The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 35 countries offering humanitarian assistance to the most vulnerable population. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal assistance, education, accommodation and infrastructure interventions, water and sanitation, and livelihoods. NRC is an organization with a high international reputation for humanitarian assistance and has been working in Latin America for more than 30 years leading humanitarian action in many of the countries where it operates. In Mexico, NRC has been collaborating with local partners since 2019 and is currently expanding its reach,initiating activities through direct implementation with personnel hired by NRC in Mexico, assisting displaced persons in the intervention areas in the country.

JOB DESCRIPTION

  1. Objective

The purpose of the position of Technical Protection Assistant is to assist in the implementation of field activities and case management of people in need of protection in accordance with the programmatic strategy of NRC in Mexico. The main themes of work could revolve around psychological first aid, mental health and psychosocial well-being, among others.

2. Main responsibilities

  • Protection case management: needs assessment, development and implementation of individual plans, including security planning, case closure.
  • Ensure that assistance is directed to the neediest participants, explore and evaluate new and better ways to help.
  • Recognize people at high risk of rape and determine the level of risk of the case, establish security plans for each case that needs you.
  • Responds to immediate life-saving needs and supports the participant in recognizing key issues and developing an individual action plan
  • Implement individual plans, providing emergency assistance and assistance for durable solutions.
  • The participant endures with the first psychological help, which he hears actively, identifying signs of stress and responds appropriately. Evaluates the mental health and psychosocial well-being of the participants, making external broadcasts where necessary.
  • Identify potential barriers in accessing services and support the participant in finding their best solution.
  • Maintains a people-centered approach, while evaluating and finding out the information to manage reference to specialized services.
  • It records physically and digitally the information on the activities carried out in the program and information regarding cases.
  • Ensures regular case follow-up with home visits, monitor tours, and eventually a follow-up phone call.
  • When required, accompany the population during efforts in public and private institutions to achieve rights and access basic services.
  • Review the individual action plan eventually new protection needs arise until the case is closed.
  • Collect data disaggregated correctly, apply protection information collection protocols, and update databases accurately and daily.
  • Collect information on gaps and protection needs of people of interest.
  • Develops briefings in protection communities to inform participants of available services and possible assistance options.
  • Link a healthy and positive workspace.
  • Facilitate the integration strategy between the Protection competence and the other key competences and support the needs of collaboration with the other key NRC competences.
  • Another activity assigned for the development of the protection program.

3. Competences:

Graduated professional Bachelor of Science in the area of social science or career in order

Knowledge of human rights, international humanitarian law, International Refugee Law and Guiding Principles on Internal Displacement.

Minimum experience of two (2) years of work in similar positions, in handling protection cases, preferably in the humanitarian field.

Previous experience in caring for victims and vulnerable groups.

Experience in psychological first aid

Knowledge and / or experience in issues related to forced displacement, humanitarian assistance and protection.

Knowledge of the context and the political and social situation of Mexico.

Ability to plan and develop advocacy plans.

Analysis and research capacity.

Skills to manage information and prepare reports.

Knowledge of project cycle management

Experience in the use of MS Office (Word, Excel, Power Point) and databases.

Skills in interview techniques for vulnerable populations and victims of violence.

Ability to provide an immediate response to identified cases.

Excellent interpersonal relationships, teamwork ability, positive attitude and ability to solve complex situations.

Excellent skills for oral and written expression in Spanish.

Availability to travel

Desirable:

Knowledge of the structure of the State and public policy for the care of people in need of international protection and the national protection system of Mexico.

Knowledge of the humanitarian context and social organization structures in Mexico.

English language management.
