Technical Coordinator (Governance Unit) – open to nationals of member states At Commission of the’Indian Ocean


Indian Ocean Commission :

Created in 1984 by the Victoria Agreement, the Commission of the Indian Ocean’ is an intergovernmental organization of regional cooperation which brings together 4 ACP States (Comoros, Madagascar, Mauritius, etc, Seychelles) and an outermost European region, Reunion (french department of’outer-mer). Because of their geography, history and culture, the Five (5) islands share common values and interests in the face of changes in their environment. The mission of the IOC is to strengthen the links of’ friendship and solidarity between peoples and to contribute through regional cooperation to the sustainable development of its Member States. The IOC is the only African regional organisation composed exclusively of’iles,IOC’s specialises in defending the island interests of its Member States, which share isolation, tight markets, environmental fragility and exposure to natural disasters. Over the years, it has become the natural setting for regional cooperation in the southwestern part of the’Indian Ocean, the IOC has seen its missions evolve to take account of new regional needs and meet the challenges facing it. Food and energy crises, global warming, the liberalization of world trade indeed imply new forms of growth and solidarity The various reflections on its role have made it possible to clarify its strategic axes and its fields of intervention around politics, diplomacy, human development,securing regional space, economic growth, a resilient and sustainable common island and ocean environment as well as the identity and promotion of Indianocania. IOC is also an actor in democratic stability and crisis prevention. It is thus an intergovernmental organization whose action interests and impacts of diverse audiences: political and social leaders, opinion leaders, media, NGOs, entrepreneurs and business circles, young people and students, general public in member countries. It is also in close contact with stakeholders outside the region: donors, other international organizations and international companies, among others. COI / AC / 2024/001 The action of the IOC first involves dominating the technical know-how of the various projects for which it is responsible,but also to ensure « to indicate » without which the human and budgetary efforts deployed would remain largely useless. The IOC General Secretariat has observed growth in its portfolios and funding for several years for the implementation of projects affecting increasingly diversified sectors.

The governance unit :

  1. The founding act of the Indian Ocean Commission ( COI ) conferred a role in the field of peace and stability on this « regional proximity organization », which is based on diplomatic cooperation between member states as well as the creation of an area of peace and prosperity in the Indian Ocean. The Heads of State and Government of the IOC, meeting on July 22, 2005 at the Third Summit, reaffirmed their will to strengthen political, diplomatic and security cooperation, which is a priority for the IOC member states.
  2. This political will was reinforced by the 32nd Council of Ministers of March 2017 in Saint-Denis de la Reunion, during which, the Council renewed its support for the Secretary-General’s’action as a’actor committed to the service of peace and political stability in Indianoceania, while calling on the General Secretariat to also seek other partnerships to perpetuate the regional’action in favor of peace and stability, as well as the mechanisms and structures related to it.
  3. This role of the IOC in the field of peace and stability responds to the needs of Member States in crisis prevention, peace promotion, etc, stability and governance of. In this respect, specific actions are part of political mediation initiatives and the deployment of’ electoral observation missions have been carried out by the IOC in response to the requests of its member States.
  4. However, it must be noted that the IOC has so far failed to fully play this role in the field of governance, peace and political stability ; and to provide the necessary support in response to requests from Member States. This is particularly due to constraints related to financial capacity and weak technical and human resources, which constitute an obstacle to the systematization of its framework of intervention and to the holding of its role of’ of proximity for the Member States. The creation of this Unit is the’one of responses provided by the IOC to fill this gap.
  5. To that effect, the 33rd IOC Council held in September 2018 in Mauritius addressed a solemn appeal to « partners to support this political will of » member states while recalling « the role fundamental of the IOC in the service of peace and political stability in Indianoceania ».
  6. The feasibility report of the GPS project highlighted the need to create a department in charge of democratic governance at the IOC and this in connection with internal restructuring through L’ adoption of the new Strategic Development Plan (SDP) 2023-2033. To that effect, the 37th Council of the IOC has taken the decision to proceed with the creation of’une « Governance Unit within the General Secretariat which has in particular the mission to ensure, among others, the secretariats of the’Association of Parliaments of the Commission of the’Indian Ocean and the platform of women in politics of the’Indian Ocean.   7. The’Governance-COI Unit is established hierarchically under the Domain of’Intervention 3 : « Governance and parliamentary diplomacy, sustainable agriculture and fisheries » of the General Secretariat.

