Overview: International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a highly skilled and experienced Team Leader for an upcoming proposal.The Team Leader will be responsible for providing leadership and oversight to a team engaged in third party monitoring (TPM) and evaluation, data analysis, and reporting of humanitarian or development interventions. The ideal candidate will possess extensive understanding of the local context, strong analytical skills, and proven experience in managing teams and delivering high-quality results within specified timelines.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide strategic leadership and direction to the team in third party monitoring (TPM) and evaluating the effectiveness of humanitarian or development interventions.
  • Oversee the design, implementation, and analysis of monitoring and evaluation frameworks, ensuring alignment with organizational goals and objectives.
  • Lead the collection, management, and analysis of data, utilizing appropriate methodologies and tools to ensure accuracy and reliability.
  • Prepare comprehensive reports and presentations on project outcomes, findings, and recommendations for internal and external stakeholders.
  • Collaborate closely with project partners, government agencies, and other stakeholders to ensure coordination and alignment of monitoring and evaluation activities.
  • Manage and mentor team members, providing guidance, feedback, and support to enhance their performance and professional development.
  • Ensure compliance with donor requirements, organizational policies, and ethical standards in all monitoring and evaluation activities.
  • Liaise with donors, UN agencies, and other partners to communicate project progress, challenges, and lessons learned.

Qualifications

Minimum Requirements:

  • Minimum 7 years of experience in monitoring and evaluation, data analysis, and reporting of humanitarian or development interventions for multilateral or bilateral organizations and NGOs; experience with a UN agency desirable.
  • Efficient and timely communication and reporting skills.
  • Minimum 5 years of relevant experience in team management and contract service delivery.
  • Ability to organize and manage complex work projects.
  • Analytical and conceptual ability, negotiation, and communication skills.
  • Fluency in English and French languages is desirable.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Education: Master’s degree or higher in international development, research methods, social studies, or a related field from a recognized institution.

Preferred Knowledge, Skills and Abilities:

  • Knowledge of international development principles, practices, and trends.
  • Familiarity with monitoring and evaluation methodologies, tools, and best practices.
  • Experience working in West and Central Africa, particularly in humanitarian or development contexts.
  • Demonstrated ability to build and maintain effective relationships with diverse stakeholders, including government agencies, NGOs, community-based organizations, and donors.
  • Proficiency in data visualization software and statistical analysis tools.
  • Experience using technology for data collection, management, and analysis (e.g., mobile data collection platforms, statistical software).
  • Strong leadership and interpersonal skills, with the ability to motivate and inspire team members.
  • Adaptability and flexibility to work in dynamic and challenging environments.
  • Commitment to upholding ethical standards and promoting accountability and transparency in monitoring and evaluation processes.
  • Knowledge of project management principles and practices.
  • Ability to work effectively in multicultural and multidisciplinary teams.
  • Fluency in additional languages spoken in West and Central Africa is an asset.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for hybrid work in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
