Technical Advocacy Specialist, USAID Strengthening Democratic Governance (SDG) Activity At Counterpart International


Counterpart is accepting CVs for an Advocacy Technical Specialist for Activity Strengthening Democratic Governance / Strengthening Democratic Governance (SDG) funded by USAID in Honduras. The purpose of the Activity is to build systemic accountability and the response capacity of the Government of Honduras (GOH) to citizens, at the same time that civil society is strengthened to increase confidence, safeguard human rights, and encourage Hondurans to remain in their country and participate in their democracy. SDG’s first work order aims to 1) Improve effective governance capacity, transparency, accountability and response to citizenship by the institutions of the Government of Honduras; and 2) Provide location services,learning, adaptation, monitoring and support in collecting information to implement activities for all SDG work orders and objectives.

Recognizing that corruption compromises the capacity of the Honduran government to fulfill its obligation to promote, respect, and protect the human rights of citizens, Activity aims to tackle corruption from a holistic and rights-based perspective.

Under the supervision of the head of Objective 3 / Leader of Component 2 of the Labor Order, the Technical Specialist/a in Incidence will direct efforts to influence reforms that contribute to the fight against corruption through collective action, and regulations to protect the enabling environment for civil society organizations, thereby facilitating their work to reduce the risks of corruption with a strong emphasis on human rights. Likewise, it will direct the execution of advocacy and research activities that support the collective action efforts of civil society. The position of Technical Advocacy Specialist is full-time based in Tegucigalpa, Honduras, with trips to other municipalities where the project is carried out, such as San Pedro de Sula.

Responsibilities

  • Together with the Capacity Development Manager, lead the execution of advocacy and research activities that support civil society collective action efforts, including managing stakeholder meetings, events, field investigations, coordination for issuance of communications and publications, etc.
  • Develop effective and contextually adapted advocacy strategies to promote partner priorities in response to specific issues, political developments, contextual sensitive aspects, and dynamics between civil society and government actors.
  • Proactively manage relationships and communications with and between civil society partners regarding advocacy efforts.
  • Conduct regular desk research and stay up to date with updates to the political environment.
  • Stay up to date on common advocacy practices in Honduras and innovative international examples of good civil society advocacy practices.
  • Analyze existing regulations and identify gaps in the legal framework related to anti-corruption measures and the need to integrate human rights considerations into anti-corruption reforms.
  • Promote initiatives for the development and application of regulations that protect the enabling environment for the civil society sector and contribute to reducing the risks of corruption.
  • Support and/or lead training courses for civil society partners, as necessary.
  • Work closely with the program team to contribute to the timely submission of reports and updates related to advocacy and research activities.
  • Other duties as assigned.

Qualifications

  • University degree in international development, international relations, political science, journalism or a relevant field.
  • A minimum of five (5) years of work-related experience in policy advocacy or civil society-government engagement.
  • Experience in advocacy processes, anti-corruption initiatives, and human rights.
  • In-depth knowledge of the link between corruption and human rights.
  • Experience managing networks and/or relationships with multiple stakeholders, preferably civil society, is required.
  • Experience in conflict management will be valued.
  • Work experience in donor-funded development projects, preferably USAID.
  • Experience in reporting successful programs or articles in the field of development will be valued.
  • Excellent organizational, analytical and strategic thinking skills.
  • Ability to work well as a team and individually under little supervision.
  • Excellent interpersonal and communication skills in Spanish.
