practices of all those involved in the assessment process must be respected.
