Talent Attraction Manager H/F At Doctors Without Borders


Doctors Without Borders is an independent international medical-humanitarian organization that provides assistance to people in distress, victims of natural or man-made disasters and victims of armed conflict, without discrimination and without distinction as to race, religion, creed or political affiliation.

The MSF movement revolves around six operational departments. The operations are implemented by field teams and mission coordination teams, as well as by organizational units based at headquarters and in partner sections such as Dakar. Field operations are guided and supported by 5 operational cells, the emergency unit and other departments supporting operations, including the human resources department. In this context, we are looking for a Talent Attraction Manager based in Dakar**.**

Mission

The position of Talent Attraction Manager is placed within the HR unit of West Africa and Cameroon based in Dakar and is hierarchically under the supervision of the MSF-Recruitment CoordinatorDakar. Its aim is to help ensure the attraction of senior humanitarian profiles for MSF. The Attraction Manager talent will be functionally linked to the MSF-OCBA Recruitment Coordinator.

The main objective of the position will be achieved by managing attraction campaigns, being the first contact with candidates and coordinating activities with the 3 CBs (OCP, OCG and OCBA) via MSF-Senegal recruitment teams.

Main Responsibilities

  1. ATTRACTION STRATEGIES:
  • Conduct research on the tools, events or academic institutions available to reach a specific candidate globally, to cover field needs.
  • Build a network with key entities to attract candidates for MSF.
  • Propose strategies for attracting talent.
  • Execute the approved policies, for the profiles that are assigned to it and for the other profiles.
  • Active research in other countries of the MSF Senegal area through the correct contact with other MSF entities.
  • Actively support the specific recruitment for profiles profiled under the MSF Senegal area requested by the OC as SOS or emergency call.
  1. RECRUITMENT & SELECTION
  • Active search for senior profiles ready to join the organization as field coordinators, project medical referents and, potentially, other coordination profiles.
  • Active search for senior profiles with a potential for coordination positions at from generalist targets (Admin, LOG, Nurses and MED).
  • Analyze and report on the main strengths and weaknesses of all candidates during the recruitment process.
  • Establish the necessary contacts with the recruitment and management teams of the MSF pools :
    • Updated contact details and qualifications of candidates.
    • Carry out the various tasks and steps required as part of the recruitment and selection process
  • Submit a monthly report to the recruitment coordinators of the OCBA, the OCP, the OCG and Dakar.
  • Actively support the Dakar recruitment team in attraction campaigns in their markets.
  • Incorporation of the FDI recruitment perspective.
  1. OTHERS
  • Participate in the planning of the Dakar recruitment team, at the request of the recruitment coordinator as line manager and its technical referents (coordinator of the recruitment of the CO).
  • Write compliance reports and report any difficulties to the recruitment coordinator.

Professional skills

  • 2 Years of experience in talent attraction activities.
  • Relevant work experience in West Africa.
  • Experience in selection and recruitment.
  • Mastery of english and french.
  • Experience in the humanitarian sector. Ideally, field experience with MSF or another NGO.
  • Use of computer tools and Web 2.0 software (LinkedIn, Facebook, etc.)

Position specifics

  • Position based in MSF Dakar (Senegal) with trips planned on the ground/on mission up to 30%. The final selection will depend on the employability of the shortlisted candidate (residence, work permit, etc.).
