The World Food Programme Madagascar of the United Nations (WFP/UN) in the context of the implementation of its Strategic Plan Country, research for the needs of its Field Office in Tulear the services of’un Store/Storehouse.

WFP MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP is supporting the government’s efforts through a’assistance strategy aimed at responding to the humanitarian emergency, building community resilience and supporting sustainable development efforts. In collaboration with the institutions of the’State, non-governmental organizations (NGOs) and partners of the United Nations System, WFP organizes cash or in-kind transfers to meet the food needs of families affected by climate hazards, provides school meals that promote the access of girls and boys to’education, and provides food for families affected by climate change, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and market access.

WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to’ other regions of Madagascar.

ORGANIZATIONAL CONTEXT

These positions are to be filled in WFP warehouses. The incumbents report to the Deputy(e) for warehouse management. At this level, job holders typically work in the large WFP warehouses where a large number of complex warehousing operations are carried out, and must operate with a high degree of autonomy. They mentor several support staff to manage warehouses efficiently.

TASKS AND RESPONSIBILITIES

Under the direct supervision of the Warehouse Manager of the Field Office, and under the general supervision of the Chief Field Office, the Store/the Store will be responsible for the following tasks at the Tulear PAM office :

  • Coordinate and/or ensure the receipt and dispatch of goods, including their transhipment (between trucks) and refer to approved official documents (letters of transport, delivery notes, etc.) in order to ensure the accuracy of the physical counting of the goods, in particular by verifying that the quality complies with the established standards.
  • Review, verify and validate storage and transportation records and ensure proper management of confidential files and data on storage operations, and, in order to prepare reports on the movement of products in accordance with WFP requirements without delay.
  • Perform daily reconciliations and inventory audits, at the time of the warehouse closure, that contribute to internal control systems, in accordance with warehouse management requirements.
  • Perform daily inspections and report on the quantity and quality of goods received/sent and handled, including, quickly detect stock discrepancies or damage to stocks and analyze the reasons for them, and, investigate missing quantities and report on warehouse losses by recommending appropriate solutions to enable informed decision making.
  • Assist in conducting a regular physical inventory inventory to ensure compliance with IPSAS and standard operational requirements.
  • Apply appropriate food and non-food item protection measures to ensure quality control using standard preventive measures in accordance with established WFP procedures.
  • Monitor the condition of the warehouse and goods and take appropriate measures, to help plan storage space efficiently and store goods methodically in accordance with WFP storage standards.
  • Supervise warehouse staff, provide guidance and on-the-job training to help them develop and be effective.
  • Carry out any other tasks within the framework of this operation deemed useful and entrusted by the WFP hierarchy.

MINIMUM QUALIFICATIONS REQUIRED

Completion of secondary education. A certificate of’ post-secondary studies in the relevant functional area is desirable.

  • Having at least 5 Years d’ practical experiences in logistics or the’ supply chain
  • A certificate of’ post-secondary studies in the field of logistics is desirable

REQUIRED EXPERIENCES

  • Experience with logistics databases used to track ongoing shipments, supplies, claims and food stocks.
  • Experience in data analysis (on goods, funds, etc.) and in the preparation of reports.
  • Experience in evaluating the results achieved by service providers in relation to the defined key performance indicators.
  • Experience in assisting in the preparation of contract documents.
  • Experience in providing technical assistance in the use of internal systems.

OTHER SKILLS AND KNOWLEDGE

  • Excellent written and oral communication of French with the ability to produce quality reports for the various logistics activities of WFP.
  • Having an advanced level of French (level C) is essential for the’ performance of its functions. An intermediate level of’English (level B) is desirable.
  • Mastery of the’computer tool (MS Word, MS Excel, Internet, etc.) is essential.