The technical coordinator, responsible for the sub-unit (secretariat) of support to Association of Parliaments of IOC Member States (AP-COI) and the Platform of Women in Politics of the Indian Ocean (PFPOI) is related to « l’Governance Unit ». It will be under the direction of the Mission Officer and the technical supervision of the Head of the GPS project. The GPS project, and more specifically the’technical assistance, remains responsible for the production of the deliverables that remain associated with the GPS project. The technical coordinator is hierarchically linked to this project until its closure. The technical coordinator of the’AP-COI and PFPOI support sub-unit will support the objectives of IOC focus area 3 and Strategic Development Plan (SDP). The position is based at the IOC General Secretariat in Ebene, Mauritius.

Specific Tasks

The main tasks of the technical coordinator of the AP-COI/PFOI sub-unit are as follows: 4.1.1 Accompany and support the AP-COI and PFPOI networks.

➢ Preparation, monitoring and support of the implementation of the’AP-COI plan of action and any other tasks delegated by any other organ of’AP-COI.

➢ Organize follow-up and’assessment meetings with the actors of the’AP-COI and PFPOI.

➢ Support the structures of’AP-COI and PFPOI in the drafting of reports, the organization of technical and strategic meetings and any other request necessary for the implementation of’action plans.

➢ Ensure the’ execution of the decisions of the Conference of Presidents, make all arrangements to this effect.

➢ Write the annual report of the activities of’AP-COI.

➢ Carry out an analysis of human and financial resource needs of the structures of’AP-COI and PFPOI in order to perpetuate the action of these networks, by, in consultation with GPS experts and governance structures of regional platforms.

➢ Ensure the proper administrative functioning of’AP-COI and PFPOI.

➢ Support IOC documentation center for’alimentation of the database /virtual library.

➢ Develop the draft budget of’AP-COI and PFPOI to be submitted to the executive bodies of the platforms and the IOC.

➢ Execute budget of L’AP-COI and PFPOI.

➢ Prepare the questions to be submitted to the executive office of’AP-COI and PFPOI.

➢ Prepare reports of activities and recommendations resulting from the meetings of’APCOI and PFPOI. ➢ Ensure a permanent liaison with the IOC. IOC/AC/2024/001

➢ Support and organize the participation of the General Secretariat in events dedicated to’ all the themes addressed by’AP-COI and PFPOI

➢ Ensuring visibility of’AP-COI and PFPOI (communication activities). ➢ Support the structuring provided for in the’ plan of action of the PFPOI.

4.1.2 Support to the’I-COI Governance Unit (UG-COI)

➢ Within the’UG-COI, implement the IOC development and positioning strategy ; define and deploy a short action plan, including, medium and long term to implement this strategy, targeting priorities in the areas of Governance, Peace and IOC Stability.

➢ Support the management of the activities and projects of’UG-COI in compliance with the internal procedures of the IOC and donors : follow up on projects linked to donors and national partners, etc. ; ➢ Produce periodic reports for the GPS project and IOC services concerning the’evolution of the implementation of’action plans.

➢ Support the head of’unity to strengthen the quality of relations with the’all of ministries/institutions/actors/operators involved in the sectors of intervention of the’UG-COI.

➢ Provide advice to’UG-COI and give advice on all matters related to political affairs, Governance, and, peace and Stability including those concerning AP-COI and FPOI networks.

➢ Lead and animate the human resources of the Secretariats in a logic of dynamics of’ team and’ operational support : support in the field, regular advice on monitoring and program development, etc, response to calls for tenders and the implementation of projects ;

➢ Facilitate links with other departments of’UG-COI, and IOC, to capitalize on good practices and contribute to the formulation of’offers ;

➢ Participate in periodic meetings with the’GU-COI team, and contribute to the’ achieving the objectives ; ➢ Coordinate and validate the internal reporting of the Secretariats.

4.1.3 Ensure communication and visibility of Secretariats a) Ensure communication and visibility of the Secretariats of AP-COI and FPOI networks in coordination with’UG-COI.
