Technical Monitoring and Evaluation Officer – CDMX At Norwegian Refugee Council


The Norwegian Refugee Council ( NRC ) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 35 countries offering humanitarian assistance to the most vulnerable population. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal assistance, education, accommodation and infrastructure interventions, water and sanitation, and livelihoods.

one. Objective

The Norwegian Refugee Council seeks for the Mexico office an enthusiastic and highly motivated profile, with solid experience in information management and data analysis to improve the implementation of programs and projects. He will be responsible for guaranteeing the execution of the activities in his charge and in the intervention areas assigned according to the quality parameters established for the monitoring, evaluation and learning processes.

2. Main responsibilities

  1. Guarantee the execution of the activities in their charge and in the assigned intervention areas according to the quality parameters established for the monitoring, evaluation and learning processes.
  2. Support the implementation of monitoring, evaluation and learning processes for NRC humanitarian programs
  3. Provide technical assistance to programs, counterparts, M&E assistants, IM and accountability staff regarding the adequate collection and archiving of data and means of verification of the indicators.
  4. Ensure that the data reported by programs on the online project monitoring platform, documentary media, reports and databases are consistent, complete and under the quality standards determined by the criteria for checking product information and results proposed by NRC
  5. Generate monthly project monitoring reports and socialize results versus goal achievement/indicators with the focal points of programs responsible for timely implementation and other people interested in monitoring the project
  6. Monitor compliance with activities with participants during their participation in programs.
  7. Ensure the proper use of the means of verification, established by each NRC Basic Competition / program and Contribute to design information entry forms and data collection tools in the field, in compliance with the minimum standards of the country operation and donors.
  8. Under the supervision of the Monitoring and Evaluation Management, provide support and technical training, receive execution reports, preparation of minutes and follow-up with the focal points of the counterparts in the projects in which the NRC is associated.
  9. Direct learning exercises within the NRC and with the populations participating in the projects and partners to capture lessons learned
  10. Regularly review project or project indicators assigned according to M& guidelines&E and the NRC Theories of Change and Provide consolidated data inputs from projects for the development of reports to the donor.
  11. Coordinate M&E activities and support accountability exercises on specific issues related to project execution with multiple NRC actors
  12. Monitor and develop related data collection software and database systems if necessary, carrying out necessary repairs, updates and improvements. keep
  13. Enter indicator data to the official NRC platforms: GORS, CORE, PowerBi, W365, Excel, among others.
  14. Generate annual single beneficiary projections to be reached, and provide quarterly data regarding the count of unique beneficiaries reached in the country operation
  15. The others assigned by the supervisor in fulfilling the objective of the position.

3. Professional Competences

Required:

  • Professional in social sciences, economics, international relations, statistics, administrative sciences or related careers (required)
  • At least three or four years of work experience in systematization, monitoring, evaluation and learning processes in social and / or humanitarian projects, (required).
  • Preferably with experience in international cooperation projects (desirable)
  • Technical English Knowledge (required)
  • Verifiable experience related to the responsibilities of the position (required)
  • Previous work experience in complex and volatile contexts (desirable)
