Team Leader of Accommodation, Infrastructure and WASH – Guatemala City (Nationals Only) At Norwegian Refugee Council


one. Objective

This is an exciting opportunity for the implementation of the Accommodation and Infrastructure and WASH activities in Guatemala as a Team Leader. The incumbent will have the main task is to organize activities, plans and teams to obtain results in the sector according to the guidelines of the donors, NRC and project objectives.

2. Main Responsibilities:

Planning (20%):

  1. Develop implementation plans for activities and actions in the field according to the activities assigned to the team.
  2. Carry out technical evaluations and propose response actions regarding accommodation and infrastructure.

Implementation (55%):

  1. Develop terms of reference for construction activities, including detailed budgets and activity plans.
  2. Follow up on contracts and studies required for the development of activities.
  3. Adjust designs to the geographical, climatic, cultural conditions and prioritization of the needs of the community of the intervention areas, in a responsible way with the environment.
  4. Supervise the correct execution of construction projects that are implemented in the area, including monitoring of works.
  5. Promote and facilitate community participation in the different activities.
  6. Monitor budgets and execute activities.
  7. Coordinate internally with the finance and logistics departments to obtain results.

Equipment Supervision (15%):

  1. Manage a team
  2. Technical support to the competition team accommodation and WASH

Reports and Coordination (5%)

  1. Generate reports of progress and / or activities by virtue of needs.
  2. Keep sector information in order with the support of the information management team.
  3. Contribute to inter-institutional coordination by delegation as appropriate.

3. Professional Competences:

Required:

  • At least 3 years of work experience in similar positions in humanitarian aid contexts.
  • Minimum professional experience of (3) three years in the management of housing projects, community and school infrastructure.
  • Minimum experience of (2) two years working with national / territorial government entities, Civil Society Organizations, international agencies or other humanitarian organizations on the subject of accommodation and infrastructure.
  • Professional in architecture, engineering or career related to the field of habitat, with experience in monitoring and evaluating social or humanitarian projects.
  • Verifiable experience related to the responsibilities of the position.
  • Detailed knowledge in Guatemalan Construction Legislation
  • Knowledge of MS Office office utilities (Word, Excel, Power Point, Outlook) and demonstrable experience in managing CAD software (eg AutoCad).

Desirable:

  • General knowledge in International construction standards.
  • Previous work experience in complex and changing contexts.
  • Professional English
  • Current IGC association
  • Desirable. Knowledge of bio-construction or local construction systems.
  • Knowledge of the territorial ordering and / or relevant regulations on accommodation issues in the regional and national context.
  • Knowledge of participatory methodologies for the execution of accommodation and infrastructure projects with the beneficiary communities.
  • Good knowledge of the national context, in particular of the protection situation and humanitarian needs of the population affected by violence
