Job Description

Background and Organizational Context

According to the Humanitarian Response Plan; in 2023, two-thirds of the population of Yemen—21.6 million people—will need humanitarian assistance, and protection services. The 2023 Humanitarian Response Plan for Yemen (HRP) requires US$ 4.3 billion to reach the 17.3 million most vulnerable people in need (PiN) of humanitarian support as a result of protracted conflict, displacement and economic deterioration, compounded by recurrent natural disasters.

The total projected number of people in need in 2023 has decreased slightly from 23.4 million people in 2022 to 21.6 million in 2023 and the overall intersectoral target from 17.9 to 17.3 million people. These changes are mainly due to technical modifications to cluster-level needs assessments and revised food security projections released in October 2022. They do not reflect an across-the board improvement in the humanitarian outlook and gains that have been registered in 2022 remain extremely fragile.

The humanitarian response in Yemen will support people facing multiple vulnerabilities, including but not limited to internally displaced persons and those attempting to return, Muhamasheen,8 persons with disabilities, and migrants and refugees.

The United Nations Human Settlements Programme (UN-Habitat) is the UN organization mandated to promote environmentally and socially sustainable human settlements and adequate housing for all. The Sustainable Development Goal 11 aims to “make cities safe, resilient and sustainable” and the New Urban Agenda, the outcome of the Third UN Conference on Human Settlements, Habitat III (Oct 2016) seeks to maximize the potential of urbanization as a force for sustainable development. UN-Habitat is thus concerned with the sustainable development of cities and urban communities and provides support in urban policy and spatial planning at different levels (national, regional and local), reconstruction and housing, rehabilitation of infrastructure, and the promotion of equitable land rights and tenure security.

Duties and Responsibilities

The National Programme Officer ensures proper and effective coordination with the government counterparts focusing on the achievement of the following results:

•  Lead the coordination with and substantive preparation and support provided to the local authorities in the Southern Governorates and relevant community representatives and stakeholders pertaining to the implementation of the projects.
•  Lead the field engineers to assess the condition of existing housing conditions in the most affected areas, identify project sites for the intervention and draft design options of the improvement of housing conditions.
•  Conduct consultation process and agree with the stakeholders on the rehabilitation needs of two damaged housing and WASH facilities and networks
•  Ensures that the application of green building techniques is adequately understood and applied by all implementation partners;
•  Prepare detailed design, drawings and Bills of Quantities for rehabilitation and upgrading of the selected housing units and related water and sanitation facilities, and reviews similar documents prepared by the field engineers.
•  Provide technical and managerial guidance on implementation of housing rehabilitation and relevant livelihood initiates;
•  Prepare regular and ad-hoc reports on the progress of works of different activities implemented at the state and locality levels;
•  Check and verify payments made by the different counterparts, contractors and suppliers and office operations related payments and provide recommendations to Yemen office to process payments; and
•  Attend regular meetings with the UN coordination meetings and provide information on the progress of works at the state level.
•  Undertake assessment and collect up-to-date information for new projects/initiatives to improve the living conditions of the people in the Southern Governorates.

Required Skills and Experience

Education:

•  Master’s degree in urban planning, civil engineering, architecture, geography, economics, social science or any related field. A first-level university degree with an additional 2 years’ qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

•  5 years progressively responsible “post qualification” experience in development projects. UN or international organization experience is preferable.
•  Implementation, monitoring and evaluation, and coordination are required.
•  Good knowledge of the UN system and its procedures; and
•  Good computer skills.
•  Good negotiation and coaching skills.

Language requirements:

•  Fluency in both written and spoken English and Arabic required.
