Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL) is a six-year project (2023 – 2029), funded by the Green Climate Fund (GCF). This adaptation project aims to enhance the climate resilience of farmers and local communities in the Northern Tonle Sap Basin (Kampong Thom, Siem Reap, Preah Vihear and Oddor Meanchey) through public-social-private partnerships and improved access to growing segments of premium agricultural product market while ensuring climate-resilient practices.

Reporting Lines

The Technical Advisor reports directly to Senior Project Officer (SPO) and works under the technical oversight of Lead Technical Officer (LTO) in the FAO regional office for Asia and the Pacific (RAP) and relevant technical units at FAO headquarters. Under the overall supervision of FAO Representative (FAOR) in Cambodia, and in close collaboration with FAO Representation team, governmental counterparts, and other technical specialists, the incumbent will carry out the tasks listed below.

Technical Focus

Advise and coordinate project planning, implementation and monitoring to ensure technical coherence between different project components and related technical focus areas relevant to the project including mainstreaming climate change adaptation in the agricultural sector.

Tasks and responsibilities

The Technical Advisor will:

  •  Advise technical project planning and implementation of the project to ensure technical coherence between different project components; in accordance with the approved Project Document and the results-based Annual Work Plan and Budget (AWP/B), and in compliance with FAO procedures and GCF requirements;
  •  Ensure the timely mobilization of all necessary government resources in all project districts in a harmonized and coordinated manner including defining the organizational and chronological aspects of project delivery;
  •  Oversee the implementation and management of the project;
  •  Develop and keep close liaison/working relations with national government counterparts, provincial authorities, line departments, UN agencies, private sector and other professional associations to ensure timely conduct of project activities, contractual arrangements, adequate information flow, discussions and feedback among the various stakeholders;
  •  Coordinate activities with government’s Operational Partners, and other partners at national and sub-national level;
  •  Support implementation and organization of field activities;
  •  Monitor project progress and report to Senior Project Officer, FAO Representation and National Project Director about potential problems that could result in delays in implementation;
  •  Coordinate monitoring of project implementation risks and work to ensure compliance with risk management strategies to meet GCF and FAO requirements for environmental and social safeguards.
  •  Advise the establishment of strong Monitoring Evaluation Accountability and Learning (MEAL) system and ensures strong learning and communication within the project team and with wider stakeholders;
  •  Provide policy and technical advice to the national government counterparts in the development and implementation of policy and strategies related to climate adaptation and resilience, value chain development, agricultural finance and agricultural certification schemes;
  •  Prepare technical reports/policy documents required by the project in a timely manner;
  •  Advise and facilitate meetings, workshops and training activities
  •  Represent the project in meetings and conferences relevant to the achievement of the project’s objectives;
  •  Support meetings of the project steering committee;
  •  Support recruitment and management of required national and international consultants, including the development of the draft Terms of Reference;
  •  Prepare inputs for, and support, the writing of project reports, as defined in the project document;
  •  Undertake any other duties as required to ensure the successful delivery of the project outputs.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  University degree in economics, business administration, management, agriculture, international development or related fields.
  •  Seven years of relevant experience in project/programme planning, implementation and appraisal, including the development of results-based management/monitoring systems.;
  •  Working knowledge (Level C) of Khmer and English is mandatory;
  •  National of Cambodia
