JOB PURPOSE

The consultant will provide specialist advice, analytics, and contributions on the management of country offices’ Supply Chain CBT operations and lead the strategic engagement at the Regional Bureau in coordination with the RB stakeholders, thus ensuring an effective and integrated Supply Chain approach to meet WFP’s and the country offices’ objectives.

KEY ACCOUNTABILITIES

  • Lead in development of the strategic vision and CO engagement plan with the Country Offices for Supply Chain Market & Retail areas in line with RBB and HQ’s vision.
  • Support the design and delivery of staff training and development to enhance the capacity of WFP Supply Chain staff in RB, government, and partners to (support the) design and delivery of effective assistance programmes in CO.
  • Support CO in Identifying and building productive relationships and partnerships with counterparts in UN Agencies, NGOs, governments, and the private sector to share knowledge and resources.
  • Advise country office Supply Chain teams in identifying different modalities for delivering cash-based transfers’ assistance for the implementation and/or expansion of assistance programmes that strengthen government policies/programmes, stimulate retail sectors, and promote effective WFP interventions.
  • Articulate corporate WFP Supply Chain policies and guidance on local supply chains and their optimisation by translating WFP corporate guidance into practices and implementation modalities and operations to ensure alignment with WFP country strategic plans.
  • Support country offices in the processes of selecting and contracting appropriate retailers and financial service providers following WFP’s rules and regulations and support the establishment of market functionality indexes and market diagnostics with regards to market (re)actions in different contexts to different policies, shocks (natural and man-made) and the environments in which the markets exist, incorporating descriptive (data collection/presentation) and predictive (opportunities) functions and actions.
  • Support CO undertake market diagnosis (in-depth market analysis and supply chain network mapping) where required, to identify main inefficiencies and opportunities to strengthen local markets with objectives to improve customer’s value equation by working closely with other WFP functional units, local government, NGOs, UN agencies and other stakeholders to set up and implement the most appropriate market strengthening and development activities.
  • Work with internal Cash Working Group (functional teams) to define, monitor and establish regular reports of key performance indicators to measure success of market strengthening and development activities.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

Master’s degree preferably in Supply Chain Management, Project Management, Economics, Business Administration, Legal, Logistics, or other related field, or Bachelor’s degree with additional years of related work experience and/or training/courses.

WORK EXPERIENCE

  • A minimum of 6 years of relevant professional experience in:
    • managing an area of (or related to) supply chain cash-based transfers’ operations including coordination with internal and external stakeholders and implementing operational supply chain CBT strategies in a country.
    • designing, implementing supply chain, retail, and partnership networks and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations.
    • evaluating and selecting retailers, service providers and/or suppliers and identifying supply chain CBT operational risks and maintaining documentation on emergency preparedness.
    • implementing approved corrective actions to improve performance and monitoring progress.
    • working in a related field in the private sector and supervising staff.

KEY COMPETENCIES

  • Ability to innovate and propose critical improvements on existing processes and methodologies.
  • Ability to provide recommendations based on operational context, formalize, pilot, and disseminate.
  • Ability to simplify, structure and present work to different stakeholders (internal and external).
  • Ability to learn from the operational context and build relevant activities, methodologies.
  • Can do attitude, problem solver and knows how to navigate in large matrix organizations.

LANGUAGE

  • Working knowledge of English language is required and additional local language a plus.
