SUMMARY OF THE PROJECT

Launched in December 2021 and implemented by Cowater International, the Middle East Support Services Project (ME-FSSP) will primarily support the development and humanitarian objectives of Canada’s Middle East Strategy by providing administrative, financial, procurement, and logistical services in Jordan, Iraq, Lebanon, and the region.

Global Affairs Canada, through its ME-FSSP, provides funds to support local development initiatives (LDI) of local civil society organizations (LCSOs), community-based organizations (CBOs), research institutions, think tanks, and other local partners across Jordan, Iraq, and Lebanon based on GAC’s thematic areas and program targets.

Currently, ME-FSSP has five LDIs active in Jordan, three in Lebanon, and three in Iraq. It is anticipated that an additional five LDIs will be granted in Jordan this year, with an estimated five in Lebanon and five in Iraq as well.

Consultancy OBJECTIVES

  • Supporting newly awarded partners in finalization and harmonizing their projects’ proposals, in particular the Logical Frameworks and Performance Measurement Framework (PMF).
  • Ensuring that partners’ narrative reports in Jordan, Lebanon, and Iraq adhere to their proposals as well as the reporting requirements and guidelines of the Field Support Services Project.

SCOPE OF SERVICES

  • Review the selected LDIs’ proposals and ensure harmonization.
  • Review Logical frameworks and the Performance Measurement Framework for the newly awarded projects in Jordan, Lebanon and Iraq.
  • Work with and support the new partners to develop and finalize their work plans / M&E templates and log frames.
  • Provide final report including recommendations for the LDIs M&E documents.
  • Review narrative reports submitted by partners in the three countries and support them to finalize their reports.
  • Ensure that all items required in the report are covered according to the template, including the performance measurement framework.
  • Ensure the consistency and accuracy of the report content with the project objectives, activities, and results in accordance with the work plan and performance measurement framework (PMF)
  • Review the analysis of the results of the PMF and ensure the use of appropriate performance measurement tools and indicators.
  • Ensure that gender and inclusion considerations are included as part of the quarterly reports.
  • Provide FSSP with a summary report in English of each sub-grantee.
  • Provide regular comprehensive feedback to ME-FSSP’s LDIs Coordinator in writing and verbally.
  • Coordinate with LDIs Coordinator to address, clarify, and resolve comments embedded in the report.
  • Gather the final version of the narrative report, along with supporting documents, and share them with the ME-FSSP.

REPORTING

The Specialist reports directly to ME-FSSP’s LDIs Coordinator who has full responsibility for the administration of the contract, including the approval of delivery of assignments, timesheets, and invoices. Reports include, but are not limited to:

  • Technical reporting: One page report for each LDI that summarizes their technical quarterly report.
  • Timesheet and Invoice: which consists of a detailed monthly invoice, covering the Specialist’s fees for the services rendered during the previous month indicating the date, the day and the number of hours worked for each day as well as any necessary and reasonable expenses incurred during the previous month, including all original receipts in support of the expenses claimed.
  • Any other reports, as requested by ME-FSSP, in relation to the assigned tasks.

LOCATION, TIMELINES AND ESTIMATED LEVEL OF EFFORTS

  • This contract will be valid for 10 months of signature.
  • The Specialist should be located in Jordan and must be ready to travel to different locations in Jordan.
  • The approval of all travel must be obtained from the ME-FSSP Project Manager prior to the commencement of the trip.
  • The basis for payment and payment schedule will be based on a fixed-time rate contract.
  • The level of effort is estimated at up to 116 days depending on the needs and activities of the program.

ADMINISTRATIVE ARRANGEMENTS

  • The Specialist will be contracted under the ‘Middle East Field Support Services Project’ (ME-FSSP) administered by Cowater International.
  • The Specialist is expected to use their own workspace, equipment, and materials, as office space will not be provided.
  • Payment to the Specialist will be made according to the agreed daily rate, reflecting the level of effort outlined in monthly financial timesheets and reports. All activities and services must align with approvals ME-FSSP’s LDIs Coordinator.

EDUCATION AND EXPERIENCE

  • Degree in Program Management, development, M&E or any related field.
  • Minimum of 5 years of demonstrated professional experience in M&E and reporting with international or national organizations.
  • Previous experience working with sub-grant management, international organizations, and local non-governmental organizations, preferably in Jordan, Lebanon, and Iraq.
  • Knowledge of Global Affairs Canada’s results-based management and procedures is a plus.

LANGUAGE REQUIREMENTS

  • Fluency in oral, reading and writing in English, and Arabic languages.
