Technical assistance for the development of ecotourism strategy in Monkey River-Belice At GOAL


Objective of technical assistance

Formulate an ecotourism strategy, implement it, supervise it and monitor it so that it is sustainable over time, coordinating activities with the tourist entities in the area and TIDE.

Specific objectives:

  1. Include in the strategy a tourist product based on the main tourist attraction of Monkey River (El mono) and other important aspects of biodiversity in the area; implement and follow up on the proposed activities.
  2. Train, guide and strengthen the tourist and promotional skills of the Monkey River women’s group who will promote the tourism product initiative.
  3. Coordinate, create alliances and promote with the different tourist entities in the area, the work carried out by the MR women’s group in relation to the tourist product and work with the MR youth group on solid waste management.
  4. Responsible for managing the budget allocated for operating expenses necessary for the delivery of mentioned consulting products, such as: visibility material ( shirts, trifolios, banner, labels, signage ) and another purchase of good or service required for workshops, participation in promotional fairs, training and community support. The consultant must ensure good compliance with ethical purchases and compliance with the budget allocated for activities, ensuring the correct use of the country’s turnover and correct settlement of the budget assigned to GOAL’s financial management.

Professional from the Tourism area ( tourism operator, tourist guide ).

Facilitation and Coordination

The Consultant must coordinate and report to the project management monthly, the progress of the established schedule of activities.

Type of contract, time and form of payment

A consulting contract will be extended for five (5) months. Consulting payments will be made for product delivery:

Product 1

Schedule of activities and projected budget for operational activities

Payment # 1 percentage pay fees 20%, percentage operating expenses 30%

Product 2

Strategy to implement for tourism product development

Payment # 2 percentage payment fees 30%, percentage operating expenses 30%

Product 3

Delivery of developed tourist product

Payment # 3 percentage payment fees 25%, percentage operating expenses 40%

Product 4

Output strategy to promote sustainability of the process

Payment # 4 percentage payment fees 25%, percentage operating expenses 0%

To accept each product (and thus proceed with each payment), they must be submitted to GOAL and it will carry out the reviews for their approval. GOAL will review them and request the respective modifications for due compliance with the activities and assignments indicated in these TDRs. The consultant must deliver a budget to operationalize the strategy, these expenses will be distributed in three disbursements; the first will be carried out with the delivery of the schedule, review and approval of the total budget to be executed in the activities, the second and third disbursement will be delivered according to operational progress according to the schedule delivered by the consultant. These disbursements will be approved by Management, in accordance with compliance with the progress of the activities;the consultant must settle each disbursement in order to request the next operating expense.

All the documents created within the framework of this consultancy must be delivered in editable format: Word, excel, and all those necessary to be used.

How to apply

Conditions for Presentation of Quotes

  • Contributions must be completed in Spanish.
  • Bidders must meet all the requirements established in this RFQ and complete their offer in the format requested in Appendices 1 and 2.
  • In the event that a contract is awarded to a bidder who knowingly withheld relevant information or who has misled GOAL in any way in the evaluation process, then the contract will be canceled.
  • Any conflict of interest involving a bidder must be fully notified to GOAL especially where there is a conflict of interest in relation to any recommendation or proposal presented by that offeror.
  • GOAL is not obliged to accept the lowest offer or any offer submitted and can end this contest at any stage.
  • The information presented by the interested parties will be contractually binding.
  • Unselected bidders will be notified.
  • GOAL’s standard payment terms are by bank transfer within 30 days after the satisfactory implementation of the service and receipt in order of the documents established for the billing and payment.
  • This document is in no way interpreted as a contract offer.
  • GOAL and all its contracted suppliers and their subcontractors, Associates or partners must act on all their acquisitions and other activities in compliance with donor requirements and with the highest ethical standards.
  • Terrorism and Sanctions: GOAL is not involved in transactions with any terrorist group or individual or entity involved with or associated with terrorism or individuals or entities that have exclusion orders and/or active sanctions against them. GOAL, therefore, will not knowingly purchase supplies or services from companies that are associated in any way with terrorism and / or are subject to any relevant exclusion orders or international sanctions. If you submit an offer based on this request, will constitute a guarantee that neither your company nor any subsidiary or subsidiary controlled by your company are associated with any known terrorist group or are subject to a relevant international exclusion order and/or sanctions.A contractual clause confirming this could be included in a purchase order based on this request.
  • GOAL reserves the right to divide the award of this contract between different bidders in any combination it deems appropriate, at its sole discretion.
  • The Supplier must request the written approval of GOAL before concluding any subcontract in order to fulfill this contract. The full details of the proposed subcontracting company and the nature of its services will be included in the written approval request. Written requests for approval should be sent to the focal point of the contract identified in section 6.
  • GOAL reserves the right to reject any subcontractor proposed by the Provider.
  • GOAL reserves the right to negotiate with the Supplier who has submitted the lowest Offer that fully meets the technical requirements, in order to seek revisions of said Offer to improve its technical aspects and / or reduce the price.

All responses will be opened by the GOAL Procurement Committee and all bidders will be notified of the results.
